Nowadays, people cannot live without media, marketing, and public administration in daily life. The interaction between media and marketing has a significant impact on government. It improves government service to residents and assists citizens in more effectively supervising government, which benefits both authorities and individuals. With society’s rapid expansion, substantial technological advancements, and the rise of new industries, public administration must adapt to the features of a new period. Transcending the traditional paradigm and reform the mode of public administration becomes a new topic for researchers in the media, marketing, and public administration domain.

Human resource planning is a series of activities carried out to anticipate business and environmental demands on the organization in the future and to meet labor needs that arise from certain conditions. This study aims to analyze the use of working time by employees in the Government Service Division; analyze the optimal number of employees based on the workload in the Government Service Division, and analyze the alternatives or managerial implications that can be offered to the Government Service Division. This study used the Workload Indicator Staffing Need (WISN) analysis method with work sampling technique. The population in this study are employees who work in the Government Service Division (DGS). The sample size was selected using the probability sampling method and the sample was taken using a purposive sampling technique. The results showed that the highest use of working time was found in the Legal 1 Bidding and Management sub-unit with a value of 84.32% and the lowest was found in the Complaint Handling Assurance and Delivery sub-unit with a value of 80%. Each Government Service Division unit requires additional employees, with the highest need being in the Assurance and Delivery unit as many as 19 people and the lowest need being in the Government Solution and Partnership unit as many as eight people. The managerial implication that can be given as input is that the company needs to re-evaluate the planning of all aspects both in recruitment, competence, and the development that will be carried out. The professionalism of civil servants in the government in Malaysia is an important part of the government service delivery process. The Syariah Court is a government agency that has placed officers to perform judicial functions, including Syariah Judges. The post of Syariah Judges in the State Syariah Court was established to ensure that the justice process is being done by professional, competent, and qualify personnel. However, what is the approach outlined by Islamic law to ensure that the appointed judges have professionalism in the performance of judicial duties? This matter needs to be seen through the Shariah judicial appointment process in Malaysia. The purpose of this paper is to view the professionalism of Syariah Judges according to the perspective of Islamic law applied in Syariah Courts. The methodological approach of the study on which this paper is based is a qualitative approach. The results of the research found that Islamic jurisprudence has placed the value of Professionalism in the judging process of judges. The discussion of Fiqh al-Qada’ has laid the foundation for the appointment of al-Qadi. This matter is applied in the Syariah Courts in Malaysia through the appointment of Syariah Judges and the judicial process provided by law and the application of practice directions. The competence of Syariah Judges through an appointment and judicial knowledge is the basis of the value of professionalism for the purpose of transparency in the delivery of Syariah judicial services in Malaysia.

<p>The extent to which countries have developed eGovernment, and the policies to implement and control the development of eGovernment, requires consideration. Whilst eGovernment exists in some form in many countries there has been little examination of its implementation and management, and how it compares between countries. This research is a contribution to the emerging eGovernment theory. There has been a proliferation in the print media of articles on the benefits and possibilities of eGovernment. Where eGovernment exists, consideration needs to be m ade of the reality as opposed to government and media hype and enthusiasm. This research examines eGovernment in a number of countries by focusing on a core government service, the agency responsible for births, deaths and marriages. Selected countries are compared and the electronic Births, Deaths and Marriages service provided by each country is related to the policies and standards they have in place for the development and control of eGovernment. Results show that eGovernment is still primarily an information medium. EGovernment, as seen through EBDM, has made little progression in terms of service provision. The development of eGovernment policy within government and the development of technology and customer service expectations in the business environment will contribute to the development of eGovernment customer service.</p>

This research examines the effects of middle cadre employee capacity building in Machakos County Government. The objectives of the study were as follows: To examine the effects of frequency of capacity building activities for middle cadre employees on organizational performance in Machakos County Government; to examine the effects of middle cadre employee training on organizational performance in Machakos County Government and to establish the challenges encountered in middle cadre employee capacity building on organizational performance in Machakos County Government. The study utilized a descriptive survey design that targeted the permanent and pensionable employees of the Machakos County Government Service Board. Using Krejcie and Morgan's (1970) formulae, a total of 1,962 employees formed the target population out of which 320 was the sample size. The findings of the study demonstrate that capacity building is a norm that is practiced by the County government of Machakos.
