Variation persists in the quality of board-level leadership of hospitals. The consequences of poor leadership can be catastrophic for patients. The year 2019 marks 50 years of public inquiries into healthcare failures in the UK. The aim of this article is to enhance our understanding of context-specific effectiveness of healthcare board practices, drawing on an empirical study of changes in hospital board leadership in England. The study suggests leadership behaviours that lay the conditions for better organisation performance. We locate our findings within the wider theoretical debates about corporate governance, responding to calls for theoretical pluralism and insights into the effects of discretionary effort on the part of board members. We conclude by proposing a framework for the ‘restless’ board from a multi-theoretic standpoint, and suggest a repertoire specifically for healthcare boards. This comprises a suite of board roles as conscience of the organisation, sensor, shock absorber, diplomat and coach, with accompanying dyadic behaviours to match particular organisation aims and priorities. The repertoire indicates the importance of a cluster of leadership practices to fulfil the purposes of healthcare boards in differing, complex and challenging contexts.

AbstractThis paper reports an element of a team linguistic ethnography which investigated the ways people communicate with each other in the changing, dynamic environments of superdiverse cities in the UK. The particular example examined here is that of a ‘translation zone’ between an advice worker and her Chinese clients in a community centre with a remit to support Chinese people in the city. In the interaction the advice worker, herself a migrant from China, translates relevant aspects of the complex, bureaucratic welfare benefits system, deploying interlingual, intralingual, and intersemiotic translation. More than this, however, the advice worker engages in recontextualisation, co-constructing and re-shaping the client’s narrative so that it meets the criteria of the government welfare benefits office. Recontextualisation is a consistent feature of the discourse practice of the advice worker as she seeks to support her clients. We propose that it may well be a salient feature of interactional encounters as people seek help and advocacy to negotiate complex bureaucratic systems.

A survey of 340 UK residents was conducted when the COVID-19 virus first reached the UK in February 2020. We measured past experiences of positive and negative intergroup contact with Chinese people as predictors of intergroup threat and emotions in the context of the pandemic; and how these processes in turn predicted support for discriminatory policies designed to restrict the freedom of Chinese people in the UK. We tested a novel threat-matching hypothesis which draws upon models of outgroup-specific social perception to predict that the emotional processes underlying contact effects will depend on the specific threat posed by the outgroup. In the present epidemiological context, Chinese people posed a salient threat to individuals’ physical health and welfare. Accordingly, we show that whilst intergroup contact predicted both fear and anger towards the outgroup, the indirect effect of contact on support for Chinese restriction policies via fear was significantly stronger than the indirect effect via anger. Our findings provide a more nuanced understanding of how specific threat and emotions drive intergroup contact effects, and offer important insights for efforts to maintain positive intergroup relations in the face of the crisis.

The present study was based on data from 100 face-to-face interviews, supplemented by findings from 316 respondents in a national postal survey, and shows that UK Chinese respondents were family-orientated and self-reliant, having low expectations of public welfare. These features challenge the myth of welfare dependency of ethnic minorities. Also, compared with Chinese welfare practices based on strong moral values and duties towards other people, New Labour's welfare culture lacks a solid social and ethical base for nurturing the concepts of duty and self-reliance.
