Introduction. The article analyzes statistical data for the period of 2006-2018 and presents an assessment of fire hazard levels in residential sectors of the constituent entities of the Russian Federation, which were determined on the basis of an integral socio-economic indicator of fire risk. It also considers the problems of assessing fire hazard in the residential sector as in a complex social and economic systems. The purpose of the study is to determine the levels of fire hazard and build a model for managing fire risks in residential sectors of the constituent entities of the Russian Federation. Research methods. To solve the research problems, the methods of system analysis, statistical analysis, mathematical statistics, etc. were used. Research results. A number of statistical dependencies of the fire situation in the Russian Federation have been analyzed and obtained. The indicators with the most fire hazardous level in the residential sectors of the constituent entities of the Russian Federation were determined by calculation. A block diagram of a model for managing fire risks in the residential sector using the integral socio-economic indicator of fire risk (ISEPPR) is built. Conclusion. The values of the fire hazard levels obtained in the work and the model of fire risk management in residential sectors of the constituent entities of the Russian Federation make it possible to improve management decisions in the field of supervisory activities and preventive work of the Federal State Fire Supervision Authorities. Статья посвящена проблеме противопожарной защиты объектов просвещения с учетом требований Федерального закона «Технический регламент о требованиях пожарной безопасности», постановления Правительства Российской Федерации, которым утверждены Правила проведения расчетов по оценке пожарного риска. Рассмотрены вопросы определения необходимого времени эвакуации людей из общеобразовательных организаций при пожаре. Проанализированы требования нормативных правовых документов в области пожарной безопасности. The article is devoted to the actual topic of providing conditions for the safe evacuation of people from educational institutions. The analysis of the requirements of regulatory legal documents in the field of fire safety and statistical data on fires is carried out. The issue of improving the level of fire protection of educational facilities was planned to consider at the meeting of the Government Commission for the Prevention and Elimination of Emergency Situations and Ensuring Fire Safety during the Board Meeting on the results of the Ministry’s work on the main areas of activity in 2020 and on the tasks for 2021 of EMERCOM of Russia. Moreover, the President of the Russian Federation instructed the Government of the Russian Federation to introduce a unified approach to ensuring the security and anti-terrorist protection of educational organizations in the very near future in May of this year. The supervisory authorities of the EMERCOM of Russia conduct practical training on evacuation of people regularly, but for their successful implementation it is necessary for each head of educational organization to know what time is allocated for organizing and conducting the necessary evacuation of people during fire at the facility. Article 53 of Federal Law No. 123 of 22.07.2008 “Technical Regulations on fire safety requirements” defines that the safe evacuation of people from buildings and structures in case of fire is provided if the time interval from the moment of fire detection to the completion of people evacuation to a safe area does not exceed the required time for evacuation of people in case of fire. The buildings of educational organizations were designed at different times, respectively, the objects have different layouts, number of floors, and degree of fire resistance. Therefore the individual approach to each object of protection is necessary to determine the essential evacuation time. Determining the time of people evacuation from buildings and premises will have a positive impact on the effectiveness of practical training, will help to determine whether people have time to evacuate from the building at prescribed time. The Rules for conducting calculations on fire risk assessment is approved by the Decree of the Government of the Russian Federation No. 1084 dated July 22, 2020. The Methodology for determining the calculated values of fire risk in buildings, structures and fire compartments of various classes of functional fire hazard is approved by the Order of EMERCOM of Russia No. 382 dated June 30, 2009 (as amended by Order of EMERCOM of Russia No. 632 of 02.12.2015). This Methodology establishes the procedure for determining the necessary time for the people evacuation from the objects of protection. The implemented work will allow the bodies of the state fire supervision of EMERCOM of Russia to increase the quality index of administration of control and supervisory functions at the objects of protection of this category.

The presented study addresses the problem of forming and assessing green urban infrastructure, focusing on the elements of green infrastructure in the largest cities of the Russian Federation.Aim. The study aims to analyze approaches to identifying key elements of green infrastructure and methodological approaches to its assessment.Tasks. The authors determine approaches to highlighting key structural elements of green infrastructure; use statistics to comparatively assess the elements of green infrastructure in the largest Russian cities; identify problems in approaches to assessing key elements of green infrastructure.Methods. This study uses the methods of system analysis and comparison to address the problems of assessing key elements of green urban infrastructure and provides data published on the official websites of the constituent entities of the Russian Federation, municipalities, and the Federal State Statistics Service.Results. Key structural elements of green infrastructure are identified and its effects on the urban environment are determined. Methodological approaches to assessing green infrastructure are analyzed, and its key elements in the largest cities of the Russian Federation are comparatively analyzed. The authors identify assessment problems and conclude that it is necessary to update the methodology of approaches to assessing the elements of green infrastructure in order to take into account its results at the stage of urban and spatial planning of territories.Conclusions. The results of the study can be used in developing a methodology for green infrastructure assessment and urban planning.

The article examines the socio-economic consequences of the COIVD-19 pandemic, such as the increase in poverty and social differentiation. Goal. To identify and analyze the socio-economic consequences of the COIVD-19 pandemic in Russia and other countries of the world, the measures taken by national governments to combat these consequences, as well as the dynamics of Russia's position in international economic rankings and the presence or absence of a connection between this dynamics and the dynamics of investment in the national economy. Objectives. Analysis of indicators of poverty and social stratification in Russia and the world in the context of the COIVD-19 pandemic; comparison of anti-crisis economic programs in the largest countries and Russia by GDP; study of the methodology of the most credible international economic rankings; comparative analysis of the dynamics of Russia's position in international economic rankings and the dynamics of capital investment and foreign direct investment in Russia. Methodology. The methods of system analysis, classification and comparison, evolutionary-institutional theory and historical approach were applied. Statistical and other data of the Federal State Statistics Service of the Russian Federation, federal executive authorities of the Russian Federation, the Eurasian Economic Commission were used, and their own calculations were carried out on the basis of these data. Results. It was revealed that in order to combat the socio-economic consequences of the COVID-19 pandemic, governments in different countries implemented comprehensive packages of measures including such as increasing health care costs, direct support for the population, maintaining employment, promoting small and medium-sized businesses, and the most affected sectors of the economy. The total volume of the anti-crisis program in Russia, calculated as a percentage of GDP, is about 2-3 times less than in the largest world economies. Conclusions. At the same time, our country is distinguished by a significantly higher level of concentration of wealth in the hands of a group of so-called «super-rich» citizens, compared to the global average and the level of Eastern European countries, even in the context of the COVID-19 pandemic. At the same time, the dynamics of the volume of capital investment and foreign direct investment, as possible sources of recovery of economic growth, significantly lags behind the dynamics of Russia's position in some international ratings.

Subject. We investigate trends in the development of the largest steel companies in the Russian Federation. Objectives. The aim of the study is to conduct an industry-wide analysis of the production and economic activities of the largest domestic enterprises operating in the iron and steel industry. Methods. The study employs methods of comparative and system analysis, graphical and statistical methods for data processing. Results. We present the analysis of main production and economic indicators of the leading steel producers of the Russian Federation, i.e. NLMK, Severstal, MMK, and EVRAZ. The paper reveals their current status and key development trends. Conclusions. The largest Russian steel companies face serious challenges in both the domestic and foreign market. Competitive interactions in the domestic market as to the sale price of rolled metal and the share of presence are particularly sensitive. The threat of reduced supplies to export markets is also significant for Russian steel producers. It may entail insufficient utilization of capacities and potential loss of added value. The companies mainly export semi–finished goods and hot-rolled flat products, i.e. low-added value products. Products with high added value are usually delivered to the domestic market.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

Employees of the federal courts' apparatus, in accordance with the current regulations, are public civil servants. In practice and in existing scientific research there is an approach to determining the legal status of this category of public servants through their duties, without specifying the specific requirements for candidates for the position to be filled. The purpose of this study is to define additional qualification requirements to be imposed on the applicant for the position of State Civil Service «Court Secretary» in court, in addition to those contained in the Federal Law «On State Civil Service of the Russian Federation» and orders of the Judicial Department of the Supreme Court of the Russian Federation. The tasks of this work are to study the theoretical foundations of the concept of «status of a State civil servant », to compare federal legislation, decrees of the President of the Russian Federation, decisions and other acts of ministries and departments in the field of the State civil service in the apparatus of federal courts; Justification for the need to include in the status of a public servant serving in the court apparatus additional requirements for the level of education. The methodological basis of the present study was the general scientific methods such as analogy, derivation, system analysis, as well as the private scientific methods: formal-logical, technical-legal and comparativelegal in their various combinations. The study concluded that it was necessary to distinguish the status of federal court staff according to the level of education required to replace a public civil service post, in particular the «Registrar of the Court».
