Higher Education in Thailand

Thai higher education has a long history dating back to the 19th century. Its great modernizer, King Chulalongkorn the Great, was visionary in realizing the importance of expanding education to modernize his kingdom and avoid Western colonization. Thailand was the only country in Southeast Asia never to have been colonized. The country’s first formal institution of higher education, Chulalongkorn University, was established in 1917, named in honor of this visionary king. Since that time, Thai higher education has evolved in diverse ways. Key trends have been (a) massification, (b) privatization, (c) diversification, and (d) internationalization. Massification began in the 1960s with the opening of universities in each of Thailand’s major regions. In the 1970s, two open universities with huge enrollments were established. One of those, Sukhothai Thammathirat Open University (STOU), was a university without walls, serving students throughout the Kingdom. Then Thailand’s teacher training colleges became a large system of comprehensive Rajabhat Universities (38 universities, across every region of the nation). In 1969, authority was granted for private universities to be established, and over the past decades there has been a proliferation of such institutions (now totaling 71). Thailand’s system of higher education is highly diverse, with many different genres of institutions under 12 different ministries and agencies. Another important trend is internationalization, with a dramatic growth in the number of international programs and students during the period 2000-2020. Major reforms of higher education have been primarily structural in nature. In 2003, the Ministry of University Affairs merged with the Ministry of Education (MOE) to become one of its five major commissions, the Office of the Higher Education Commission (OHEC). Then in 2019, OHEC was moved out of the MOE to become part of a new Ministry of Higher Education, Science, Research, and Innovation (MHESI). As the nation moves into the decade of the 2020s, Thai higher education faces major challenges. The most critical is declining enrollments, primarily the result of Thailand’s great success in reducing its fertility rate. With the dramatic growth in higher education institutions, there are simply inadequate numbers of Thai students to fill available spots. A second related issue is the problem of the quality of Thai higher education. Reflective of this problem is the failure of any Thai higher education institutions to be highly ranked in international systems. Many of Thailand’s best students choose to study overseas. Another major issue is funding, with problems related to the ways funds are spent and the low pay of university professors. Also related to the funding issue is Thailand’s low ranking on how much it spends on research and development. This important area receives inadequate priority, though there were significant improvements in 2018 and 2019. There are also curricular issues in terms of what students should be taught and how, as well as concerns that Thai students are not being adequately prepared for the new digital 4.0 knowledge economy. In 2021, Thailand is mired in a “middle-income trap,” and to move beyond that, it is imperative that Thailand improve the quality, equity, and efficiency of its higher education system.

The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.

The Kyrgyz higher education institutions are failing to meet the newly emerging challenges. Despite the efforts and jobs done, the effective results are not being achieved in the education and research sphere as desired. In this article, we give the examples of “Lean principles” implementations around the world as one of the solutions to the above mentioned challenge. In the last part of the article, we discuss a status quo of these principles in Kyrgyz higher education system.

PurposeThe higher education system has been entrusted globally to provide quality education, especially to the youth, and equip them with required skills and capabilities. The visionaries and policymakers of the countries around the world have been working relentlessly to improve the standard of the higher education system by establishing national and global accreditation and ranking bodies and expecting measuring performance through setting up accreditation and ranking parameters. This paper focuses on the review of Indian university accreditation and ranking system and determining its efficacy in improving academic quality for achieving good position in global quality accreditation and ranking.Design/methodology/approachThe study employed exploratory research approach to know about the accreditation and ranking issues of Indian higher education institutions to overcome the challenges for being globally competitive. The accreditation and ranking parameters and score of leading Indian universities was collected from secondary data sources. Similarly, the global ranking parameters and scores of these Indian universities with top global universities was explored. The performance gaps of Indian university in global academic quality parameter is assessed by comparing it with scores of global top universities. Further, each domestic and global accreditation and ranking parameters have been taken up for discussion.FindingsThe study identified teaching and learning, research and industry collaboration as common parameter in the accreditation and ranking by Indian and global accreditation and ranking body. Furthermore, the study revealed that Indian accreditation and ranking body assess leniently on parameters and award high scores as compared to rigorous global accreditation and ranking practice. The study revealed that “research” and “citations” are important parameters for securing prestigious position in global ranking, this is the reason Indian universities are trailing. The study exposed that Indian academic fraternity lack prominence in research, publication and citations as per need of global accreditation and ranking standards.Research limitations/implicationsThe limitation of this study is that it focused only on few Indian and global accreditation and ranking bodies. The future implication of this study will be the use of methodology designed in this study for comparing accreditation and ranking bodies’ parameters of different continents and countries in different economic development stages i.e. emerging and developed economies to know the disparity and shortcomings in their higher education system.Practical implicationsThe article is a review and comparison of national and global accreditation and ranking parameters. The article explored the important criteria and key indicators of accreditation and ranking that would provide an important and meaningful insight to academic institutions of the emerging economies of the world to develop its competitiveness. The study contributed to the literature on identifying benchmark for improving academic and higher education institution quality. This study would be further helpful in fostering new ideas toward setting up of contemporary globally viable and acceptable academic quality standard.Originality/valueThis is possibly the first study conducted with novel methodology of comparing the Indian and global accreditation and ranking parameters to identify the academic quality performance gap and suggesting ways to attain academic benchmark through continuous improvement activity and process for global competitiveness.

India may finally open its doors to foreign higher education institutions and investment. India's higher education faces severe problems of capacity and quality. This lack of capacity will affect India's new open-door policy. It will be unable to adequately regulate and evaluate foreign institutions. Though the system needs systemic reform, it is impossible for foreigners to solve or even to make a visible dent in India's higher education system.

The key role of the education system in the formation of a knowledge society is raising the issue of improving its financing. In the face of new challenges and aggravation of global competition, the mechanism for financing the higher education system is being transformed. The need to increase funding is manifested in expanding financial sources and improving the management of various financial flows. Increasing the effectiveness of public funding is becoming an important issue, which remains the main source of financial revenues for institutions of higher education in countries of the world. A promising practice in the world is the use of funding based on the results of activity, which is becoming more widespread in various areas of economic activity. The purpose of this article is to study the current world-wide practice of applying results-based financing of higher education and defining promising directions for its implementation in Ukraine. The essence and features of RBF - Result Based Financing (RBF) method, including in the system of higher education, are revealed. The existing approaches to financing higher education institutions in the world based on results are systematized, the main criteria for their definition are identified: on the basis of inputs, process, output, output. The world practice of using higher education institutions financing based on the results, positive and negative consequences of its implementation is highlighted and summarized. The necessity of using RBF funding in the system of native education is proved, the main directions and areas of its use are determined. The application of a two-tier model of financing higher education institutions in Ukraine is proposed, which combines the traditional cost-oriented approach and funding based on the results of the activity.

Digitalisation is an issue of growing importance at all higher education institutions (HEIs). It is often developed and driven bottom-up. In this regard, the intended self-assessment tool that the present paper aims to present “DIGI-HE” will support higher education institutions in developing their individual approaches to foster digitisation, methodological and conceptual approach. The present paper will outline the methodological procedure of design and subsequent validation of the tool. In a time when experimentation with, and mainstreaming of digital technology use is progressing to develop holistic strategies that encompass learning and teaching, research and innovation, as well as cooperation and outreach DIGI-HE will represent a self-reflection tool adapted to higher education to support the institutional efforts, to develop and implement strategies, which purposeful and holistic in comprising both missions, education and research. It will also furthermore attach particular importance to the need for dialogue among all actors and stakeholders in digitalisation, and address areas of activities relation to cooperation and outreach, including internationalisation strategies and practices.

In today’s higher education institutions (HEIs), intelligentization and digitization of education process are greatly required. Production industries are presently making changes from large-scale production to specialized or customized production. The term Industry 4.0 (IR 4.0) represents the fourth industrial revolution; the present movement or inclination of automation and data exchange and sharing in manufacturing technologies with the main aim of satisfying the individual customer desire and needs. The quick progressions in production technologies and its uses in the industries enhance production efficiency and change the workplace from tasks-based to the human-focused features. Higher education in the IR 4.0 (HE 4.0) is a complex, intricate and intriguing opportunity which has the potential to change the society for the better. The convergence and integration of man and machine will decrease the subject distance between social science and humanity and also technology and science. This will definitely need in-depth and diverse interdisciplinary teaching, research and innovation. Cloud computing (CC) as an IR 4.0 contributing technology, provides a novel means of educating people that will ultimately disrupt the present HEIs systems. Cloud-based education as a service in the era of fourth industry (CEaaS 4.0) can deliver education services in the shortest, most effective, and best affordability. The aim of this study is to propose a CEaaS system requirements specification (SRS) model that includes functional and non-fictional requirements; aligned with IR 4.0, the next industrial revolution.

The article systematizes information about the current cultural heritage programs in the Bulgarian higher education area. The data shows that in eleven Bulgarian universities a diploma of cultural heritage can be obtained. 17 master's and 3 bachelor's programs prepare over 500 students a year. Two doctoral programs are also accredited. The rich variety of curricula is an objective result of the complex structure of cultural heritage in itself. However, it is also an indicator for the fragmentation of the higher education system in Bulgaria. The conclusion proposes approaches to overcoming the mentioned fragmentation, as the interdisciplinarity of the scientific field requires pooling of competencies and efforts for better results.

Background: Predatory publishing poses a fundamental threat to the development of nursing knowledge. Previous research has suggested that authors of papers published in predatory journals are mainly inexperienced researchers from low- and middle-income countries. Less attention has been paid to contributors from high-income countries. Aim: To describe the prevalence and characteristics of Swedish authors publishing in predatory nursing journals. Design: Quantitative descriptive case study. Participants and research context: Descriptive statistics were used to analyse the academic positions and academic affiliations of the authors of 39 papers published in predatory nursing journals during 2018 and 2019. Predatory nursing journals with Swedish contributors were identified by searching public listings of papers and applying a set of criteria. Journal site archives were used to identify additional papers with Swedish authors. Ethical considerations: This study was conducted in accordance with national regulations and ethical principles of research. Results: Almost two-thirds of Swedish authors publishing in predatory nursing journals hold senior academic positions. A small group of higher education institutions account for a majority of academic affiliations. Findings suggest that higher education institutions and experienced nursing researchers from Sweden make substantial contributions to predatory nursing journals, but that predatory publication habits might be concentrated in a limited number of academics and research milieus. A year-to-year comparison indicates that the prevalence of publishing in predatory journals might be diminishing. Discussion: Swedish nurse researchers help legitimize predatory journals, thus jeopardizing the trustworthiness of academic nursing knowledge. Substandard papers in predatory journals may pass as legitimate and be used to further academic careers. Experienced researchers are misleading junior colleagues, as joint publications might become embarrassments and liabilities. Conclusion: While the academic nursing community needs to address the problem of predatory publishing, there is some hope that educational efforts might have an effect on combating predatory publishing in nursing.
