Model of Methodology for Organizing Project-based Biology Training in Non-core Institutions of Secondary Vocational Education

Biological knowledge is one of the fundamental components of a common human culture, because without knowledge of biology it is unthinkable to develop an ecological way of thinking, to ensure the perception of the scientific principles of interaction of the Man-Nature system. The formation of a healthy lifestyle, the preservation of ecosystems, and the development of mankind are based on knowledge of biology. The purpose of the article is to develop and use a model of a methodology for organizing project-based education in biology in non-core institutions of secondary vocational education. The interrelation of theoretical knowledge and practical skills is a prerequisite for increasing the level of training of future specialists in any industry. In connection with the introduction of new FSES SPE into the work of educational institutions, secondary schools are required to improve the organization of the educational process and teaching materials. The involvement of students in the implementation of various projects leads to the development and development of project competence, and its level is determined by the number and quality of developed projects. The author concludes that the formation of competencies among students at secondary schools through project activities takes place.

Topical issues of formation state anti-corruption policy in Ukraine

The purpose of the article is to identify existing problems in the formation and implementation of anti-corruption policy in Ukraine based on the analysis of research results of the current state of corruption in Ukraine, analysis of relevant regulations and practice of its implementation. The methodology is based on the dialectical method of scientific knowledge, as well as special research methods based on modern scientific principles of legal, political, managerial and related sciences. Results of the research. The article analyzes the current issues of state anti-corruption policy in Ukraine at the present stage. It is noted that corruption is one of the biggest problems of Ukrainian society and has a great resistance to the development of Ukraine as a state. Ukraine currently has a whole system of anti-corruption bodies, some of which perform purely anti-corruption functions, while others perform anti-corruption functions as well. At the same time, the Basic Anti-Corruption Law defines a limited list of specially authorized entities in the field of anti-corruption. It is proved that the reserve of influence of public organizations in combating corruption offenses is still poorly used by the state on the initiative of the state itself.

Health protection acts require special legal regulation, since scientific principles constitute a parameter for assessing whether the biomedical act was carried out correctly. In order to provide legal validity to such principles, their incorporation into the rules of law is required and thus be able to establish their enforceability, considering the experimental nature of medical sciences.

Criminological measures to counteract corruption offences in the field of illegal gambling

Purpose Despite all the anti-corruption measures and anti-corruption initiatives, people offer or accept bribes without any hesitation. As anywhere in the world, the negative consequences of corruption lead to a reduction in direct investment, increase inequality and poverty, distort and use public investment and reduce public revenues. The purpose of this article is to study the criminological measures to counteract corruption offences in the field of illegal gambling. Design/methodology/approach The methodological basis of the study is the provisions of the theory of knowledge: the laws of dialectical materialism, philosophical categories and scientific principles of cognition of social and legal reality. Findings Although many components of foreign state anti-corruption programmes are quite problematic to apply in modern realities in the Republic of Kazakhstan, according to legal scholars, through gradual implementation into the legislation of the Republic of Kazakhstan because of the systematic improvement by the state of the content of regulations and responsible implementation of anti-corruption strategies. In this regard, one of the conditions in the fight against corruption is actions aimed at using the best practices of countries that are similar to each other in terms of religion, habits, traditions, ethics and morality. Originality/value Anti-corruption initiatives using information and communication technologies, such as digital public services and e-government, crowdsourcing platforms, tools for exposing, transparency portals, blockchain and artificial intelligence technologies can provide significant assistance in combating manifestations of corruption in the field of illegal gambling on the internet in the Republic of Kazakhstan.

Activities of the Department of social hygiene and organization of healthcare of the Central Institute for Advanced Training of Physicians in training and improving management personnel in health care in the 30–80th of the XX century

Introduction. The training of management personnel is a priority task of the state policy in health care since the effectiveness and efficiency of the health care system depends on the level of competence of these specialists, both at the level of a particular territory entire state as a whole. In improving the potential of the leading personnel in the industry, the activities of Department of social hygiene and organization of healthcare of the Central Institute for Advanced Training of Physicians were of particular importance. Having this information will help understand the origins of the development of the foundations of the training health management personnel system. The purpose of the study is to identify the main features of the activity and the contribution of the Department of social hygiene and organization of healthcare of the Central Institute for Advanced Training of Physicians in the 30-80th of the XX century in the formation and development of the system of training health management personnel. Material and methods.Based on the scientific principles of historicism, consistency and objectivity, content analysis, comparative-historical, problem-chronological, typological research methods were used, which made it possible to establish cause-and-effect relationships connecting the identified individual historical events and facts. Results.The diligent work of the department contributed to the development of the basic principles and mechanisms for raising the level of professional qualifications of management personnel aimed at optimizing the activities of health authorities and institutions, improving health protection and improving the quality of medical care for the population, increasing the personal responsibility of medical workers for work results, the ability to work with personnel in conditions. Conclusion. The obtained results of the study, based on the context of the historical reconstruction of activities, indicate the significant contribution of the department to the creation of the fundamental foundations and a robust base for the training of health management personnel. The variety of completed forms and terms of training contributed to the prompt and flexible solution of problems related to territorial characteristics, conditions of professional activity, training needs, the formation of a school of advanced experience in training leading personnel in the industry.

RED W. SMITH NATIONAL LIBRARY FOR THE STUDY OF GEORGE WASHINGTON, АS UNIQUE INFORMATION RESOURCE

Purpose. The article by Svetlana Polovyk and Natalia Morshny «Fred W. Smith National Library for the Study of George Washington as a Unique Information Resource» reveals current issues of the Fred Smith National Library for the study of George Washington, which are analyzed in the context of history and creation of documentary fund as a set of information resources USA and the activities of the founder of the George Washington Institute of Presidential Power. Methodology. The research methodology is based on the application of general scientific principles of historicism, consistency, complexity, objectivity, comprehensiveness of knowledge. This was facilitated by the use of methods of analysis, abstraction, synthesis and generalization. Finding. Analysis of the composition and content of special collections stored in the library showed their important complementarity, because only together they form a single documentary and information space, which gives a real opportunity to join the historical context of an important state institution – the presidency. Scientific novelty. The scientific novelty of the obtained results is that the documentary heritage of D. Washington is studied as a single cultural and historical complex of the library. Practical value. Implementation of the experience Fred W. Smith National Library for the Study of George Washington in the work of similar structures in Ukraine. Results. The study concludes that the history of the formation and development of the Fred Smith National Library for the Study of George Washington is closely linked to the history of the state, its ideological and sociocultural priorities. Among the main areas of use of the first president’s documentary heritage are scientific, cultural and educational projects aimed at understanding the cultural and political heritage of D. Washington and the conditions of formation and development of American statehood.

The study concentrated on the use of planning in this institutes and do the information instates use the scientific concept of planning , in adition to the institutes information how to use the planning to collect information , data on the scientific research. For their more the difficulties which face the planning and scientific research in the information in states. The study summarizes that planning used by these institution sometimes is bsed on scientific research. These institutions do not use planning continuously, with planner in their general policies, and the use of scientific in bases in their researches one reflected. The study suggested the necessity of using planning in information institution through scientific principles. The researches implemented by the information institution must present solution the problems and difficulties they faced , and which are assist and facilitate in using the planning process , in addition to the existence of scientific research assessment and valuation for researches of communication used by these information institution

The Role of History and Problem of Method in Ibn Khaldun’s Muqaddima

The main purpose of this paper is to examine and discuss the importance of the method that Ibn Khaldun introduces in Muqaddima. The dimensions of the consequences of its application are particularly reflected through a completely new role of history as a science. For Ibn Khaldun, the new method with clearly established scientific principles should provide a crucial role in understanding the social laws and forces that determine the course of history. In considering Ibn Khaldun’s thought, special attention is paid to the fact that he is an Arab-Islamic thinker from the 14th century, which simply does not allow the study of his doctrine apart from the context of the time that he witnessed.

Assessment of rural areas’ readiness for digital transformation of the social sphere

The article focuses on the special role of digital transformation in the development of the social sphere of rural areas. Today, one of the strategic tasks of the state is the transformation of socially significant areas through the introduction of digital technologies (platform solutions) and digitalization of management or separate areas of interaction. The purpose of this article is to clarify the theoretical foundations and provisions that determine the processes of digital transformation of the social sphere of rural areas, the use of which allows the most effective approach to the financial and resource support of transformation processes. The objectives of the study were to substantiate the methodology for assessing the level of readiness of the social sphere of rural areas for digital transformation, a system of indicators and the use of the results obtained for practical use in managing the development of rural areas. Methods. The methodological basis of this article is formed by the general scientific principles of the systems approach; methods of analysis - logical, factorial, comparative, strategic; methods of quantitative and qualitative research of the main trends and directions of digital transformation of the social sphere. Scientific novelty. The author clarified the system of indicators and developed the author's method for calculating the assessment of the level of readiness of the social sphere of rural areas for digital transformation. Also, the author's assessment method, in contrast to the existing ones, makes it possible to determine the zones of growth and containment of the digital transformation of the social sphere of specific rural areas through the analysis of the components. Results. As a result of the study, the author tested the author's methodology for assessing the readiness of the social sphere of rural areas for digital transformation and analyzed a typical rural area: zones of growth and containment of digital transformation were identified, and directions of state regulation and support of the processes of digital transformation of the social sphere were proposed.
