AbstractEuropean Regional Policies aim to close real income gaps between EU-regions by subsidising the economic periphery. These policies are motivated by new divergence theories in economics that imply regional income divergence as a possible result of free markets. However, the same theories identify various advantages from a spatially uneven resource allocation and do not point to an essential need for political interventions. Moreover, the European Commission in its endeavour to countervail agglomeration even pursues policies that sometimes achieve quite the opposite. Thus, this paper argues that European regional policies lack a convincing conceptual framework and should undergo substantial reforms.

Customer Relationship Management (CRM), primarily a concept of the private sector for its multi-benefit approach, is catching up fast in public sector, with constituents worldwide demanding better and more customized services built around their needs and to be treated as customers. This has compelled public sector to act like the private in certain ways and to embrace CRM to ensure better planning and resource allocation leading towards constituents’ satisfaction and better quality of life. This chapter identifies the critical aspect of relationship management and provides a conceptual framework for CRM in e-government.

The recent bifurcation of European studies into state-centric and new institutionalist camps has resulted in a sterile theoretical debate that says little about an empirical world where bargaining outcomes cover both member states' preferences and the institutional setting. This article is an attempt to move beyond the theoretical debate. It juxtaposes a conceptual framework for analyzing EU negotiations with an analysis of the bargaining process on the settlement of the European Union's Common Fisheries Policy. The conceptual framework will identify a set of variables that can explain the bargaining outcome: preferences of national government representatives, preferences of the European Commission, and the institutional setting.

The authors analyze the equalization properties of the present system of resource allocation among budgets of different levels in Russia (allocation of tax revenue and intergovernmental transfers). They consider the actual impact of the following federal fiscal instruments on the regional income distribution: the system of intergovernmental transfers, the system of federal tax revenue sharing between federal and regional budgets and the federal net tax on the region.

The European Commission in 2008 in its working document Regions 2020: An Assessment of Future Challenges for EU regions identified challenges that EU regions might face in the coming years. First and foremost, these are the challenges of globalization, demographic change, climate change and the challenges associated with energy supply. On the basis of the report, we designed a system of factors and indicators which could be used to evaluate the vulnerability of regions to future development challenges. We tested this approach in the case of development regions in Slovenia. Results of the analysis show that the proposed approach is an appropriate professional basis for preparation of regional development programs.
