AbstractEuropean Regional Policies aim to close real income gaps between EU-regions by subsidising the economic periphery. These policies are motivated by new divergence theories in economics that imply regional income divergence as a possible result of free markets. However, the same theories identify various advantages from a spatially uneven resource allocation and do not point to an essential need for political interventions. Moreover, the European Commission in its endeavour to countervail agglomeration even pursues policies that sometimes achieve quite the opposite. Thus, this paper argues that European regional policies lack a convincing conceptual framework and should undergo substantial reforms.

By this research we intend to provide a theoretical, methodological and applicative model for analyzing the process of decentralization and territorial development in Romania. Our analysis begins with the conceptual framing of decentralization, and it moves towards identifying the problems related to Romania’s territorial development in the context of administrative decentralization. Decentralization is a stumbling block for post-communist transformation in Central and Eastern Europe, yet in a more complex sense decentralization is both insufficient and excessive. European regional policies and the new concepts of changing the type of intervention do set a different view of how territorial development might look like in Romania. Nevertheless, the local and regional levels are at a standstill due to mismanagement of decentralization in the context of territorial reforms. The paper discusses the objectives and results, as well as the effects and limits of territorial development and decentralization.

The aim of the article is an analysis of regional diversity in economic activity in European society.The following work presents the issue of the effectiveness of European regional politics,namely the process of equation of economic development level in reference to present-dayinternational borders. Both territorial diversity and the changes in the dimensions of chosenratios were analyzed. The analysis covered the statistical regions of second level EuropeanUnion member states. Interest in the diversity of border regions influenced the choice of thosestates which do not border with other regions. The focus on member states from western Europewas a result of the delay in the analysis of regional policies of recently joined EuropeanUnion member states and the consequent lack of comparable statistical data. The analysisincludes regions belonging to: Austria, Belgium, Denmark, France, Finland, Greece, Spain,Holland, Germany, Portugal and Sweden and relates to the years: 2006–2007. The analysisdiscusses the dimension of investment in relation to the number of employed, growth rate ofthe employed and the number of economic subjects in reference to the number of employed.
