Social policy that emerged from the New Deal era continues to shape race relations and politics today. Since the 1930s, scholars have debated the net effect of the New Deal on racial inequality. On the one hand, the social policies of the 1930s are viewed as a great step toward a racially inclusive society (Myrdal 1944; Wolters 1975; Sitkoff 1978, 1985; Ezell 1975; Patterson 1986; Weiss 1983). In contrast to previous eras and political regimes,Roosevelt's New Deal reflected a qualitatively different sense of government's responsibility toward its citizens, including African Americans. Alternatively, New Deal era social policy is considered a crucial component in the structure of American racial stratification (Lewis 1982; Rose 1993; Quadagno 1994; Valocchi 1994; Brown 1999).The legislative record of the New Deal was consistently racialized and discriminatory.Welfare policy, in particular, actively excluded and subjugated blacks. These contrasting portrayals reflect the ambiguity of the New Deal legacy of race relations.

A number of recent accounts of UK social policy under New Labour have emphasised the continuing Americanisation of the British welfare state. This article does not deny the influence of the US but rather seeks to balance it with an account of the growing Europeanisation of UK social policy. It argues that Americanisation and Europeanisation are distinct in terms of both content and process. Since these are not mutually exclusive, the UK is currently influenced by both. This situation is illustrated by looking at three social policy issues under New Labour: social exclusion, the New Deal and the treatment of lone parents.

A study in Canada of the accidental death rate from firearms, and of suicide and homicide rates by firearms and by all other methods, for the period 1975–85, indicated that the rates were positively associated with one another. The results were interpreted using a subcultural theory of violence, and the social policy implications of the results were discussed.

One of the biggest challenges for developing a new more productivist social policy approach has been the apparent absence of a new, post-neoliberal, economic model even after the global financial crisis. This chapter explores the social policy implications of the official ‘pragmatism’ of the new economic model with its ‘institutionalist’ emphases on nation states finding what works best in their own contexts rather than looking to the one size fits all approach of recent decades.


This book presents an up-to-date and diverse review of the best in social policy scholarship over the past year. The book considers current issues and critical debates in the UK and the international social policy field. It contains vital research on race in social policy higher education and analyses how welfare states and policies address the economic and social hardship of young people. The chapters consider the impacts of austerity on the welfare state, homelessness, libraries and other social policy areas. The book begins by asking what are the pressing racial inequalities in contemporary British society and to what extent is social policy as a discipline equipped to analyse and respond to them. It then discusses the key analysis and messages from the Social Policy Association (SPA) race audit, looking at the challenges facing the discipline, and moves on to examine the experience and views of young British Muslim women in Sunderland. Attention is given to the ‘othering’ of migrants, family welfare resources on young people's transition to economic independence, youths' labour market trajectories in Sweden, innaccessibility to community youth justice in England and Wales, benefits entitlement of different UK families, and the book concludes with the final chapters focussing on the impacts of austerity.

The inclusion of research impact in the 2014 Research Excellence Framework in the UK (REF2014) was greeted with scepticism by the academic community, not least due to the challenges of defining and measuring the nature and significance of impact. A new analytical framework of the nature of impact is developed in this chapter and it distinguishes between policy creation, direction, discourse and practice. This framework is then applied to the top-ranked impact case studies in the REF2014 from the Social Work and Social Policy sub-panel and the ESRC Early Career Impact Prize Winners in order to assess impact across the life-course of academics.

Purpose – Designing and running robust junior doctor rotas is a challenging task and much previous advice has been based on consensus or anecdote. This paper aims to discern the most frequently occurring problems with trainee working patterns and produce evidence-based guidance for implementing and running contract-compliant rotas. Design/methodology/approach – A total of 35 secondary care trusts in North West England were invited to supply information on pay banding appeals requested under the New Deal junior doctor contract. Of these, 15 (43 per cent) participated with data from 35 appeals between 2004 and 2012. A thematic analysis was undertaken to discern the commonly occurring causes of contractual breaches. Findings – A total of 83 per cent (n=29/35) of appeals were based on data showing the rota to be non-compliant with the contract (band 3), with the remainder being compliant with the contract but not in keeping with the pay banding currently assigned. Inability to take adequate natural breaks was the most frequently cited cause of rota non-compliance. Where underlying reasons were given for breaches of hours/rest limits they clustered around 20 themes, the top four being poor or absent dialogue between HR and doctors, excessive workload, inappropriately timed ward rounds, and inadequate or non-existent bleep policies. Originality/value – This is the first analysis of banding appeals under the UK junior doctor contract. The findings show that problems with rotas cluster around specific themes. The authors provide recommendations to target these so as to avoid financially detrimental contract breaches and trainee dissatisfaction.

This paper contributes to an ongoing conversation between development studies (DS) and social policy (SP) as academic fields, particularly in the UK. Using Andrew Abbott's analysis of the social sciences as an evolving system of knowledge lineages (KLs), it reflects on the status of DS and its relationship with SP. Defining DS as a distinctive KL centred on critical analysis of ideas and projects for advancing human well-being, I suggest that it has lost coherence even as research into international development thrives. Indeed it is easy to envisage its gradual assimilation into other KLs, including SP. The two increasingly overlap in their analysis of the causes of relative poverty and injustice, and what can be done to address them, within countries and globally. Strengthening links between the two fields can be justified as a political project, even at the risk of some loss of plurality and plenitude across the social sciences.
