The environmental sustainability of protected area tourism: towards a concession-related theory of regulation

Parties to the Convention on Biological Diversity (CBD) adopted 20 targets, known as the Aichi Targets, to benchmark progress towards protecting biodiversity. These targets include Target 11 relating to Marine Protected Area coverage and the World Database on Protected Areas (WDPA) is the accepted international database for tracking national commitments to this target. However, measuring national progress towards conservation targets relies on sound data. This paper highlights the large-scale misrepresentation, by up to two orders of magnitude, of national marine protected area coverage from two Pacific Island nations in multiple online databases and subsequent reports, including conclusions regarding achievements of Aichi 11 commitments. It recommends that for the target driven approach to have value, users of the WDPA data should carefully consider its caveats before using their raw data and that countries should strive for a greater degree of accountability. Lastly it also concludes that protected area coverage may not be the best approach to environmental sustainability and that the remaining 19 targets should be considered to a greater extent.

Sustainable tourism is one of Djuanda Forest Park (Tahura) management goals in implementing a visitor management strategy in the North Bandung Protected Areas. Djuanda Forest Park is an important area to be preserved as a tourist destination because of its very strategic function for environmental sustainability in Bandung City and its buffer areas. The visitor management strategy's implementation level can be seen from the perception of tourist who comes to Djuanda Forest Park, which analyzes by the intensity of destination use, accessibility, and carrying capacity. Perception cannot be separated from the satisfaction of tourists when visiting. This study aims to analyze tourists' perceptions of the implementation of visitor management strategies together with tourist satisfaction in the Tahura protected area. The method used is descriptive with data collection techniques through questionnaires. The results showed that tourist perceptions and satisfaction with the Visitor Management Strategy application were quite good. In improving quality, management is expected to be able to design a more systematic flow of visits and limit the number of visits for each tourist area to minimize the impact of tourism activities on the environment. On the satisfaction side, managers need to improve product and service quality, especially the preservation of tourist areas to create tourists experience

There is a growing need for instruments to control and reduce the impacts of the increasing number of tourists visiting protected natural areas. Among these economic instruments, the use of access fees can have positive effects on enhancing environmental sustainability by reducing the number of visitors. Access fees are also a source of financing the management costs of a protected area. Among the negative impacts of tourism, users of beaches perceive congestion as a factor in reducing the final value of the touristic experience. This article analyses the perception of locals of an access fee to enter the small Canary island of Lobos, a protected natural area with high quality beaches, whose quietness is endangered by an increasing number of visitors, clearly exceeding the current carrying capacity. We approached the problem using different tools: firstly, we looked at visitors’ opinions on the website TripAdvisor to identify whether congestion is perceived as a problem; secondly, we carried out an opinion survey using Likert-type scale questions to capture opinions about crowding and pricing; and finally, we used a discrete choice experiment to estimate the willingness to pay (WTP) for accessing the island and reducing congestion. The results reveal a high degree of perception of congestion and the potential of an entrance fee as an effective tool in reducing that congestion and thus generating resources to cover the maintenance costs of the protected area.
