Naoki Sakai

In The End of Pax Americana, Naoki Sakai focuses on U.S. hegemony's long history in East Asia and the effects of its decline on contemporary conceptions of internationality. Engaging with themes of nationality in conjunction with internationality, the civilizational construction of differences between East and West, and empire and decolonization, Sakai focuses on the formation of a nationalism of hikikomori, or “reclusive withdrawal”—Japan’s increasingly inward-looking tendency since the late 1990s, named for the phenomenon of the nation’s young people sequestering themselves from public life. Sakai argues that the exhaustion of Pax Americana and the post--World War II international order—under which Taiwan, South Korea, Hong Kong, and China experienced rapid modernization through consumer capitalism and a media revolution—signals neither the “decline of the West” nor the rise of the East, but, rather a dislocation and decentering of European and North American political, economic, diplomatic, and intellectual influence. This decentering is symbolized by the sense of the loss of old colonial empires such as those of Japan, Britain, and the United States.

Testing strategies have varied widely between nation states during the COVID-19 pandemic, in intensity as well as methodology. Some countries have mainly performed diagnostic testing while others have opted for mass-screening for the presence of SARS-CoV-2 as well. COVID passport solutions have been introduced, in which access to several aspects of public life requires either testing, proof of vaccination or a combination thereof. This creates a coupling between personal activity levels and testing behaviour which, as we show, leverages the heterogeneous behaviours in the population and turns this heterogeneity from a disadvantage to an advantage for epidemic control.

Social media has become a big role in people's lives. The attitudes and influence of today's society are greatly influenced by the circulation of information on social media. Language Contact Between Lithuanian and Polish in the Historical Anthroponymy of Kėdainiai Town of the Seventeenth and Eighteenth CenturiesThis article presents Lithuanian naming trends specific to residents of Kėdainiai in the seventeenth and eighteenth centuries, underlining characteristic cases of Polonisation of their personal names and the most significant factors that affected the recording of anthroponyms in town books. Historical records from the seventeenth and eighteenth centuries (24 Kėdainiai register books from 1623–1799) were used to extract 505 cases of names of Kėdainiai residents. For comparison, the study also considers examples from the 1752–1799 register of christenings kept by St George’s Church of Kėdainiai Parish. The sources under consideration mostly relied on the binary nomination model (using a name and a surname or a personal name that performed the function of the latter), where the first component was a Christian name written in Polish or Latin. In seventeenth-century records, surnames were Polonised: obvious cases of phonetic alterations were noted, some surnames had no endings, some Lithuanian patronymic and diminutive suffixes were replaced with Slavic suffixes, and Slavic patronymic suffixes -evič, -ovič were added to names without suffixes. However, the Slavicisation of anthroponyms particular to Kėdainiai residents in the seventeenth century was not very intense due to extralinguistic and historical circumstances. In the Grand Duchy of Lithuania, the town of Kėdainiai was a Reformist centre of Lithuanianness, and the Lithuanian language was used in the public life of the town. This element of Lithuanianness can also be noticed in the analysed historical sources. Anthroponyms were mostly Polonised in Kėdainiai register books from the eighteenth century. Slavic patronymic suffixes -evič, -ovič were predominant in this period.

The study aims to identify transparency in the Financial and Administrative Control Authority in the Sultanate of Oman. The problem of the study lies in the low status of Omani institutions in the Global Corruption Perceptions Index, which reflects the spread of financial and administrative corruption in the Financial and Administrative Control Authority in the Sultanate of Oman. The study highlights the importance of shedding light on transparency in the Financial and Administrative Control Authority in the Sultanate of Oman. The study followed the descriptive analytical approach to describe and analyze transparency in the Financial and Administrative Control Authority in the Sultanate of Oman. The study reached many results, including that the Financial and Administrative Control Authority is trying to apply governance standards in accordance with the instructions issued in this regard. The results showed that one of the most important dimensions of transparency is the possibility of separating powers, practicing transparency in the areas of public life, and activating the law. The results also showed that the pillars of transparency are clarity of work rules in institutions, the dimensions of suspicious personalities from financial and administrative work, rationalization of consumption, and ensuring access to information by the Financial and Administrative Control Authority in the Sultanate of Oman. The results concluded that the application of transparency greatly contributed to enhancing the freedom of access to information, and the reports of the supervisory bodies on the situation inside the institutions received a lot of attention from the public, which indicates the importance of the prominent media role played by the supervisory institutions in order to enhance the role of transparency. The study recommended the need to expand the application of transparency elements in the financial and administrative control body in the Sultanate of Oman. The study also recommended that the practice of transparency contributes to the spread of more freedoms in society, but it is of the opinion that the application of transparency should not be limited to the public employee in institutions only without looking at the higher leaders, as these leaders may be one of the causes of financial and administrative corruption. The study also recommended that the supervisory authorities have many foundations and standards in the matter of punishment and accountability without prejudice to the rights of the employee, as well as researching the reasons for his fraud and obtaining illegal funds from the institution in which he works.
