Significance Since taking office, President Jair Bolsonaro has pledged a series of privatisations but with few advances to date. Finance Minister Paulo Guedes has recently stressed that the government wants to deliver the privatisation of Correios in 2022. In August, the Lower Chamber approved privatisation, but the Senate has postponed a vote on the issue. Impacts There will be no broad consensus among Brazilians in favour of privatising Correios. The benefits of the Correios privatisation remain unclear, undermining arguments in its favour. The government will try to accelerate privatisations as one of the pillars of its liberal economic agenda ahead of elections.

When the electrical signal normally does not travel from the atria, the upper chambers of the heart, to the ventricles, or lower chambers, full heart block occurs. During surgery, the atrio ventricular (AV) node is weakened and complete heart block can result. Often, complete heart block occurs naturally without surgery [1]. Patient History: Heart block is an irregular heart rhythm where the heart (bradycardia) beats too slowly. In this condition, between the upper chamber (atria) and the lower chamber (ventricles), the electrical signals that tell the heart to contract are partially or completely blocked. Present history- The patient 71-year old male who was admitted to hospital on date 25/11/2019 with the chief complaint was severe chest pain, breathlessness, excessive palpitation, vertigo, and sweating since in 4 months. Conclusion: The patient was admitted in the hospital with the chief complaint  of severe chest pain, breathlessness, excessive palpitation, vertigo and sweating since 4 months and his condition was very critical and the patient was admitted in AVBR Hospital and immediate treatment was started.

Mycoplasma bovis (M. bovis) is an important pathogen of cattle responsible for huge economic losses in the dairy and beef industries worldwide. The proteins secreted by M. bovis are mainly related to its adhesion, invasion, virulence, and intracellular survival and play a role in mycoplasma–host interactions. In our previous study, we found MbovP0145, a secreted protein present in the M. bovis secretome, but little is known about its function. In this study, we assessed the inflammatory characteristics and underlined mechanism of this inflammation of recombinant MbovP0145 (rMbovP0145). For this, bovine lung epithelial cells (EBL) were stimulated by rMbovP0145 to see the IL-8 production in a time- and dose-dependent manner. We observed that rMbovP0145 increased the production of IL-8 via ERK1/2 and P38 pathway activation. Further, the effect of the M. bovis ΔMbov_0145 mutant and its complementary strain on IL-8 mRNA expression was also confirmed. A pulldown assay of the GST-tagged MbovP0145 protein with mass spectrometry demonstrated that β-actin could specifically interact with rMbovP0145 to mediate the IL-8 signaling. As knockdown of β-actin expression with RNA interference in EBL cells decreased the mRNA expression of IL-8 and the phosphorylated ERK1/2 and P38 proteins, whereas disrupted actin polymerization by cytochalasin D led to a significantly higher IL-8 expression and MAPK phosphorylation in rMbovP0145-stimulated cells. Compared to M. bovis HB0801 and its complementary strain, the culture supernatant of EBL cells infected with the M. bovis ΔMbov_0145 mutant induced less neutrophil migration to the lower chamber in a transwell system. In conclusion, MbovP0145 promoted IL-8 expression by interacting with β-actin through activation of the MAPK pathway, thus contributing to neutrophil migration.

The article presents a factual analysis of the origin and formation of the “party of power” in Russia. The work demonstrates that at all stages the Russian “party of power” was designed and controlled by the Administration of the President of the Russian Federation. The research carried out by the author shows that Russia’s “party of power” does not meet the criteria that would allow to qualify this political party as dominant, in any of its “incarnations”. This fully applies to the United Russia party that does not exert a significant impact on the appointments to the political and administrative positions and does not have any effect on the decisions that determine the state’s policy. The dominance of the United Russia party in the electoral field is ensured primarily by the electoral corruption, as well as by the fact that its “electoral machine” is represented by the system of public authorities at all levels, from federal to local. In turn, the dominance of this party in the State Duma and the rigid and strictly hierarchical administrative structure that it built in the lower chamber of the Russian Parliament allows the Presidential Administration to control the legislative process and parliamentary activity in general. According to the author’s conclusion, the “party of power” is an externally controlled political organization of a party type that protects the interests of Russia’s ruling nomenklatura and implements its goals in the processes of the formation of public authorities through electoral procedures, as well as in the course of the legislative and parliamentary activity. Not only does such an organization fail to meet the criteria of the dominant party, but it also fails to fully correspond to the concept of a political party per se.

The objective of this study is to construct a platelet-mediated delivery system for drug-incorporated nanospheres. Nanospheres of poly(lactic-co-glycolic acid) (PLGA-NS) with different sizes and surface properties were prepared by changing the preparation parameters, such as the type of polymer surfactant, the concentration of polymer surfactant and PLGA, and the stirring rate. When incubated with platelets, PLGA-NS prepared with poly(vinyl alcohol) suppressed the platelet activation. Scanning electron microscopic and flow cytometry examinations revealed that platelets associated with PLGA-NS (platelet hybrids, PH) had a similar appearance and biological properties to those of the original platelets. In addition, the PH with PLGA-NS specifically adhered onto the substrate pre-coated with fibrin to a significantly great extent compared with PLGA-NS alone. When applied in an in vitro model of tumor tissue which was composed of an upper chamber pre-coated with fibrin and a lower chamber culturing tumor cells, the PH with PLGA-NS incorporating an anti-tumor drug were delivered to the tumor cells through the specific adhesion onto the upper chamber and, consequently, drug release from the upper chamber took place, resulting in the growth suppression of tumor cells. It is concluded that the drug delivery system based on PH is promising for tumor treatment.

Powassan viruses (POWVs) are neurovirulent tick-borne flaviviruses emerging in the Northeastern U.S., with a 2% prevalence in Long Island (LI) deer ticks ( Ixodes scapularis ). POWVs are transmitted in as little as 15 minutes of a tick bite, and enter the CNS to cause encephalitis (10% fatal) and long-term neuronal damage. POWV-LI9 and POWV-LI41 present in LI Ixodes ticks were isolated by directly inoculating VeroE6 cells with tick homogenates and detecting POWV infected cells by immunoperoxidase staining. Inoculated POWV-LI9 and LI41 were exclusively present in infected cell foci, indicative of spread cell to cell, despite growth in liquid culture without an overlay. Cloning and sequencing establish POWV-LI9 as a phylogenetically distinct lineage II POWV strain circulating in LI deer ticks. Primary human brain microvascular endothelial cells (hBMECs) and pericytes form a neurovascular complex that restricts entry into the CNS. We found that POWV-LI9, -LI41 and Lineage I POWV-LB, productively infect hBMECs and pericytes and that POWVs were basolaterally transmitted from hBMECs to lower chamber pericytes without permeabilizing polarized hBMECs. Synchronous POWV-LI9 infection of hBMECs and pericytes induced proinflammatory chemokines, interferon-β (IFNβ) and IFN-stimulated genes, with delayed IFNβ secretion by infected pericytes. IFN inhibited POWV infection, but despite IFN secretion a subset of POWV infected hBMECs and pericytes remained persistently infected. These findings suggest a potential mechanism for POWVs (LI9/LI41 and LB) to infect hBMECs, spread basolaterally to pericytes and enter the CNS. hBMEC and pericyte responses to POWV infection suggest a role for immunopathology in POWV neurovirulence and potential therapeutic targets for preventing POWV spread to neuronal compartments. Importance We isolated POWVs from LI deer ticks ( I. scapularis ) directly in VeroE6 cells and sequencing revealed POWV-LI9 as a distinct lineage II POWV strain. The Spanish political system limits individual MP participation in parliamentary debate favoring parties and parliamentary groups. Using data of the 7th to 10th legislative terms of Spain’s lower chamber (2000–2016) to explore the role of inter- and intra-party factors to MP floor participation, results show that parties and groups constrain MP behavior through three mechanisms. First, monitoring over MP activity ensures MP discipline and predicts very well how much MPs speak and for how long. Second, committee assignments help parliamentary groups regulate MP floor access reducing it to a few relevant MPs. Third, a strong executive minimizes dissent within the majority group in the chamber. Given these mechanisms and a set of rules that privilege party and group structure and restrain parliamentary fragmentation and individuation, legislative debate in Spain features just a few MPs within a model of representation that strongly favors central party-structure control over candidate-constituency bonding mechanisms.

This article applies a mixed-methods approach through semi-structured interviews and document analysis to provide a comprehensive account of administrative and behavioural adaptation within the UK Houses of Parliament (HoP) to the EU’s subsidiarity monitoring mechanism, the Early Warning System (EWS). The article also tests theoretical assumptions regarding the adaptation and use of the EWS on this basis, confirming that Eurosceptic MPs bolster the use of the EWS and finding that the HoP are an outlier among bicameral legislatures, as the lower chamber was the primary user of the EWS. Overall, results demonstrate that both the House of Commons and the House of Lords treated the EWS as an optional bolt-on when adapting to the mechanism. Furthermore, the EWS did not encourage the HoP to increase engagement with UK devolved legislatures, but the mechanism contributed to the mainstreaming of EU scrutiny in the case of the Welsh and Scottish legislatures.


Significance Law and Justice (PiS) has passed legislation through the Sejm, parliament’s lower chamber, which restricts the stakes companies outside the European Economic Area (EEA) may hold in Polish broadcasters. It is widely understood as aimed at private news channel TVN24, which is traditionally pro-Civic Platform (PO) and takes a stance largely critical of the current government. Impacts The bill’s passage will weaken further Poland’s rule of law and discourage foreign investors from operating there. The bill will sour Polish-US relations, but the government does not consider this to be crucial. If PiS manages to close the most important private media, its next step will be to attack news and analysis published by independent NGOs.
