Participatory governance is widely viewed as an essential element of realizing planned smart cities. Nonetheless, the implementation of e-participation platforms, such as the websites and mobile applications of civic authorities, often offer ambiguous information on how public voices may influence e-decision-making. This study aims to examine the status of participatory governance from the angle of e-participation platforms and from the broader scope of linking e-platforms to a smart city blueprint. In order to achieve this aim, the study focuses on shedding light on the e-governance space given to smart city realization in a developing country context—i.e., Malaysia. The Putrajaya and Petaling Jaya smart cities of Malaysia were selected as the testbeds of the study, which used the multiple case study methodology and multiple data collection designs. The analyses were done through the qualitative observations and quantitative descriptive statistics. The results revealed that both of the investigated smart city cases remained limited in their provision of e-decision-making space. The inefficiency of implementing planned initiatives to link the city blueprints to e-platforms was also evidenced. The study evidenced that the political culture of e-decision-making is undersized in Malaysia, which hinders the achievement of e-democracy in the smart cities’ development. This study has contributed a case report on a developing country’s smart cities, covering the participatory issues from the angle of e-participation and e-platforms.

PENGARUH GAME ONLINE TERHADAP CARA BELAJAR MAHASISWA JURUSAN PENDIDIKAN TEKNIK MESIN UNIVERSITAS NEGERI MANADO Partonduhan Aritonang1, I. P. Minahasa e-mail: [email protected], [email protected], [email protected]   ABSTRAK Mahasiswa Pendidikan Teknik Mesin Universitas Negeri Manado yang merupakan anak-anak perantau kini telah mendapatkan dampak yang sangat nyata dari permainan game online. Terbukti dari banyaknya mahasiswa yang ikut ambil bagian dalam permainan ini, dari hasil pengamatan peneliti selaku mahasiswa yang aktif mendapatkan banyak data bahwa mahasiswa Pendidikan Teknik Mesin Universitas Negeri Manado yang aktif bermain memiliki kemampuan cara belajar yang kurang aktif dalam pembelajaran. Penelitian ini menggunakan metode penelitian deskriptif kuantitatif. Metode pengumpulan data yang digunakan yakni kuisioner atau angket. Teknik analisi data yang digunakan dalam penelitian ini yaitu analisis statistik deskriptif, Teknik Analisis Regresi dan pengujian hipotesis.Hasil dari penelitian ini yakni : bahwa pengaruh game online (X) terhadap cara belajar mahasiswa (Y) pada taraf t hitung > t tabel dan hasil uji korelasi rxy 0849. Game online berpengaruh signifikan terhadap cara belajar. Ini dapat dibuktikan dari hasil nilai Fhitung sebesar 4.113 dan nilai signifikansi Ftabel 0.00 < 0.05. Besarnya koefisien determinasi sebesar 0.79 atau 79%. Hal ini berarti 79% pengaruh game online terhadap cara belajar mahasiswa sedangkan untuk selebihnya 21% dipengaruhi oleh variabel lain yang tidak diteliti oleh penelitian ini.   Kata kunci : Game Online, Cara Belajar Mahasiswa THE INFLUENCE OF ONLINE GAMES ON HOW STUDENTS STUDYING MECHANICAL ENGINEERING AT MANADO STATE UNIVERSITY ABSTRACT Manado university's advanced mechanical engineering student who is a migrant child has now had a very real impact on online gaming. It is evident from the many students participating in the game that researchers as active university students have received a wealth of data that students studying engineering at manado state university who actively play have a learning ability that is less active in learning. The study USES a quantitative descriptive study method. The data collection method used was "questionnaire or angket." The data analysis used in the study are descriptive statistical analysis, regression analysis and hypothetical testing. The results of this study are: that how online games affect students' learning (y) at a level of t count > t tables and rxy 0849 cordating results. Online games significantly affect how to learn. This can be verified from the results of the ftable value of 4,113 and the significance of ftable 0.00. Critical coefficiencies by 0.79 or 79%. This means 79% of the impact online games have on student learning while for the rest 21% are affected by other variables not examined by this study. Key words : Game Online, student learning

This study aimed to compare composition of the optimal portfolio of stocks, the proportion of funds in each of these stocks and calculate risk and return portfolio from Investor33 (INV33) Index and Jakarta Islamic Index (JII) in research period January 2016-December 2018. The method used in this research is a quantitative descriptive method. Sample in this study using purposive sampling were 24 stock from INV33 Index and 17 stock from JII Index. The results of the study were as follows : (1) The optimal portfolio of stocks by using capital asset pricing model from INV33 Index are CPIN (Charoen Pokphand Indonesia Tbk), ITMG (Indo Tambangraya Megah Tbk), BBCA (Bank Central Asia Tbk), UNTR (United Tractor Tbk), (TLKM) Telekomunikasi Indonesia (Persero) Tbk, ICBP (Indofood CBP Sukses Makmur Tbk), BBTN (Bank Tabungan Negara Persero Tbk and from JII Index are ADRO (Adaro Energy Tbk), ICBP (Indofood CBP Sukses Makmur Tbk), INCO (Vale Indonesia Tbk), INDF (Indofood Sukses Makmur Tbk), TLKM (Telekomunikasi Indonesia Persero Tbk), UNTR (United Tractor Tbk). (2) The composition of the proportion of funds in optimal portfolio formed by INV33 Index are BBCA (46,49%), CPIN (20,11%), ICBP (12,78%), ITMG (8,59%), UNTR (6,95%), TLKM (4,11%) and BBTN (0,97%) and from JII Index are ICBP (34,96%), ADRO (19,47%), UNTR (16,26%), INCO (10,88%), TLKM (10,43%) and INDF (8,00%). (3) The optimal portfolio of stocks return from INV33 Index was greater than stock portfolio return from JII Index and the optimal portfolio of stocks risk from INV33 Index was lower than stock portfolio risk from JII Index.

Background: Hepatoma  or  hepatocellular  carcinoma  (KHS)  is  a  primary  malignant  tumor  of  the  liver originating from hepatocytes and the 3rd cause of death from cancer in the world. The history of a hepatoma patient can be seen based on the patient's medical record. The filling of medical record is done by doctors, nurses and medical record personel. However, in medical record  filling, incompleteness  is often found and cause inaccurate information. Accuracy coding important for financial of hospital.Methods: Type  of  research  is  quantitative  descriptive,  which  is  to  determine  the  completeness  and accuracy of  the  medical  records  for  hepatoma  cases and procedure code using criteria  for  document  quantitative  analysis in a public hospital, Padang. The study  design  used  a  retrospective  analytical  approach. The variables in the study were completeness of discharge summary and accuracy of hepatoma procedure based on ICD-9 CM. The population in this study were inpatient medical record documents for Hepatoma cases at a public hospital, Padang from June to August 2019, which were 45 medical record documents (discharge summary form) of hepatoma inpatients.Results: From 45 hepatoma patient medical record documents, filling of item name, medical record number, date of admission, indication of the patient being treated, history, physical examination, diagnostic examination, procedures, medications given, medicines used at home, PPBS doctor's signature, DPJP doctor's hand is complete 100% . Highest incompleteness of filling was found  at code ICD (47%) and address item (43%). From 45 discharge summary , accuracy procedure code at hepatome case shows 100 % accurate in ultrasonoggrafi abdomen and ultrasonografi thorax. While that EKG 98% accurate and 95 % rontgen thorax.Conclusions: In general, item data of discahrege summary for hepatoma medical record are completenes; highest incompleteness of filling was found  at code ICD (47%) and address item (43%); Accuracy of code procedure more than 90% in each code procedure.

  This research method uses quantitative descriptive analysis techniques. While the research design uses an action research model. The sample of this research is 34 students. The results of data analysis showed that the development of students before using LMS Schoology and youtube student activity was 61%, material absorption was 63.4%, with an average grade of 72.3% and completeness of students who achieved the KKM score was 56.7%. After learning is combined with the use of LMS Schoology and youtube, it continues to increase starting from the first cycle, student activity reaches 77%, material absorption capacity is 81.6%, class average value increases 80% and student completeness reaches 76.5%. Then there was an increase in learning outcomes in the second cycle after correcting the weaknesses of the first cycle, student activity reached 95%, material absorption was 100%, the class average value increased 86.8% and student learning completeness was 100%. so that the action has stopped in cycle II only. This data shows that the use of LMS Schoology and youtube has been able to improve student learning outcomes in class XI MIPA I on polynomial material in a fun way. ABSTRAKMetode penelitian ini menggunakan teknik analisis deskriptif kuantitatif. Sedangkan rancangan penelitian menggunakan model penelitian tindakan. Sampel penelitian ini adalah 34 siswa. Hasil analisis data menunjukkan bahwa perkembangan siswa sebelum memanfaatkan LMS Schoology dan Youtube keaktifan siswa siswa 61%, daya serap materi 63,4%, dengan nilai rata-rata kelas 72,3% dan ketuntasan siswa yang mencapai nilai KKM adalah 56,7%. Setelah pembelajaran dikombinasikan dengan pemanfaatan LMS Schoology dan Youtube mengalami peningkatan terus mulai dari siklus I, keaktifan siswa mencapai 77%, daya serap materi 81,6%, nilai rat-rata kelas meningkat 80% dan ketuntasan siswa mencapai 76,5%. Kemudian terjadi peningkatan hasil belajar pada siklus II setelah memperbaiki kelemahan dari siklus I keaktifan siswa mencapai 95%, daya serap materi 100% , nilai rata-rata kelas meningkat 86,8% dan ketuntasan belajar siswa 100%. sehingga tindakan sudah berhenti pada siklus II saja. Data ini menunjukkan bahwa Pemanfaatan LMS Schoology dan Youtube telah mampu meningkatkan hasil belajar siswa kelas XI MIPA I pada materi polinomial melalui cara yang menyenangkan.

This qualitative quantitative descriptive-analytical study aimed to describe the non-obligatory shifts employed in three English Disney animated films dubbed into MSA by applying Toury’s (1995/2012) normative model and shifts introduced in the course of his applied case studies. The researcher described and analyzed preliminary, initial and operational norms (non-obligatory shifts) employed on the level of three textual segments: the lexical-semantic, the stylistic, and the prosodic. The researcher compared those shifts with the original choices in the English versions of three selected Disney animated films. In the light of Toury’s theory (1995/2012), the current study investigated the hypothesis that the accepted socio-cultural, ideological, and linguistic norms of the Arabic culture directed the choices of the non-obligatory shifts chosen by the Arabic dubbers of English Disney animations dubbed into MSA. This investigation was conducted in application to three case studies, namely, Tangled (2010), Frozen (2013) and Big Hero 6 (2014). In order to decide the most frequently used shifts in the process of dubbing, the frequency rate of each non-obligatory shift was calculated to determine the highest frequently used shift. The study came to the conclusion that there is a direct relationship between the non-obligatory shifts (operational norms) applied during dubbing on the one hand and the socio-cultural, ideological, and linguistic norms imposed by the target culture on the other hand. Those target culture norms governed not only the operational choices but also the preliminary choices of the three selected Disney animated films dubbed into MSA. Affected by the preliminary and operational norms, Arab dubbers’ tendency towards producing acceptable rather than adequate translations decided the initial norms.

This study aims to determine the effect of virtual learning on Islamic Religious Education learning outcomes, the effect of parental participation on Islamic Religious Education learning outcomes, as well as the effect of virtual learning and parental participation on PAI learning outcomes at SMPN 4 Karanganyar academic year 2020/2021. The hypothesis proposed is that virtual learning and parental participation have a significant effect on PAI learning outcomes for class VIII SMPN 4 Karanganyar academic year 2020/2021. This research is quantitative descriptive with data collection methods are questionnaires, observations, interviews and documentation. Subjects were taken by class VIII SMPN 4 Karanganyar with a population of 360 and a sample of 100 students. Data analysis used preliminary analysis, hypothesis testing and further analysis. The results showed that the effect of virtual learning on PAI learning outcomes was in good category, the influence of parental participation on PAI learning outcomes was in good criteria, and the influence of virtual learning and parental participation had a significant effect on PAI learning outcomes for class VIII students of SMPN 4 Karanganyar academix year 2020/2021 which is in the good category.

This study aims to increase the activeness and learning outcomes of students in the subject of testing the quality of fisheries products in grade 3 semester 6 of the TPHP study program in SUPM Sorong, through the application of the Peer Tutor Method . The Research subjects of class 3 TPHP semester 6 year 2019/2020 with 26 students. This research consisted of two cycles and each cycle with three meetings and before the first cycle was carried out a pre-cycle. Data collection techniques using observation, test learning result, and documentation. The data analysis technique used quantitative descriptive. the result of the Classroom Action Research (CAR) show that the application of Peer Tutor Learning method in the Fishery Product Quality Testing subject can increase the activeness and learning result grade 3 students. The average precentage of students' learning activeness in the first cycle ws 53%, an increase in the second cycle to 74% . The increase in student learning activeness is in the indicators of paying attention to material explanations from the teacher, listening to material explanation from the teacher, paying attention to material explanations from Peer Tutors, listening to marerial expanations from Peer Tutors and making marerial notes.

Distance Learning is the best solution that the world of education can do today to avoid spreading the COVID-19 virus and its variants. By implementing distance learning, it is hoped that students will listen to material explanations from the teacher and actively participate in learning activities in the form of finding sources of information from other media. This study aims to determine the effect of distance learning and the role of parents on PAI learning achievement for class VIII SMP Negeri Mojogedang Karanganyar Regency for academic year 2020/2021. The hypothesis proposed is that distance learning and the role of parents have a significant effect on PAI learning achievement for class VIII SMP Negeri Mojogedang Karanganyar Regency for academic year 2020/2021. This type of research is quantitative descriptive with data collection methods through questionnaires, observations, interviews, and documentation. The research subjects were eighth-grade students of SMP Negeri 2 Mojogedang with a population of 260, and a sample of 116 students was taken. The results of the study show that: distance learning has a positive and significant effect on PAI learning achievement for class VIII students of SMP Negeri 2 Mojogedang Karanganyar for academic year 2020/2021; the role of parents has a positive and significant impact on PAI learning achievement for grade VIII students of SMP Negeri 2 Mojogedang, Karanganyar Regency for academic year 2020/2021; distance learning and the role of parents have a positive and significant effect on PAI learning achievement for class VIII students of SMP Negeri 2 Mojogedang, Karanganyar Regency for academic year 2020/2021.

Poverty is a classic problem in many regions in Indonesia, including the Bengkulu Province. There are several causes of poverty case in Bengkulu, three of which are low human resources, inadequate rural health infrastructure, and less productive population with productive working age. The purpose of the study is to examine 1) the influence of human resources management, health infrastructure, and productive age partially on poverty in Bengkulu Province, and 2) the influence of human resources, health infrastructure respectively through mediation of productive age on poverty in Bengkulu Province. This study uses a quantitative descriptive approach using secondary data. The research population is all districts/cities in Bengkulu Province totalling 9 districts and 1 city in 2010 – 2019. This study uses saturated sampling. The data was then processed and analyzed using SEM-PLS. The results of the study show that human resources proxied by the Human Development Index (HDI) had a positive effect on the poverty level, health infrastructure had no effect on the poverty level, productive age had no effect on the poverty level, productive age was not a mediating variable between resources and the poverty level, so that cannot be used as a mediating variable, and productive age does not mediate the effect of health infrastructure on poverty levels in Bengkulu Province.
