Abstract The protection of natural rivers and watersheds face important concerns related to environmental (in)justice and (in)equity. Using the Queensland Wild Rivers Act as a case study, we advocate that ethical water governance attends to multiple and diverse values, specifically in ways that: (i) locate them within stakeholders' claims of inequality that emerge from a given or practiced water ethic; and (ii) historicize and understand them as resonating or reflecting natural resource management frameworks that have led to structural injustices. This approach, combined with adaptive co-governance, can contribute to more inclusive water ethics and even support reflexive spaces where radical change in social-ecological resource governance can be imagined.

The Social-Ecological Systems (SES) framework serves as a valuable framework to explore and understand social and ecological interactions, and pathways in water governance. Yet, it lacks a robust understanding of change. We argue an analytical and methodological approach to engaging global changes in SES is critical to strengthening the scope and relevance of the SES framework. Relying on SES and resilience thinking, we propose an institutional and cognitive model of change that institutions and natural resources systems co-evolve to provide a dynamic understanding of SES that stands on three causal mechanisms: institutional complexity trap, rigidity trap, and learning processes. We illustrate how Data Cube technology could overcome current limitations and offer reliable avenues to test hypothesis about the dynamics of social-ecological systems and water security by offering to combine spatial and time data with no major technical requirements for users.

A reform process is underway in the Murray–Darling Basin (Australia) to reallocate water from irrigated agriculture to the environment. The scale, complexity and politics of the recovery process have prompted interest in the role of local environmental water managers within state and federal governance arrangements. This paper examines prospects for a local role in environmental water management through the lens of the subsidiarity principle: the notion that effective governance devolves tasks to the lowest level with the political authority and capacity to perform them. The article defines and applies the subsidiarity principle to assess evolving federal–state–local interactions in environmental water policy, planning and practice in Australia's Murray–Darling River. In this context, subsidiarity is useful to clarify institutional roles and their coordination at a whole-of-river level. This analysis demonstrates opportunities for a local role in information gathering, innovation and operational flexibility to respond to opportunities in real time. It identifies significant limits to local action in upstream–downstream tradeoffs, economies of scale, capacity building and cost sharing for basin-wide or national interests, and accountability mechanisms to balance local, state and national rights and responsibilities. Lessons are relevant internationally for regions confronting complex allocation tradeoffs between human and environmental needs within multi-jurisdictional federal systems.

The concept of ecosystem services (ESS) has evolved as a link between society and the environment and is recognized by both natural and social scientists. While this concept is increasingly being developed and applied to various ecological systems, it has not been defined specifically for different kinds of water. As water circulation is crucial for large-scale services, such as climatic and hydrological regulation at global and regional scales, water provides specific ecological and anthropogenic services needed for a myriad of chemical, biological, and social needs. Various scholars mostly deal with one specific kind of water, while efforts at water governance need to understand that water passes through different phases and geographical locations providing different services at multiple scales within social-ecological systems. Hence, this paper addresses the question: what are the ESS of different kinds of freshwater and how are these services linked to human well-being? This paper investigates the literature on the subject to create a taxonomy of the kinds of water and their relations to ESS and human well-being. The paper concludes by identifying the implications for governing different kinds of water in order to enhance the potential for optimizing the ESS provided by water in its different phases.

This paper makes an initial contribution towards building a polycentricity index to account for the governing of social–ecological systems. It develops three indices and an overall index, using an approach based on network science, to measure the extent to which actors develop ordered relationships to address scale mismatches in urban water governance. These indices are discussed with respect to the overarching system of rules governing actors’ decisions within the Middle Rio Grande (MRG) urban watershed. The analysis and discussions herein suggest that the governance of the MRG is a predominantly monocentric governing system with elements of polycentricity. They also suggest that polycentricity in governing the MRG urban water commons could primarily be about the politics of power and resource distribution as actors reconfigure their positionalities and align themselves and their interests strategically. The paper concludes with a succinct discussion about how quantitative measures of an overarching system of rules could be incorporated into future indices.

Purpose The purpose of this paper is to explore the processes and complexities of community participation in a water supply project for the urban informal poor in Dhaka, Bangladesh. Design/methodology/approach This paper reviews the performance of a community-based water governance entitled Dushtha Shasthya Kendra Model. The Model includes the local urban poor community with the formal urban service providers in the process of water supply. Using a case study of Karail slum in Dhaka, the paper affirms the potential of community engagement for successful implementation of water supply project by the formal organizations. Findings The opportunity of community participation by the urban poor helps them to be engaged with the formal organizations. Community engagement not only offers them access to water supply but also ensure formal/legal existence in the city. Despite the fact, the community initiative in the slum faces huge locally situated political and socioeconomic challenges. Addressing these complexities with a proper management may still provide a successful community-based effort for water supply to the urban poor in the slums. Originality/value The paper presents a case study of water supply system for the informal poor. Water scarcity in the slum is a serious problem in Dhaka city, though the formal authorities often forget the issue during policy making and planning. This study certainly offers a better understanding of complexity and potentiality of community-based water governance, which may further ensure community participation as well as equal access to water by the urban poor.
