War has probably been the single most important influence on the development of central state authority in the United States. Although the state-centered mobilization of economic resources and manpower that accompanies military conflict is commonly conceded to have had this effect throughout American history, the centralizing influence of the Civil War on the southern Confederate government has not been accorded the precedent-setting importance it deserves. The consolidation of economic and social controls within the central government of the Confederacy was in fact so extensive that it calls into question standard interpretations of southern opposition to the expansion of federal power in both the antebellum and post-Reconstruction periods. Southern reluctance to expand federal power in those periods has been attributed variously to regional sympathy for laissez-faire principles, the “precapitalist” cultural origins of the plantation elite, and a general philosophical orientation hostile to state development.

Summary Egyptologists have paid much attention to inscribed administrative seals and their impressions. By contrast, the so-called figure seals, which render no or hardly any text, but instead use icons and signs inspired on hieroglyphs which however yield no coherent sense, have received far less attention. Usually this material is related to the lower strata of society. According to current interpretations, it is rooted in the Egyptian culture of the later Old Kingdom and First Intermediate Period. The phenomenon would be a corollary of the decreasing prominence of central state authority in this era. Proceeding from a number of recent early Old Kingdom finds from al-Shaykh Saʽīd/Wādī Zabaydā, the present article argues that a) figure seals were continually in use from the late Predynastic until the late Old Kingdom and b) different from what is commonly assumed, stamp seals were in existence long before the late Old Kingdom. The article challenges the relationship between these object categories and developments specifically in late Old Kingdom Egypt.

Chapter 2 examines how the creation of a justice system, like other institution-building exercises, formed an important part of re-establishing central state authority during this period. The Bolsheviks inherited a shattered state and their weaknesses, alongside widespread opposition, exacerbated the problem initially. As political courts targeting a wide variety of counter-revolutionary crimes, staffed by party members who proactively targeted criminals, tribunals were better placed to convey the authority and objectives of the state than other courts. Law became the ‘emissary of the state’, extending the state’s reach across Russia. This chapter explores the steady expansion of tribunals, including the establishment of military tribunals, transport tribunals, and travelling sessions of tribunals, as a means of exerting state authority from the end of 1918. Gradual unification of the system followed, but the Bolsheviks had re-established the state by 1922, and this achievement, the end of the civil war, and the publication of new law codes rendered many tribunals obsolete. Law’s purpose changed in a more stable Soviet Union, moving from revolutionary consciousness to revolutionary legality, although this chapter finishes by exploring the legacy of exceptional forms of justice and its continuance in the military and in the form of show trials.

Taking departure from the failure of a planned but never realised special economic zone (SEZ) in the Indonesian borderland city of Tarakan, we argue that this planned SEZ would paradoxically not have been the island of sovereign exception often associated with SEZs, but rather a zone where central government would have had comparably more control than they have in the surrounding borderlands. This leads us to argue that the entire borderland surrounding Tarakan can be considered a de facto development zone in itself. Additionally, the de facto development zone is multigenerational, having been through a number of booms and busts, triggering both migrations and environmental ruination, while central state authority and interest have waxed and waned accordingly.
