The development of local production systems depends on many interlinked factors – localisation, available infrastructure, the abundance of natural resources, stock of human capital, etc. Undoubtedly, human resources play a crucial role in the creation and development of LPS, especially in cases, where competitive advantage of a LPS is knowledge-intensive based. The paper presents the changes on the labour market in two regions: Lodzkie Region and Novosibirsk Oblast in order to discuss the way, in which human capital and labour market situation may determine the development of local production systems in these regions. Research results show, that it is fundamental both to invest in human capital and to develop educational and research potential in accordance with labour market needs in order to reduce detrimental impact of society ageing in these regions.

The paper is dedicated to the analyses of preconditions for the creation and development of local production systems (LPS) at the territory of Ukraine as recognized by international law. Theoretical part of the research highlights LPS as a specific type of economic agglomeration and represents the comparison between traditional agglomerative forms (metropolises and industrial districts) and more innovative alliances (LPS and creative regions). The peculiarities, advantages and participants of LPS are considered also in the theoretical part. Analytical part of the research determines spatial concentration of industry based on traditional industrial districts. Also specific legal regimes for the regions of Ukraine such as special (free) economic zones, priority development areas, technology and science parks are considered preconditions for LPS development. Finally, currently operating LPS in Ukraine and recommendations for their development are presented.

In this paper we established a distinction between the various terms used to characterize clusters of firms. Once in the literature, we identified that the terms, Local Productive Arrangements (LPA) and Local Production Systems (LPS) are used interchangeably. However, these terminologies refer to different stages of development of territorial agglomerations of firms. In the same way, the agglomeration of businesses belonging to a same production chain in a particular region would not necessarily characterize an LPA or LPS. The aim of this paper was to demonstrate the need to combine methods and variables to draw a more accurate and comprehensive territorial productive situation allowing the classification of clusters according to their stage of development and institutional structure. For that purpose, the strength of cooperation between local professionals was considered as a major factor, which creates a competitive advantage that requires exogenous interests to make use of the endogenous capabilities strategically developed and cultivated.
