Most children in Ontario, Canada, who are involved in child protection services receive services while living with their family or kin; are temporarily placed in the custody of child protection services and live in foster homes, group homes, or kinship care homes; or are placed permanently in the care of child protection services. Until April 2018, this last group of young people were legally designated Crown Wards. This chapter describes a peer-led strategy which sees current and former Crown Wards in Ontario, Canada, plan their own educational journey while at the same time reaching out to other young Crown Wards to encourage them to do the same. Bourdieu’s field theory—specifically the concepts of social capital and habitus—are applied to the project. Fostering social capital, network mapping, and peer-centered practice are emergent models useful to the engagement process and essential as relational practice methods.

It is well recognised that the maltreatment of children results from a range of factors; some residing within the person, their family history and background, and others, clearly attributable to social stress and difficulties originating external to the family. In the last few decades, child welfare efforts have centred on the improvement of Child Protection Services and raising the prevention of child abuse as a community concern. More recently, attention has been focussed on strengthening the capacity of families to nurture and protect their own as the best means of meeting the developmental needs of children. However, our best efforts to assist families may still necessitate removal to protect the child.Research has identified that children removed for their own protection may be at even greater risk in out-of-home care. (Ryan 1987, Dawson 1984) Whether the incidence of abuse of children in out-of-home care is currently equivalent or higher than for the general population, is at this point a secondary concern. Out-of-home care is an essential and complex service. It is imperative to acknowledge that abuse can occur within the very system entrusted with the responsibility of protecting and caring for vulnerable children and young people.

England’s child protection system is intended to safeguard young people at risk of significant harm – physical, sexual, emotional abuse and neglect. When young people are physically assaulted, stabbed or groomed into drugs trafficking they experience significant harm. To this extent they are entitled to support from statutory child protection services. Using findings from one component of a mixed method multi-site study, data from referrals and assessments into children’s social care is examined to identify the extent to which the right support and protection is realised. Such analysis indicates that despite being at risk of significant harm, young people abused in community or peer, rather than familial, settings will most likely receive a ‘no further action’ decision from social workers following referrals for support. This article suggests that to a certain extent no further action decisions are aligned to the legal and cultural parameters of social work and child protection practice, thus raising questions about the sufficiency of such for safeguarding young people abused in extra-familial settings.

This chapter reports on a qualitative study with 32 young people who grew up in families where there were substance use or serious mental health problems. The aim is to explore young people’s accounts of experiences with child protection services (CPS). The young people had for years been worried about their parents and experienced emotional abuse, stigma, secrecy, anxiety and role reversal. When they understood what was wrong with their parents, they worked hard to protect themselves and their families from unwanted intrusion from public services. They report a reluctance to disclose their situation, and a fear of being taken into care when they were in contact with CPS. To disclose meant the same as letting your parents down. All the families had been in contact with CPS, but the participants mostly had negative accounts of the services they and their families had received. These findings are discussed in light of the emotional and symbolic significance of family ties and embeddedness in family.

First-person narratives are meaning-making devices that can be used as powerful tools to direct developmental changes. For young people who have endured difficulties in their lives, the selection and configuration of such experiences may contribute in significant ways to how they come to understand themselves and what possibilities they hold. Repeated interviews with young people living in residential homes provided by Child Protection Services have demonstrated how the young people give accounts of their past and present as well as their future prospects. Some tell stories that speak of how things have turned out well despite everything that has troubled them. The hindrances to their development are turned around and adversity is spoken of as something from which they have benefitted. Others dwell on how things might have been better if only previous conditions had been otherwise. They get “stuck” because the things that could have made a difference belong to the past. The exploration of narrative configurations in the format of ”Despite all” and ”If only” may illuminate how personal accounts of events have significance in terms of subjectivation and further development. The configuration of self-narratives offers alternative understanding of how out- of-home placement sometimes fails as a measure to support development and how some young people manage despite adversity.

Parliamentary Inquiries into the adequacy of child protection services, as well as best practice care and service delivery in child protection, have been a dominant feature of contemporary Australia in recent times. The direct voices of children and young people in such inquiries are usually missing, despite them being at the very centre of the child protection system and a range of government policies. In this paper we reflect upon this issue and consider why these voices are absent and what factors and barriers limit their inclusion. A review of relevant literature and empirical data indicates that the structures, agendas and processes of such Inquiries are intrinsically adult-oriented endeavours in which the contributions and inclusion of children and young people are not easily accommodated. Through adopting a shift in perspective, orientation and practice, the voices and experiences of children and young people can be included in child protection Inquiries that have critical implications for the quality of their lives and their life chances. Such inclusions uphold the rights of children and young people and support the implementation of government policy in practice.

Australian child protection services have been slower than some of their overseas counterparts, such as the United Kingdom, to recognise the need for specific services for young people leaving care. The last 10 years, however, have seen a body of research into the needs of young people leaving care in various Australian States, with the resulting establishment of specific services in some States. As each State is governed by different Acts that regulate the services provided to young people in care, the development of new services has, of necessity, been on a state by state basis, with little or no coordination or consistency of service provision across Australia.
