The Hoover Commission's personnel management report was published on February 9, 1949, early in the first session of the 81st Congress. Four sessions of the Congress have had an opportunity to act on the report, and the executive branch has had four years to take advantage of those recommendations that could be adopted by administrative action. This seems to be an appropriate time, therefore, to review the record of progress in both legislative and executive branches, in order to learn the extent to which these far-reaching recommendations for improvement of federal personnel management have been adopted.Soon after publication of the report, intensive study and discussions began within the executive branch. The Civil Service Commission sent a preliminary memorandum of its views to the President on March 23, 1949, with a transmittal letter referring to the report as a “constructive document,” and agreeing with the objective of establishing a civilian career service. The Federal Personnel Council, composed of personnel directors of federal agencies and representatives of the Civil Service Commission and the Bureau of the Budget, made a detailed study of the report and submitted a number of comments to the Civil Service Commission.

The National Security Council, created by the National Security Act of 1947, is the instrument through which the President obtains the collective advice of the appropriate officials of the executive branch concerning the integration of domestic, foreign, and military policies relating to the national security. An outline of the genesis of this new governmental agency will indicate in part its present rôle.Even before World War II, a few far-sighted men were seeking for a means of correlating our foreign policy with our military and economic capabilities. During the war, as military operations began to have an increasing political and economic effect, the pressure for such a correlation increased. It became apparent that the conduct of the war involved more than a purely military campaign to defeat the enemy's armed forces. Questions arose of war aims, of occupational policies, of relations with governments-in-exile and former enemy states, of the postwar international situation with its implications for our security, and of complicated international machinery.

Until the 1990s, the Mexican Congress functioned as a rubber-stamp institution whose main function was the approval of the presidents’ bills. The subordination of Congress to the executive branch produced, among other effects, the hindering of legislative policy analysis. Since government agencies had control over the policy process, it was not necessary for legislators neither to become policy specialists nor to invest resources and time in the development of professional staffs that could carry out policy analysis on diverse areas. However, as the process of democratization advanced, legislators started to create research centers and established civil service systems in order to professionalize the staff that supports legislative work. This chapter provides an assessment of the congressional policy analysis carried out in Mexico by focusing on the lower chamber (Chamber of Deputies) of the federal Congress. It argues that research centres and legislative committees perform three types of policy analysis. The limited functioning of the civil service system, the politicization of legislative staff, and low salaries are the main factors that undermine the quality of policy analysis in the Chamber of Deputies.
