AbstractChina’s rising capability in science, technology and innovation to a certain extent has to do with “a grand experiment” that started 15 years ago when the Chinese government released the National Medium and Long-Term Plan for the Development of Science and Technology (2006–2020) (MLP). MLP launched the indigenous innovation strategy and set goals to turn China into an innovation-oriented country. The junction when the old MLP phased out and a new MLP (2021–2035) will soon be introduced holds greater historical and practical significance for the Chinese and international scientific communities to make sense of planning for science. This paper reviews the progress achieved in implementing the MLP, analyzes the daunting challenges facing China to become an innovation-oriented nation, discusses the implications of planning science for the Chinese and international scientific communities, and speculates on what might be included in the new MLP.

From various aspects, the role of MSMEs in the national economy involves the government in formulating the Development Program in the National Medium Term Development Plan (RPJMN). The 2004-2009 RPJMN emphasizes a program to develop a business support system for MSMEs and a program for developing entrepreneurship and competitiveness. <div><p class="Els-history-head">The Broad Guidelines of State Policy (BGSP) or Garis-Garis Besar Haluan Negara (GBHN) and the National Medium-Term Development Plan (NMDP) or Rencana Pembangunan Jangka Menengah Nasional (RPJMN) are important state policies in the execution of Indonesia's national development in various aspects of the life of the nation and state. The BGSP is no longer exists, and the MDP is still in effect today. The purpose of this study is to compare the two policies to obtain the superiorities and weaknesses of each when faced with several parameters obtained from various theories related to politics and law. This study is qualitative research using comparative studies in its analysis. From this study, it was found that in general, the BGSP made by the People's Consultative Assembly (PCA) or Majelis Permusyawaratan Rakyat (MPR) had a greater relative superiority when compared to the MDP made by the Government of the Republic of Indonesia.</p></div>

The Nawacita program, which is contained in National Medium-Term Development Plan (RPJMN), must be supported and realized by local governments, both Provinces and Cities / Regencies, since Nawacita is a national agenda for a more advanced, just and prosperous Indonesia. All policies issued by the Central Government must be supported by the Regional Government in implementing its vision and mission, must be able to go hand in hand with the Nawacita program to achieve national goals. The appropriate method used for this research is descriptive study with a qualitative approach. Cianjur Regency is a regency in West Java province and not too far from Jakarta as the capital and centre of Indonesian government. To implement the Nawacita program in Cianjur Regency, local governments are obliged to optimize the performance of institutions, all government processes are intended to serve all interested parties and good governance should bridge different interests for the development and achievement of national goals.

<p>This article attempts to analyze various obstacles related to the minimal contribution of Indonesian R&amp;D Program in supporting the economic sector and national competitiveness. This was done through a review of the implementation of the document of the National Medium-Term Development Plan (RPJMN) in the S&amp;T Sector for 2015‒2019 periode. The analysis was carried out using the Grindle policy implementation model. The study shows that there are four main factors that hinder the implementation of the R&amp;D program, such as 1) the lack of integration of R&amp;D execution between LPNK and technical ministries, 2) R&amp;D program planning which tends to be technology supply-push, 3) the absence of an appropriate evaluation mechanism to measure the achievement research in support of the economic sector, and 4) limited on research budget resources and its diffusion.</p>

AbstrakPDAM Kota Malang sebagai sarana penyedia air minum di Kota Malang, diharapkan mampu mencapai target Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2015-2019, yaitu akses terhadap air minum mencapai 100% di tahun 2019. Upaya yang dapat dilakukan untuk mencapai target tersebut, yaitu melalui Rencana Pengamanan Air Minum (RPAM), dengan memperhatikan sasaran aspek 4K (kualitas, kuantitas, kontinuitas, dan keterjangkauan). Sasaran 4K tersebut, yaitu K1 sebagai acuan air minum yang layak dikonsumsi, K2 sebagai jumlah air minimum yang dikonsumsi masyarakat dengan memperhitungkan kehilangan air, K3 sebagai acuan pengaliran tak terputus selama 24 jam, dan K4 sebagai kesanggupan masyarakat untuk membayar harga air sesuai dengan tarif air yang telah diberlakukanberdasarkan peraturan yang dipersyaratkan. Hasil evaluasi menunjukkan PDAM Kota Malang telah mencapai sasaran 4K dan mampu melaksanakan RPAM. Hal tersebut didukung oleh sistem online yang telah dikembangkan untuk menjamin keamanan pendistribusian air minum kepada masyarakat.Kata kunci: PDAM Kota Malang, RPAM, Sasaran 4K  AbstractPDAM Kota Malang as a drinking water supply in Malang City, is expected to reach the target of National Medium Term Development Plan (RPJMN) 2015-2019, that is access to drinking water reaches 100% in 2019. The efforts that can be conducted to achieve the target through the Drinking Water Security Plan (RPAM), by focusing on 4K aspects(quality, quantity, continuity and affordability). The 4K aspects, such as K1 as a reference for drinking water that is suitable for consumption, K2 as the minimum amount of water consumed by the community taking into water losses, K3 as a reference for uninterrupted for 24 hours, and K4 as the ability of the community to pay the price of water based on the regulations required. The evaluation results show that PDAM Kota Malang reached the 4K aspects and be able to implement RPAM. This is supported by an online system that has been developed to safe the distribution of drinking water to the public.Keywords: PDAM Kota Malang, RPAM, 4K Aspects

Adolescent is the generation that will determine the future of the nation. Indonesia has many adolescents with excellent achievement in national and international level. However, there are still many adolescents who have negative and deviant behavior such as smoking, drinking, using drugs, even to the behavior of free sex. The purpose of this analysis was to examine dating and sexual behavior of adolescents in Indonesia. This analysis was using secondary data from the Survey of Performance Indicators of National Medium Term Development Plan Program of the National Population and Family Planning Year 2015. The survey was conducted in 34 provinces throughout Indonesia. The number of the samples for this analysis were 41.885, who were adolescents aged 15-24 years and have not married yet. The analysis showed that male respondents who had girlfriend were higher than girls who had boyfriends. On average, the first dating age is 15.5 years. The most frequent activities during dating are holding hands, kissing lips, touching and stimulating the sensitive part of body. Boys were more permissive related premarital sex than adolescent girls. Furthermore, boys admitted have had sexual intercourse three times higher than girls. Adolescents who were on dating had higher chances of having premarital sex than those who were not on dating. The chance of premarital sex was likely to increase if the adolescents holding hands, kissing lips, and touching sensitive parts of body while having date.

Geographically, Indonesia has been subjected towards various climate change related phenomena. This research aim at evaluation of participatory implementation towards climate change related policy which has been set in Indonesia. The research method derived from qualitative framework developed by UNESCO. The research took RAN-API or National Action Plan upon Climate Change Adaptation which has been established since 2013. The document has been integrated within National Medium Term Plan launched at 2015 up to 2019. The research revealed that participation has been inclusive to many stakeholder involved within climate change adaptation program. Furthermore, encouragement needs to be carried out at all level especially in urbanized area. Local to national government has pivotal role to introduce many activities engaged to climate change adaptation. At different array, the research also revealed that many participation has been initiated independently by non-government organization as well as local stakeholder which need to be documented in order to ensure its merits.
