American higher education has been molded by forces outside the educational community. From the Civil War through the mid-1970's our political leadership considered investment in education good for the economy and, therefore, good public policy. This link between schooling and the economic system developed as the United States moved from an agrarian to an industrial economy. Industrialization demanded skills that neither the family nor the church could provide, and tax-supported public higher education was to assist the transformation to an industrial society. The catalyst for this transformation came in 1862 with the passage of the Morrill Act establishing the land grant colleges. These new institutions emphasized the development of technical skills and the application of scientific principles to agriculture, industry and commerce.

It has long been recognized by statute and by general consent that the main purpose of a pension scheme is the provision of annuities for employees on their retirement and for the dependants of employees who die either in service or after retirement. In recent years, however, the provision of lump-sum benefits in addition to annuities has become widespread; in national and local government service, and in some of the public boards, superannuation arrangements include the provision of lump sums on a substantial scale. In industry and commerce, the advantages of tax-free lump sums have been vigorously sold, with considerable success, by brokers specializing in pension-scheme business.The objects of this paper are to place such claims in perspective and to explain in broad terms the various methods by which lump-sum benefits may be provided. Reference will be made to insured and to privately administered schemes, but the detailed provisions of trust deeds and insurance contracts are not within the scope of this paper.

Los derechos de los pasajeros han cobrado relevancia gracias al aumento exponencial en la demanda de los servicios de transporte aéreo y a la llegada de aerolíneas de bajo costo a Colombia. En este contexto, es de vital importancia analizar la manera como se puede hacer efectivo el derecho a la reclamación de los pasajeros, más aun, teniendo en cuenta que tanto la Aeronáutica Civil y la Superintendencia de Industria y Comercio tienen competencia para conocer reclamaciones en contra de aerolíneas.Por lo anterior, este artículo tiene como propósito realizar un análisis sobre el alcance del derecho a la reclamación de los pasajeros de transporte aéreo frente a estas dos entidades.Con dicho propósito, este artículo analiza la normativa aplicable a los procedimientos de reclamación mencionados para identificar sus principales características y así, determinar cuáles son las diferencias más relevantes que pueden impactar las reclamaciones de los pasajeros.-----------------------------------------The rights of consumers of air travel services have become more relevant in recent times due to the exponential increase of the demand of these services and the arrival of low-cost airlines to Colombia. In this context, it is vital to analyze the way in which passengers can exercise their reclamation right, even more, considering that both the Civil Aeronautics Unit and the Superintendence of Industry and Commerce have powers to process reclamations against airlines. For this reason, this article performs an analysis of the scope of the right of reclamation of air travel consumers before these authorities. With such purpose, this article analyzes the regulations applicable to such proceedings in order to identify their main characteristics and thus, determine the main differences that may impact the reclamations of passengers.
