This article examines the ways in which third countries can engage with, and respond to, European Union policy-making processes. A novel analytical framework based on the concept of network resilience which consists of an institutional, political and policy dimension is operationalised to understand third country access to European Union policy-making. Empirically, the article examines the experiences of three non-European Union countries, Iceland, the Faroe Islands and Norway in the context of the European Union’s Common Fisheries Policy. The article concludes by presenting a research agenda based on an in-depth analysis of network resilience and reflects on what the findings mean for future research, particularly within the context of understanding the development of UK–EU post-Brexit relations.

This article explores the relationship between antisemitism and international politics, specifically the potent role that antisemitism plays in the development and maintenance of the global populist international. After briefly sketching the history of modern transnational antisemitism, I make two principal arguments for why antisemitism should be of more direct concern for the scholarship of International Relations. First, antisemitism serves as a powerful interpretive framework for contemporary far-right populist movements that are challenging the current international order. Second, antisemitism is shaping the formation of new international alliances. The strategic use of antisemitism in far-right populist foreign policy has changed, as evidenced in the increasing decoupling of attitudes towards Israel from antisemitism against diaspora Jews and a rise in pro-Israel policies of far-right antisemitic parties and movements. I conclude by reasserting that International Relations should understand antisemitism as one of the interpretive foundations of the global illiberal resurgence.

In a Parliament called back following its unlawful prorogation in September 2019, Prime Minister Boris Johnson touched a raw nerve by stating that the ‘best way to honour Jo Cox’s memory is to get Brexit done’. Johnson had earlier dismissed concerns about threats to Members of Parliament which echoed his inflammatory language as ‘humbug’. We examine this critical parliamentary moment in the context of broader discussions about emotionality, toxic discourse and polarisation in the United Kingdom. The study combines performance analysis of the Hansard transcripts and UK Parliament YouTube coverage of the debate, with discourse analysis of national and local newspaper coverage from 25 September to 1 October 2019. We contend that in-depth examination of this moment, alongside the subsequent journalistic commentary, contributes an original case study which works to illuminate the intersections of political performance, affective atmospheres and gender in contemporary mediated political culture.

Sinn Féin was once staunchly Eurosceptic and has periodically campaigned against the ratification of European Union treaties in Ireland. Since the early 2000s, however, they have rejected the Eurosceptic label and self-described as ‘critically engaged’ with the European Union. This article explores how Sinn Féin have used their membership of the European Parliament and the European United Left/Nordic Green Left parliamentary group since their first Members of the European Parliament were elected in 2004, with a particular focus on the acrimonious post–Brexit referendum period. The article argues that the European Union forum is seen in terms of its utility by Sinn Féin, as a venue to teach and learn from their colleagues on their particular understanding of Irish history, nationalism and party strategy. It concludes by arguing that, in a process beginning before Brexit, the opportunities the European Union platform affords Sinn Féin have led to the adaptation of a particularly novel engagement strategy with European institutions.

This paper compares the practice of holding prime ministers to account in four case studies: Australia, Canada, Ireland, and the United Kingdom. Using text analysis, as well as research on prime ministerial responsibilities, it investigates oral questions asked in parliamentary procedures where prime ministers are questioned together with ministers (Question Period in Canada and Question Time in Australia) versus procedures where they are questioned individually (PMQs in the United Kingdom and Oral Questions to the Taoiseach in Ireland), and explores the degree to which they are questioned for matters that are within their remit. It argues that the practice of prime ministerial accountability is decisively shaped by procedural features such as whether written notice is required for questions, as well as by the broader role of the questioning mechanism in the political system, and less by the collective or individualised nature of questioning.

Previous research on coalition stability in presidential systems has relied to a substantial extent on the parliamentary literature. By focusing on the post-electoral bargaining environment, these approaches have neglected the key role played by pre-electoral agreements formed around the winning presidential candidate in the making and breaking of coalitions under presidentialism. We claim that cabinets derived from pre-electoral coalition should foster trust and reduce uncertainty regarding partners’ future behaviour. However, the positive effect of pre-electoral coalitions over cabinet duration is conditional on cabinet status, that is, the control of a legislative majority or near majority. Therefore, we argue that pre-electoral coalition cabinets holding a majority or near majority of seats will be more durable than purely post-electoral majority coalitions, whereas minority pre-electoral coalition cabinets congruent should endure less than minority post-electoral coalition cabinets. We test these hypotheses using a dataset of pre- and post-electoral coalitions in 11 Latin American countries.

In spite of being criticised as ‘talking shops’ and easily replaced by technological innovations, dialogues – defined as face-to-face interactions in an institutionalised framework – remain a staple of international politics. While prevailing accounts have shown that dialogues help states advance their quest for security and profit, the key role dialogues play in the quest for recognition has been overlooked and remains undertheorised. Emphasising the socio-psychological need for ontological security, this article argues that institutions relentlessly engage in dialogues because it allows them to seek, gain and anchor the recognition of their identity. The significance for international relations is illustrated through the emblematic case of the European Union–US dialogues, specifically the Transatlantic Legislators’ Dialogue. The multi-method qualitative analysis based on original interviews, participant observations, visuals and official documents demonstrates how the European Union exploits these dialogues with its ‘Significant Other’ to seek, gain and anchor the recognition of its complex institutional identity.

In 2017, the European Medicines Agency staged the first effort at democratic innovation within transnational European Union institutions directly influencing the transnational regulation of medicines. Alongside its public consultation on epilepsy drug Valproate, European Medicines Agency included a public hearing involving representatives of patients and testimony from those directly affected by the medicines. Using this critical case study, the article argues from a deliberative democratic perspective that although the hearing in many ways exhibited the traditional shortcomings of elite-driven deliberation, it also demonstrated unexpected and surprising deliberative qualities. Based on new quantitative analysis of the hearing using the Discourse Quality Index, and qualitative observation of over 4 hours of footage, the article argues European Medicines Agency’s hearing facilitated equitable access and influence of patients and members of the public who had previously been excluded from decision making on drug distribution. These findings provide important new evidence of the deliberative democratic value of public hearings.

Theories of ‘growth models’ explain capitalist diversity by reference to shifting drivers of aggregate demand in different national economies. This article expands the growth models framework beyond its conventional focus on debt-driven and export-driven demand, through an ideational analysis of Thatcher’s vision of a property-owning democracy, and Blair’s knowledge-driven growth agenda. Drawing on policymakers’ statements, it shows how these hypothetical growth models differed from the debt-driven growth model that ultimately prevailed. Using data on the distribution of wealth and wages, it highlights how both approaches failed to generate sustainable demand; in Thatcher’s case, because of an insufficiently broad distribution of capital ownership, in Blair’s case, because of an insufficiently broad distribution of lucrative knowledge work. This indicates that explanations of dysfunctional growth models need to consider not just the split of national income between labour and capital, but also the distribution of both labour income and capital income between households.
