Using a nationally representative dataset from rural areas in South Africa, the study examines vulnerability to food insecurity using the Vulnerability as Expected Poverty framework. The dataset used was large and comprehensive to develop robust profiles of vulnerable households. This is executed employing the sustainable livelihoods framework. The findings show that human and financial capital plays a critical role in making rural households resilient from vulnerability to food insecurity. The failure of natural resources to support agricultural livelihoods emerged as an important factor for rural household vulnerability to food insecurity. Gender-based imbalances still prevail, explaining most of the rural household vulnerability to food insecurity. Female-dominated households still endure most of the prevailing vulnerabilities to food insecurity, and this is even worse for households headed by younger females. Policies, strategies, and institutions in South Africa have not been able to address household vulnerability to food insecurity. The study identified Eastern Cape and KwaZulu-Natal as the most vulnerable provinces where food policy has to be a top priority agenda.

The overwhelming finding is that after more than a decade of democracy, the Eastern Cape (EC) province remains trapped in structural poverty. This shows in all aspects of its demographic, health and socio-economic profiles. Methods, measurements and statistics vary, but from the various studies and data sets one can attest that the majority of the population still lives in poverty. Despite the democratic transformation that began in South Africa in 1994, poverty, unemployment and inequality exist today along with the food insecurity that is symptomatic of them. Food insecurity in South Africa varies across its nine provinces, with the EC province frequently measured as the poorest province in the country. This article examines the extent to which the EC can be defined as vulnerable to food insecurity by using a review of current literature. These vulnerabilities are compounded by the environmental vulnerability factors of climate change and drought, which affect households’ ability to grow food. The elderly and children are affected by life cycle vulnerability factors, with children prone to malnutrition and the elderly unable to work to produce food. Race and gender are associated with vulnerability to food insecurity. Most of the people in the EC who are poor and are African, and a high percentage of women-headed households is poor. The vulnerability factors identified suggest that job creation and agricultural productivity may be useful ways of targeting food insecurity. Interventions need to take local contexts into account and focus on particular communities and their unique needs.

Maize is an important staple crop for poverty reduction and global food security in Sub Saharan Africa. Food insecurity can be combated through adoption of productivity improving technologies, which include improved maize varieties. In that endeavour, South Africa has promoted various improved maize varieties which include open pollinated varieties (OPVs), hybrids, and genetically modified (GM) varieties. Despite this, the traditional landrace varieties have also been dominating in the country. However, the household food insecurity problem in the Eastern Cape Province of South Africa may signify a mis-match between maize varieties being promoted amongst smallholder farmers’ and their needs. It therefore necessitates a scrutiny of the food security status among users of different maize varieties, and the determinants of such food security. A cross sectional survey was conducted in Port St Johns, Mqanduli and Flagstaff in the Eastern Cape Province, South Africa. Data was purposively collected from a sample of 650 smallholder farmers using a structured questionnaire. Descriptive statistics, Household Food Insecurity Access Score and ordinal logistic regression model were employed to characterize, examine the household food insecurity status and the determinants, respectively. Fifty-six percent of the respondents were utilizing land race maize varieties, whilst 29% GMs, 10% combining GMs and landrace, 4% improved OPVs and 1% convectional hybrids. The average land area under maize was 1.09 hectares with average yields (t/ha) of 1.9, 0.5, 1.7 and 1.6 for GM, landrace, conventional hybrids and improved OPVs respectively. Fifty-five percent of households utilizing GM varieties and 61% of those combining maize varieties were food secure. The regression model showed that maize variety had significant influence on food security. The study found that GM maize, improved OPV, white maize and combination effects of GM maize was associated with reduction of household food insecurity. From the study, it can be put into perspective that use of white and improved maize varieties reduces household food insecurity. Therefore, to address household food insecurity, the study recommended targeting white maize varieties, especially GM white maize varieties which are highly productive and a positive influence on household food security.

This study examines the influence of knowledge management (KM) practices on public service delivery by municipalities in the Eastern Cape province of South Africa. The study sought to determine the factors that have triggered the implementation of KM practices; the effectiveness of KM practices towards public service delivery; and the extent to which KM practices have influenced public service delivery by municipalities in the Eastern Cape province of South Africa. Both quantitative and qualitative methods were employed in this study. Quantitative data were collected through a survey questionnaire administered to a sample of 202 employees at the Raymond Mhlaba Municipality in the Eastern Cape. Qualitative data were collected through observations and interviews of 2 senior managers. The data collected gave a response rate of 72 per cent. The quantitative and qualitative data were analysed descriptively and presented verbatim respectively. The results indicated that the internal and external factors included in this study have contributed to the implementation of KM practices in the municipality. Furthermore, the effective use of KM practices has increased the organisational KM initiative, as well as the provision of services such as electricity, education, transport, and social services by the municipality. The study recommends the establishment of KM awareness and the establishment of an integrated system that will assist in effective knowledge sharing, retention and acquisition across municipalities in the Eastern Cape.

ABSTRACT This paper used qualitative methodology to explore the South African government communication and land expropriation without compensation and its effects on food security using Alice town located in the Eastern Cape Province South Africa as its case study. This was done to allow the participants to give their perceptions on the role of government communication on land expropriation without compensation and its effects on South African food security. In this paper, a total population of 30 comprising of 26 small scale farmers in rural Alice and 4 employees from the Department of Agriculture (Alice), Eastern Cape, South Africa were interviewed to get their perception and views on government communications and land expropriation without compensation and its effects on South African food security. The findings of this paper revealed that the agricultural sector plays a vital role in the South African economy hence there is a great need to speed up transformation in the sector.
