The unclear regulation on the power of President as the highst war Command of the Army, Navy And Air Force, raises the problems in the practices of Indonesian State. It has the scope and implementation of power of President based on Article 10 Constitution. The method of this research used this paper is juridical normative, juridical historic, and juridical comparative. The research was undertaken on library research to collect primary, and tertiary data. The result of research, showed that scope of President power based on article 10 of the 1945 Constitution include the financial, personal, and National defense. Implementation of President power based on Article 10 of the 1945 Constitution as long as the Presdiden government of Indonesia has implementatition. The was Command, was used as power instrument.

The terrorist attacks of 11 September 2001 in New York and Washington, DC, have caused a significant review of US capacity to conduct intelligence analysis to predict such attacks. A key component of the ability to analyze intelligence is the matter of competence in languages appropriate to areas of current emphasis in national defense. Language capacity is not a new topic to national defense, but this article looks at the link between government needs for language capacity and the availability of languages in formal education. Despite previous links between education and defense and the availability of federal funding to subsidize languages in schools, the predominant pattern of language enrollment appears to be in response to domestic concerns rather than to international affairs.

During the years of depression, war, and postwar expansion, mahjong evolved in the United States and abroad, creating discrete national, regional, and community forms. In the 1940s, the wives of Air Force officers created their own version, which continued to spread across postwar bases. The most influential community adaptation by far was driven by the National Mah Jongg League. Over the ensuing decades, eventually hundreds of thousands of players, mostly but not exclusively Jewish American women, played their “National” version of the international Chinese game. The changes to the game that the League initiated were enabled by their proximity to the small factories making the tiles. The locus of mahjong manufacturing for the American market moved from China to plastic fabricating shops in New York City. As factories developed in concert with distinctive regional and community-based forms of the game, American mahjong grew into a domestic industry.

Airports need high security procedures, especially for preventing outbreaks of infectious diseases spread by passenger and carried goods. Outbreaks of disease form real threat to national defense that can endanger national sovereignty, territorial integrity and national security. Biological agents that are dangerous sources of outbreaks infectious diseases can be spread by criminal and terrorists for biological warfare. Based on data, the spread of diseases in Indonesia came from abroad, such as SARS from China, Mers-CoV from the Middle East, Avian Influenza from China, HIV from Africa etc. Indonesia has a population of more than 262 million peoples, 17,500 islands, and climate conditions that allow microorganisms to grow well. In 2017 domestic flights transported 95,401,545 persons and international flights 16,253,259 persons, we need to prevent the spread of diseases in Indonesia entering through the Airports. Efforts to prevent the entry of dangerous biological agents in Indonesia were carried out by Quarantine Officers and Port Health Officers. The development of threat outbreak disease in air transportation is real in the future, so all Indonesia airports must have action plans to prevent the spread of infectious diseases. The Air Force must act as guardian of sovereignty by having medical personnel on the spot for role interoperability with the personnel Port Health Office for prevent the entry of dangerous biological agents. Capacity building need for be enhanced for prevention, detection, identification and response through a training of the personnel, procurement facilities for readiness prevent, detect and respond when facing biological threat
