Flawed forest policy: flawed Regional Forest Agreements

The paper considers the directions of development of the region of the forestry sector of low-forest use on the example of the Voronezh region, highlights the factors and conditions for sustainable development and regional forest policy, principles, principles of compatibility of the compatibility of the use of forest resources in one area. It is emphasized that for sparsely wooded regions it is advisable to conduct economic activities within the framework of public-private partnerships associated with ensuring the protection and protection of forests, afforestation and reforestation, that is, activities related to the creation of a resource region. It is noted that the non-resource use of forests due to the disclosure of the recreational potential of the territory contributes not only to the development of the regional economy, but also satisfies the population's need for recreation, allowing to restore the lost working capacity. Forest plots from the lands of the forest fund of the Voronezh region in 2018-2020 were provided for permanent (unlimited) use, rent, free fixed-term use. The analysis showed an increase in the number of contracts for the implementation of recreational activities, construction, reconstruction, operation of linear objects, as well as hunting. With the aim of a balanced use of forest resources, taking into account the impact on the development of the regional economy, the criteria for choosing a priority direction of forest use were determined.

In Australia, regional forest agreements formed the cornerstone of strategies for resolving disputes over the logging of native forests in the last decade of the twentieth century. These disputes, driven by an increasingly vocal and influential conservation movement, coincided with changes in the nature of relationships between Commonwealth and State Governments, with the Commonwealth adopting an increasing role in environmental management (Lane 1999). Following very public disputes about the renewal of export woodchip licenses from native forests (which culminated in log truck blockades of the Commonwealth Parliament, Canberra), the Commonwealth Government adopted regional forest agreements as the mechanism for achieving sustainable management of Australia?s native hardwood forests. This was underpinned by the National Forest Policy Statement (Commonwealth of Australia 1992), which outlined principles for ecologically sustainable management of the nation?s production forests. The Commonwealth and several State Governments reached agreement to develop regional forest agreements (RFAs) for the long-term management and use of forests in ten regions (Fig. 1) (Commonwealth of Australia 2004). Key goals of the agreement were to: reconcile competing commercial, ecological and societal demands on forests in a way that was consistent with the principles and goals of ecologically sustainable forest management (Davey et al. 1997, 2002; Lane 1999); and to establish a comprehensive, adequate and representative reserve system, based on the nationallyagreed JANIS criteria (JANIS 1997).

The paper focuses on state aid for forestry through public corporations, especially financial resources provided from the budget of Regions as higher level of local-administrative units. Development of the current situation and situation in the provision of the public support at national level – through the Ministry of Agriculture is analyzed. Mainly data sources from the website of the regions as publicly available source of information are analysed. In terms of methodological approach is also important the approach to the evaluation of regional forest programmes for description of the analysed topic. The paper mentions some possible directions, which may take further development in the researched field. There is complex of legislatively, politically repressive and economically accessible, supportive and educational instruments of state and regional forest policy, which give many options, which are not used yet very much.
