Energy access is a crucial step for the socio-economic development of isolated communities and for preventing disease and fight pandemics across many parts of the world. In this research, is presented a freeware GIS tool for the techno-economic evaluation of rural electrification alternatives, based on a plugin for the QGIS (Quantum GIS) called LECGIS. The tool carries out an implementation of the IntiGIS model to perform the calculations, a flexible model capable of adapting to the realities of different scenarios. In addition, it allows the clustering of isolated houses, for a better modelling of the cost of the centralized systems. It is described the application of this tool in the Guamá (Cuba) case study and the comparisons of the results with the obtained in Intigis 1.0. It is concluded that the LECGIS plugin allows to calculate and compare seven technological options for the electrification of communities, supporting the decision-making in the planning of rural electrification projects.

The design of reliable and sustainable rural electrification systems relies on accurate prediction of the electrical load. This paper evaluates the current methods for load estimation and proposes an improved approach for load estimation for off-grid unelectrified rural communities that yields more accurate estimates. Improved accuracy is mainly due to better modelling of the influence of customer habits and gender on the estimated current and future load using the Markov chain process. A program was developed using MATLAB software to generate load profiles. The results show that gender considerations have a significant impact on load profiles and that the Markov chain process can suitably be used to determine year-to-year load profiles by incorporating the effect of changes in customer habits on the estimated load. The results from the case study on energy consumption in rural community households showed an increase in average daily consumption when gender was considered during load estimation. The peak consumption when gender was considered was about 50% higher than the value for when gender was not considered.

To improve access to affordable, reliable and sustainable energy in rural areas of the global south, off-grid systems using renewable generation and energy storage are often proposed. However, solution design is often technology-driven, with insufficient consideration of social and cultural contexts. This leads to a risk of unintended consequences and inappropriate systems that do not meet local needs. To address this problem, this paper describes the application of a capabilities-led approach to understanding a community’s multi-dimensional energy poverty and assessing their needs as they see them, in order to better design suitable technological interventions. Data were collected in Tlamacazapa, Mexico, through site visits and focus groups with men and women. These revealed the ways in which constrained energy services undermined essential capabilities, including relating to health, safety, relationships and earning a living, and highlighted the specific ways in which improved energy services, such as lighting, cooking and mechanical power could improve capabilities in the specific context of Tlamacazapa. Based on these findings, we propose some potential technological interventions to address these needs. The case study offers an illustration of an assessment method that could be deployed in a variety of contexts to inform the design of appropriate technological interventions.
