The Republic of Colombia was the first Latin American nation to which the United States extended a formal act of recognition in 1822. This country was also the first of these new republics with which the United States negotiated a treaty of friendship, commerce, and navigation. The importance of incorporating the principle of religious liberty in our first commercial treaty with Latin America was revealed in the emphasis that John Quincy Adams, Secretary of State, placed on it in his initial instructions to Richard Clough Anderson, Jr., Minister Plenipotentiary to Colombia. Religious liberty was one of the specific articles stipulated by Adams for insertion in the prospective commercial treaty.

Religious surveys are finding greater percentages of Americans who self-identify as secular. At the same time, religious exemptions under the Free Exercise Clause have become more difficult to obtain. However, religion jurisprudence in the United States has not become more secular for two reasons. First, this greater unwillingness to grant constitutional exemptions reflects a shift in constitutional jurisprudence from “separationism” to “neutrality.” Rather than building a wall between church and state, the Establishment Clause is now interpreted to impose fewer restraints on state-sponsored religion. Second, statutes like the federal Religious Freedom Restoration Act and its state counterparts have not only reestablished separationist era levels of protection for religious liberty but increased them. The result is a religion jurisprudence where religion is accommodated more than ever, while the state has more leeway to advance religion. This combination has unfortunate consequences for both secular people and core secular values, such as antidiscrimination.

In the United States, security fears, particularly connected with terrorism, are preponderant. In Western Europe cultural fears seem to dominate, with many misunderstanding Islam as a direct threat to the norms and values that bind their societies together.

Understanding why elites extend the franchise is one of the central questions in comparative politics. However, most theories fail to account for subsequent extensions of voting rights to once-excluded groups, including women, racial and religious minorities, and the poor. This article reviews three new books in comparative politics that focus on the struggle for voting rights and representation in the first-wave democracies. These books challenge classic assumptions and show that democratization is punctuated by ongoing struggles over inclusion that continue to this day. Together, these books contribute to debates over modernization theory, democratic responsiveness, and the use of the United States as a case in comparative analysis.

This concluding chapter revisits the key arguments developed in each of the four chapters and points to key implications of undertaking a study of home in the age of networks. It argues for a reconsideration of the contours of belonging in contemporary contexts of new media and transnationalism through its specific study of Indian immigrant cultures online. It contends that the question of belonging must be applied more thoroughly to the institutional contexts of online media, for not doing so would neglect a very significant alliance between capital and citizenship in the neoliberal, digital age. Furthermore, in the United States, especially since 2001, immigrants, racial and religious minorities, women of color, and the working class have found themselves at the receiving end of the disciplinary practices of neoliberal states and globalization practices. These institutional contexts shape belonging as much as the textual and hypertextual practices that generate categories of exclusion and inclusion in online media.
