This paper proposes a new intelligent vehicle access control system scheme based on image recognition and wireless transmission to achieve the secure, intelligent, and efficient vehicle access control management. The novelty of system is the image recognition based on information of the real-time license plate. If a vehicle wants to pass the gate, its license plate image is sent to the center server by the wireless transmission module. Then the image is analyzed by the server and the characters of the license plate can be recognized. Only the vehicle with permission can pass the gate. Compared with the traditional system, the new system is possible to provide a high-efficient access control and greatly reduce security work load.

Orthodox church life in Ukraine from the summer of 1941 to the spring of 1944 was characterized by a sharp confrontation between two Orthodox churches, administrative centers of which were located in Volyn, in Lutsk and Kremenets. The Autonomous Orthodox Church (APC) was headed by an archbishop (from December 1941 - Metropolitan) Alex (Gromadsky). After his tragic death on May 7, 1943, the APC remained virtually without a chapter, since at this time the occupation authorities abolished the traditional system of church management. The Ukrainian Autocephalous Orthodox Church (UAOC) throughout its time was headed by an archbishop, and from May 1942 Metropolitan Polycarp (Sikorsky).

The results of analytical studies of the subject and subjectivity in relation to law enforcement officers based on the academicians Eddy V. Sayko and Anatoly A. Derkach’s fundamental research are presented in the article. Service in the internal Affairs bodies is a deterministic system. It is characterized by huge information flows, extreme neuropsychic and emotional loads, and complex interpersonal relationships. In this regard, increased requirements are imposed on employees of all levels of the law enforcement system. After studying the long-term dynamics of the level of readiness of cadets of educational organizations of the Ministry of internal Affairs of Russia in the framework of self-development, it can be concluded that specialized competencies formed in the classroom according to the traditional system are not transformedinto skills of the highest order. Based on the research, the obvious problem of further improving the methodology of teaching competent actions in the course of performing operational and service tasks in various conditions is revealed. It is reasonable that the traditional learning process involves the development of a specific algorithm of actions in standard situations of operational and service activities, and when introducing various tasks of modeling typical situations, students often cannot complete the task in changing conditions (beyond the standard).
