Abstract This article lists the principles of fire risk assessment and management of electrical installations, provides the main terms used in this subject area, and their meanings. The article also talks about factors affecting the magnitude of fire risk (risk-forming factors). Special attention is paid to the human factor. Formulas for probabilistic assessment of fire risks of electrical installations and an algorithm for assessing the fire hazard of electrical installations, as well as a scheme of the algorithm for calculating individual fire risk are given.

Introduction. The article analyzes statistical data for the period of 2006-2018 and presents an assessment of fire hazard levels in residential sectors of the constituent entities of the Russian Federation, which were determined on the basis of an integral socio-economic indicator of fire risk. It also considers the problems of assessing fire hazard in the residential sector as in a complex social and economic systems. The purpose of the study is to determine the levels of fire hazard and build a model for managing fire risks in residential sectors of the constituent entities of the Russian Federation. Research methods. To solve the research problems, the methods of system analysis, statistical analysis, mathematical statistics, etc. were used. Research results. A number of statistical dependencies of the fire situation in the Russian Federation have been analyzed and obtained. The indicators with the most fire hazardous level in the residential sectors of the constituent entities of the Russian Federation were determined by calculation. A block diagram of a model for managing fire risks in the residential sector using the integral socio-economic indicator of fire risk (ISEPPR) is built. Conclusion. The values of the fire hazard levels obtained in the work and the model of fire risk management in residential sectors of the constituent entities of the Russian Federation make it possible to improve management decisions in the field of supervisory activities and preventive work of the Federal State Fire Supervision Authorities. Lithium ion battery fire hazard has been well-documented in a variety of applications. Recently, battery train technology has been introduced as a clean energy concept for railway. In the case of heavy locomotives such as trains, the massive collection of battery stacks required to meet energy demands may pose a significant hazard. The objective of this paper is to review the risk evaluation processes for train fires and investigate the propagation of lithium ion battery fire to a neighboring steel warehouse structure at a rail repair shop through a case study. The methodology of the analyses conducted include a Monte Carlo-based dynamic modeling of fire propagation potentials, an expert-based fire impact analysis, and a finite element (FE) nonlinear fire analysis on the structural frame. The case study is presented as a demonstration of a holistic fire risk analysis for the lithium ion battery fire and results indicate that significant battery fire mitigations strategies should be considered.

This article presents the results of the assessment of compliance with fire safety requirements of the building of the poultry house for 200,000 heads of Avangard LLC of the Republic of Mordovia, made on the basis of fire risk calculations. The analysis of factors affecting the quality and reliability of the results of calculations is carried out. During the research and evaluation of the objects compliance with fire safety requirements were guided by the provisions of the Technical regulations on fire safety requirements. A list of technical regulations applicable to the object under study was defined. The article gives the fire-technical characteristics of the object under study, the class of functional fire hazard (agricultural buildings). The conducted research has established that the object of research meets the requirements of fire safety. Calculations on fire risk assessment were fulfilled by comparing the calculated values of fire risk with the normative value. For the considered object of protection the fire hazard analysis including the analysis of building characteristics (space-planning, design and technical solutions), fire protection systems, and features of functioning taking into account contingent and distribution of fire load in rooms was completed. The calculation of the risk of the gas supply system was considered the impact of the flame during the combustion of gas released in case of emergency depressurization of the pipeline. The potential risk in a poultry house near a gas pipeline with a diameter of 50 mm will be 1.7810-5, near a gas pipeline with a diameter of 70 mm - 4.410-7, and in total - 1.82410-5. The individual fire risk for employees of the poultry house building is 8.3110-7 year-1. Calculations of the spread of fire hazards and the time of evacuation of people are made using software that allows to create graphical models of space-planning solutions of buildings. With the introduction of the fire risk assessment system at the legislative level, the owners of objects have the opportunity to optimize the cost of fire safety with the required level of safety of people.

Aim.The development of the Russian railway industry is associated with the growing number of operated buildings, rolling stock, more complex business processes of infrastructure maintenance and client service. In this context, JSC Russian Railways (JSC RZD) needs to manage the fire safety of more than ten thousand units of traction rolling stock and hundreds of buildings, where potential fires may cause harm to passengers or interruption of service. Fire safety management of both fixed and mobile railway facilities is performed at all lifecycle stages from design to disposal. Implementing the processes of fire safety diagnostics and prediction requires the development of a man-machine system whose core would be an automated fire risk control system (ACS) that allows – basedon the fire risk prediction – makingdecisions regarding the requirement for the repairs, replacement or maintenance of railway facilities and fire safety systems. Methods.The methods of the automatic control theory, expert assessment were used. The study aimed to develop an algorithm of automated auditing of railway facilities fire safety. Results.It is established that the majority fire safety control systems use gas concentration sensors to detect symptoms of hazard before flame development. This approach is hardly effective in terms of fire safety of railway facilities. For railway facilities whose actual state has an effect on the probability of fire a fire audit algorithm was developed that is based on the existing service and repair system, as well as statistical data on the states of railway facilities that precede fire. In order to enable systematic risk management measures in a large number of railway facilities, the paper proposes the structure of an automated fire risks management system that includes a fire safety management center and a mobile hardware and software system for fire safety auditing. Conclusions. It shows the importance of developing a proactive fire safety management system based on fire risk assessment. It was identified that information on the states preceding fires in railway facilities can be obtained from both the existing automated failure reporting and risk assessment systems and the diagnostic results of the actual state of objects as part of scheduled preventive maintenance. A method of automated assessment of fire hazard is proposed for systematic management of fire risks in many railway facilities.

Fire-services are often unable to obtain a rapid overview of problems connected with wildfire fighting. In the last few decades the ideology for fire fighting has shifted from fire control(basically fire suppression) to fire management (including prevention,planning, and simulating). As a result, fire management is now included in landscape planning processes. The preliminary step in fire management is fire risk analysis, which takes into account fire hazard (probability and expected severity of a fire) and the outcome (total impact on the affected environment). In this contribution we present an approach for assessing fire risk on local levels in southern Switzerland.

The paper substantiates an approach to assess a probability of electric equipment combustion in passenger cars. The method proposed is based on monitoring of parameters connected with physical processes that lead to combustion, and allows eliminating a human factor as a source of fire hazard from the consideration.
