The article examines the role of the financial leasing system for raising the economy of the Kyrgyz Republic (KR) and the ways of their development in the context of economic integration, clarifies their theoretical and practical provisions. The subject of the study is financial leasing in a market economy, and the purpose of the study is to integrate as a member of the EAEU in raising the economy of the Kyrgyz Republic while strengthening the material and technical base of fixed assets, studying the essence and role of financial leasing and ways of their development. According to the results of the study, based on the study of the essence of financial leasing, the role in the economy, its forms, advantages, the ways of their development in the context of integration are proposed.

The history of the language policy of the Turks begins with the work Divanu lugat at-turk, written by Mahmud Kashgari in the 11th century. Despite the fact that the XI-XVII centuries were a mixed period for the language policy of the Turkic states and communities, it contained many guiding and important questions for subsequent stages. Issues of language policy, originating from the work of Kashgari, continued with the publication in 1277 of the first order in the Turkic language by Mehmet-bey Karamanoglu, who is one of the most prominent figures in Anatolian Turkic history, and culminated in the creation of the impeccable work Divan in the Turkic language by the great Azerbaijani poet Imadaddin Nasimi who lived in the late XIV - early XV centuries. Later, the great Uzbek poet of the 15th century, Alisher Navoi, improved the Turkic language both culturally and literally, putting it on a par with the two most influential languages of that time, Arabic and Persian. The appeal to the Turkic language and the revival of the Turkic language in literature before Alisher Navoi, the emergence of the Turkic language, both in Azerbaijan and in Anatolia and Central Asia, as well as in the works of I. Nasimi, G. Burkhanaddin, Y. Emre, Mevlana, made this the language of the common literary language of the Turkic tribes: Uzbeks, Kazakhs-Kyrgyz, Turkmens of Central Asia, Idil-Ural Turks, Uighurs, Karakhanids, Khorezmians and Kashgharts. This situation continued until the 19th century. This article highlights the history of the language policy of the Turkic states and communities.

This study examines the vocabulary density and the frequency of unique and repeated lines of a contemporary manaschi in oral performance and in print. Transcriptions of audiovisual recordings of Talantaaly Bakchiev (b. 1971) performing are compared with two volumes of Manas narratives that he published. The research reveals that the published versions have a higher vocabulary density than the oral performance, have a greater percentage of unique lines and less repetitions. This suggests that the medium in which the metrical narrative is presented is reflected in the language, and indications of orality are absent from written variants.

The article reveals the concept of sovereignty as one of the key categories of political and legal science and international law, which has the character of a fundamental norm; various theories that have taken diametrically opposed positions on the issue of determining the legal nature of sovereignty, ranging from its origins to its modern understanding, are considered. The author studied the processes of creating preconditions and historical conditions that ensure the Kyrgyz Republic's active participation in the sovereignization of the former Soviet republics. He defined the specific directions, course and degree of transformation of the Political System of Kyrgyzstan on the basis of declarations of sovereignty and independence, as well as the Constitution of the Kyrgyz Republic. Sovereignty is a property inherent in each subject in itself, and cannot be derived from the sovereignty of another entity, in which it sees the embodiment of the real sovereignty of the State.

This article discusses the modern education system, strengthening the requirements for teachers to educate the individual as free, creative, cultural and active, as well as the current role of the development of creative abilities in students. Also, based on scientists’ researches, the meaning and content of concepts such as creativity, creative activity, ability, and the fact that these concepts provide an opportunity to define the concept of “student's creative ability” are written. It was found out that creative ability is a complex of individual psychological features that successfully allow you to implement actions that meet all the requirements for creating material and spiritual values, as well as for inventing new products and findings. In the framework of the study of issues on the restoration and development of students' creative abilities, the components of students' creative abilities development are presented.

The article analyzes the importance of informatization of education in Kyrgyzstan, the role of information technology in improving the lives and activities of citizens. Informatization of education is a factor in the development of the education system as a whole. It allows the young generation to learn the capabilities of information technology, acquire skills and their application in life situations. The article traces the development of the concept of computer and information literacy, the constituent elements of these concepts. The development of mobile technologies, the adoption of conceptual documents on digital transformation made it possible to talk about the need to ensure digital literacy of citizens. The content of the concept of “digital literacy”, the point of view of researchers on this issue, and the varieties of this concept are analyzed.

The article highlights monitoring and dynamics of language development in post-soviet Kyrgyzstan. The crucial politico-social changes after the collapse of the USSR affected greatly the language situation of the country. Hence, this article’s aim is to give some sociolinguistic analysis to the following issues: • To monitor country’s up-to date language situation • To speak on the new language policy of Kyrgyzstan in modern stage • To encounter new socio-economic and political challenges in the process of language lawmaking • To define the interrelationships between dominant languages and vernaculars of minority communities This article also explains the reasons of granting Russian language the status of Lingua Franca, immediately after Kyrgyzstan’s becoming an independent state. One of the acute problems today is corpus planning, which means codification of newly coined or borrowed words. The flow of new terminology from the other languages, especially “Americanisms” and “Englishisisms” which replaced so-called “Sovietisms”, needs to be standardized according to the linguistic norms of state (Kyrgyz) language. The article also reveals “hierarchical” disposition of main languages due to their functional load in 20 domains of Kyrgyzstan. For the last 28 years’ tremendous changes have happened in language space of Kyrgyzstan, directly touching upon the positions of Kyrgyz, Russian, Uzbek, English, Turkish and other languages. Therefore, language system of Kyrgyzstan nowadays presents complex, intertwined interrelations between all nationalities residing in Kyrgyzstan and language cooperation among them. It happened because of some socio-political reasons: 1) The flow of Russian speaking population from industrial areas to the Russian Federation. 2) Changing demographic situation on the country. 3) Inner immigration process when many unemployed people from the distant regions came to Bishkek and Chui valley to find job possibilities.

The article is devoted to the identification and description of one of the subgroups of mental verbs - verb vocabulary with the meaning of attention in the Khakass language, combined according to the general categorical semen "to focus your attention on a certain object when distracting from others." By the nature of the contextual implementation, we distinguish their two types of semantic types: 1) verb units expressing attention, as a cognitive process that ensures that the subject receives and processes information from the surrounding reality. In the position of the subject under these verbs, only a person speaks; 2) verb units expressing attention as a psychophysiological process in which the subject (man and other living beings) consciously or unconsciously select certain information coming through the senses, ignoring the rest.
