Purpose How can efficiency of a welfare scheme be measured? The purpose of this paper is to develop an efficiency evaluation model, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) implementation efficiency model (MIEM), to evaluate the rural employment guarantee scheme in India. Design/methodology/approach MIEM employs data envelopment analysis (DEA) to compare relative efficiency of MGNREGA implementing states. It uses policy implementation process as a central “black-box” about which not much can be said, to account for state-wise implementation differences. Findings Based on administration, funds, expenditure, employment created, works executed and completed, women beneficiaries and households completing 100 days of employment, the MIEM captures current implementation efficiency and provides suggestions to propel inefficient states toward efficiency. Practical implications DEA has operationalized MGNREGA evaluation. As a decision support system, MIEM assists evaluators to develop guidelines from better performing states. It is anticipated that it will facilitate scaling up MGNREGA in inefficient states. Social implications The model developed here can be applied to diverse evaluation conditions thus leading to better utilization of scarce resources. Originality/value This paper is one of few to use DEA to evaluate MGNREGA, and is one of the first to evaluate all India implementing states on efficiency.

By combining the Data Envelopment Analysis (DEA) method, from the view of time and district, this paper carries out a dynamic evaluation of resource allocation efficiency of China’s telecommunication industry from 1973 to 2008. The results show that technical efficiency indicator and technological progress indicator are the major factors of resources allocation of China’s telecommunication industry. It analyzed and studied all previous reorganization and regulation effects to the telecom with the reference to the efficiency changes of the telecom industry. Based on the non-Archimedean infinite model C2R of the Data Envelopment Analysis, combined with characteristics of inputs and outputs of China’s telecommunication industry, the paper sets up an indicator system of inputs and outputs as well as an overall efficiency evaluation model China’s telecommunication industry.

The internal pressure and external stimulation contribute to focus on supply chain management in construction field. The construction engineering calls for research and practice of construction supply chain management. The paper comprehensively discusses on Data Envelopment Analysis (DEA) method. Combining with characteristics of construction supply chain, an improved DEA was brought out. The method divides overall into a series of core sub-systems. A supply chain relative performance evaluation model was provided based on network DEA. Integrated advantages of traditional DEA and network DEA, the overall performance and sub-process performance were evaluated respectively to achieve overall grasp and local control on construction supply chain evaluation.

Project portfolio configuration (PPC) is an important approach to maintain the sustainable development of enterprises and achieve organizations’ strategy. However, the synergetic efficacy of PPC which determines the degree of the project's strategic objectives achieved is a fuzzy problem and hard to be measured. To solve this problem, this paper takes the data envelopment analysis (DEA) as the tool to measure the efficacy of PPC under deterministic conditions. First, a portfolio evaluation index system which takes financial indicators and non-financial indicators into consideration is developed based on the review of the literature; Second, an evaluation model based on DEA is built to reduce the number of decision making-unit with the perspective of synergetic theory; Then, a computational experiment is studied to verify the feasibility of this proposed model. The results of this computational experiment show that this model can effectively narrow scope of decision-making, improve the decision-making level and provide a reference to decide the DEA effective project portfolio decision-making unit. To our knowledge, this study is the first time to apply the notion of synergetic efficacy and DEA to the PPC domain. It is hoped that this paper may shed lights on any further study about PPC and enterprise competitiveness of sustainable development.
