2021International Conference on Information Technology and Big Data Engineering were successfully held online from 25th to 27th of April 2021, Wuhan, China. The conference was jointly organized and sponsored by Shaanxi Juxing Exhibition Co., Ltd and Juneng Electronic Technology Co., Ltd. Called by Dr. Wei Wei from Xi'an University of Technology and researcher Jia Han from College of Computer Science, Xi'an Shiyou University, the conference invited scholars and experts in the fields of information technology, big data engineering, computer engineering from various universities to participate in the review and guidance of this conference. The conference focuses on the latest research fields such as "information technology", "big data engineering" and "computer engineering", and aims to provide an international cooperation and exchange platform for experts, scholars and business managers in the fields of information technology, big data engineering, computer engineering application to share their research achievements, discuss the key challenges and research directions of the development of this field, and jointly promote the industrialization cooperation and continuous innovation of international academic achievements. The conference focuses on the latest research fields such as “Mechanical Automation” and “Computer Engineering”, and aims to provide an international cooperation and exchange platform for experts, scholars and business managers in the fields of Mechanical Automation and Computer Engineering application to share their research achievements, discuss the key challenges and research directions of the development of this field, and jointly promote the industrialization cooperation and continuous innovation of international academic achievements. This collection of Proceedings compiles oral and paper presentations submitted by the authors and scrutinized by the Special Committee. The conference was scheduled to be held on October 26-28, 2021 at Hampton by Hilton Nanchang Honggutan Hotel, Nanchang, Jiangxi, China. In view of travel restrictions and indoor activities related to COVID-19, we were forced to move the conference online. Attendees were notified one month in advance that the on-site conference was changed to an online conference, and the time and order of the conference were determined. The online conference was held on the video conferencing software Tencent Meeting. The video conference was held on the original date, but due to the large number of attendees, we extended the meeting for 3 days. Due to the wide coverage of this conference and the large number of attendees, we divided the conference into main venue and sub-venue. The opening ceremony was held in the main venue and a speech was delivered by the invited speaker. After the main venue, we divided the invited 63 authors into 2 groups. Each author spoke for about 10-15 minutes on detailed material in the slides, with the same amount of time set aside for questions and discussion. The format of questioning and discussion was that after each author’s introduction, the conference chairman and committee members asked and answered questions. At least one attendee could ask questions that will be answered by the speaker. This conference has brought together many excellent works and the latest ideas and concepts. New ideas have been provided in the fields of information technology and mechanical engineering applications. For this, we have set up three awards, which were won by six authors. Due to the large number of attendees and the instability of the video conference software, we edited and retained part of the conference speech pictures and videos after the video conference. We put some screenshots of the conference on the official website for display. Although most attendees expressed regret that we had not been able to have the informal face-to-face discussions that usually take place between conferences, the virtual conferences had been surprisingly successful. Purpose The purpose of this paper is to identify and screen continuous innovation capability enablers (CICEs) in Indonesia’s manufacturing sectors, develop a relationship among these enablers and determine their driving power and dependence power in the sector. Design/methodology/approach The initial CICEs identification process is based on a literature review, while a fuzzy Delphi method (FDM) was used for the screening process of CICEs. Total interpretive structural modelling (TISM) was used to develop contextual relationships among various CICEs. The results of the TISM are used as an input for the matrix of cross-impact multiplications applied to classification (MICMAC) to classify the driving power and dependence powers of the CICEs. Findings This paper selected 16 CICEs classified in seven dimensions. TISM results and MICMAC analysis show that leadership, as well as climate and culture, are enablers with the highest driving power and lowest dependence powers; followed by information technology. The results of this study indicate that efforts to continuously develop innovation capabilities in the Indonesian manufacturing industries are strongly influenced by their leadership capability, climate and culture, also information technology-related capability. Practical implications The framework assessed in this study provides business managers and policymakers to obtain a bigger picture in developing policies with evidence-based strategy and priority in regard to continuous innovation capability. Originality/value The results will be useful for business managers and policymakers to understand the relationship between CICEs and identify key CICEs in Indonesia’s manufacturing sectors, which were previously non-existent.

<p>Human beings have entered the era of big data. China has made remarkable achievements in information technology. In this situation, the libraries of higher vocational colleges are also facing new opportunities and challenges, and the construction and management of libraries have been greatly affected. The traditional library management and operation mode have been unable to meet the needs of users. With the development and popularization of information technology, the management of library also needs continuous innovation and development. Some libraries in China have introduced information technology into their own management and construction. In this new development situation, library managers should seriously consider how to grasp the historical opportunity and deal with various future challenges more effectively under the background of the era of big data and information. This paper will analyze the library management and construction mode of higher vocational colleges, and discuss how to carry out the innovation of library management mode under the background of big data.</p>

in the time of the Information Technology, the big data store is going on. Due to which, Huge amounts of data are available for decision makers, and this has resulted in the progress of information technology and its wide growth in many areas of business, engineering, medical, and scientific studies. Big data means that the size which is bigger in size, but there are several types, which are not easy to handle, technology is required to handle it. Due to continuous increase in the data in this way, it is important to study and manage these datasets by adjusting the requirements so that the necessary information can be obtained.The aim of this paper is to analyze some of the analytic methods and tools. Which can be applied to large data. In addition, the application of Big Data has been analyzed, using the Decision Maker working on big data and using enlightened information for different applications.
