Abstract Background Although management is important in healthcare, low- and middle-income countries (LMICs) have little experience measuring the competence of hospital management. While improving hospital management is the main focus of hospital reform in China, few studies have empirically documented the baseline situation to inform policy design. Methods We assessed the management practices of county-level hospitals in Guizhou in southwest China during 2015. We used the Development World Management Survey (D-WMS) instrument to interview 273 managers in 139 hospitals. We scored the management practices of the sampled hospitals, overall and in four dimensions (operations, monitoring, targets, personnel management) and three processes (implementation, usage, monitoring). We then converted the scores to the WMS scale and compared these with data from two other LMICs and seven high-income countries (HICs). Results On a scale of 1 (‘worst practice’) to 5 (‘best practice’), the mean (SD) hospital D-WMS scores were 2.57 (0.46) overall; 2.71 (0.48), 2.64 (0.58), 2.40 (0.64), and 2.56 (0.40) for operation, monitoring, target, and personnel, respectively; and 2.43 (0.48), 2.62 (0.48), and 2.66 (0.47) for implementation, usage, and monitoring, respectively. After conversion to WMS scores, China ranked seventh of 10 countries, after six HICs and higher than one HIC and two other LMICs (Brazil and India). China ranked higher than the two LMICs in each of the four dimensional scores. Conclusions Chinese county-level hospitals should improve their low quality of management by prioritizing target-setting and process implementation, particularly in personnel management. Meanwhile, modern management training should be given to most clinical managers.

Theoretical aspects and practical developments in the use of corporate knowledge management technologies are considered. The importance of knowledge management in the company's personnel management system is analyzed. The technology of benchmarking as a source of obtaining new corporate knowledge is highlighted and described. Special attention is paid to HR analytics processes. The use of benchmarking research as a tool for analyzing the field of personnel management is proposed. Approaches to the development of metrics for benchmarking in the field of personnel management of the organization are described. Based on the study of the practical experience of the use of benchmarking research by companies, the need for the organization of storage and effective dissemination of results has been established. Considering that at present corporate knowledge is becoming the most valuable internal product of the organization, the use of modern information technologies is proposed to expand access to corporate knowledge and solve the problems of decentralization of knowledge, duplication and loss of information for decision-making in the field of personnel management.

The authors of the article, analyzing the experience of the implementation of educational programs for bachelor's, master's and programs of additional professional education in the field of personnel management, focus on the assessment of learning processes and its new aspects, the emergence of which is associated both with the development of learning formats and technologies, and with changes in regulatory and legal requirements for the content and conditions for the implementation of educational programs. The study made it possible to determine the main contours of the assessment of educational programs in the field of personnel management, including indicators and criteria of efficiency, subjects of assessment, the possibility of increasing the level of innovation, as well as to highlight a number of areas for further development and refinement of assessment elements, including the integration of formats and assessment results the effectiveness of educational programs conducted by various subjects and having a different nature of the obligation (state accreditation, independent professional and public accreditation), reflected in the criteria and procedures for assessing the increase in the use of new educational technologies, taking into account delayed learning outcomes.

The Author considers that it is reasonable to use the theory of personel management to interpret the provisions of employment law. This primarly concerns the issue of forms of employment. This should be applied both with regard to flexicurity and in line with the concept of a flexible company. In accordance with HRM theory, the process of job evaluation should be used when defining the principles of remuneration. At the same time, if the remuneration were to be of a market nature (and thus implement three basic features: attract, motivate and retain), then the evaluation must be carried out in accordance with one of the universal methods. This gives the basis for comparison between different organizations. As far as employment restructuring is concerned, its efficiency, according to the Author, comes from the substantive knowledge of employees` representatives about management processed. So such a partner should be trade unions with expert resources or, in the absence of such organisation, a work council.

The article highlights the urgency of the problem. The essence of the personnel management system and its components are emphasized. The directions of influence of organizational culture on separate aspects of personnel management of the enterprise are described. Some examples of personnel management are given in the context of the importance of organizational culture. It is determined that the spiritual and ideological elements of organizational culture determine the content of employee culture and their interpersonal relationships, they directly determine the behavior of employees in the process of their individual and collective actions in the relevant stages of use and development of material elements. It is substantiated that this is an integrating factor that characterizes human relations in the process of formation, development and corresponding changes in the activities of the organization. It is proved that another element of organizational culture is the culture of labor and production, which is presented in the norms, standards and principles of internal regulations established by the owner (manager) and enshrined in regulations that ensure internal relations, stability and efficiency.

Assessing and forecasting employment in international business are important tools for state regulation of the international labor market, and rethinking their role is a necessary condition for overcoming the effects of the global economic crisis. Employment forecasting should be a priority in finding new ways to form an effective international labor market.The purpose of the article is to develop a methodology for studying the factors that determine the capacity, structure and segments of the international labor market.The article considers the issues of identifying and substantiating the factors that determine the capacity, structure and main segments of the labor market in international business. The proposed models of personnel management in international business include a number of successive stages, the algorithm of which allows to obtain sufficiently reasonable results.Analysis of the dynamics of factors over a number of years or several models over a period of time [1-3] allows to establish the basic patterns inherent in the analyzed international market to justify trends in its development and develop a forecast for the future. It is important to identify those factors whose influence will be dominant for this labor market. The effectiveness of international labor market management depends crucially on measures to influence the latter. Based on the results of the analysis, it is advisable to establish the goals of employment promotion policy for the near future, to rank priorities in the implementation of measures to promote employment and social protection in the international labor market.

The article considers the approaches of modern researchers to the study of personnel management system. It is difficult to disagree with the fact that in many organizations the system of work with personnel, namely the structure of professional and job promotion of employees in accordance with their business and personal merits, qualitative composition and level of wages of employees do not meet the objectives of the formation of personnel policy. Correctly developed strategy of personnel management will help to eliminate the problem.
