The UK government made significant commitments to upgrading the energy efficiency of seven million British homes by 2020, aiming at reducing carbon emissions and addressing fuel poverty. One alternative to achieve better energy performance in existing houses is retrofit. However, there are difficulties associated with retrofitting social housing. It is currently challenging to compare scenarios (retrofit options) considering costs, potential energy efficiency gains, and at the same time minimising disruption to users. This paper presents a Building Information Modelling (BIM) protocol aimed to support decision making by social housing owners. It adopts BIM to simulate alternative retrofit options, considering: (a) potential reductions in energy consumption, (b) 4D BIM for retrofit planning and reduction of users’ disruption and (c) simulation of costs. A what-if scenario matrix is proposed to support decision making in the selection of social housing retrofit solutions, according to client and users’ needs. A case study of the retrofit of a mid-terrace house is presented to demonstrate the workflow. The main output of the work is the BIM protocol, which can support client decision making in diverse social housing retrofit projects, considering all three elements (energy simulation, planning for reduced disruption and cost estimation) in an integrated fashion. Such an integrated approach enables clients to make better informed decisions considering diverse social housing retrofit options through a simple process using readily available BIM technology.

Abstract The success of energy efficiency policy depends on a number of factors, however, simultaneous application of more than just one policy instrument, coordination of multiple different policy instruments and a correct sequence of application of policy instruments are identified in research as three key factors related directly to policy making. Energy efficiency policy instruments are about the most appropriate ways of overcoming barriers to energy efficiency. The study adopts a policy analysis approach from social sciences to illustrate the relevance of a correct policy-making process in making energy efficiency policy effective. Analysis of interaction between the modules of decision-making matrix looks at the genesis of the faulty choice of energy efficiency policies. Studies of energy efficiency policy instruments indicate that implementation of a single separate policy instrument will most likely fail to achieve the expected results of overcoming barriers to energy efficiency and simultaneous implementation or combination of several policy instruments is preferable. If more than just one separate policy instrument aiming at improving energy efficiency is employed, then coordination in between two or more policy instruments as well as correct sequence of implementation of policy instruments is essential for achieving success. Lack of or insufficient attention to a full cycle of policy analysis leads to absence of one or more of the three key factors. Decision-making about energy efficiency policy instruments becomes faulty and is based on or influenced by ad hoc decisions and random circumstances, like, for example, availability or unavailability of EU financing. Such an approach contributes to maintaining or amplifying existing or creating new barriers to energy efficiency and leads to a new cycle of faulty decisions unless a proper process of policy analysis is applied in preparing and making decisions.

The reception of journalists at the Waspada Daily Medan always went through several rigorous selections before being determined to be accepted as journalists at the Waspada Medan Daily. There are several criteria that must be possessed by each participant as a condition for becoming a journalist in the Daily Alert Medan. To get the best participants, the Waspada Medan Daily needed a decision support system. Decision Support Systems (SPK) are part of computer-based information systems (including knowledge-based systems (knowledge management)) that are used to support decision making within an organization or company. Decision support systems provide a semitructured decision, where no one knows exactly how the decision should be made. In this study the authors applied the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) as the method to be applied in the decision support system application. The VIKOR method is part of the Multi-Attibut Decision Making (MADM) Concept, which requires normalization in its calculations. Within a clinical sports medical setting the discussion about doping is insufficient. In elite-sports use of pharmaceutical agents is daily business in order to maintain the expected top-level performance. Unfortunately, a similar development could be observed in the general population of leisure athletes where medical supervision is absent. As a sports physician you are facing imminent ethical questions when standing in between. Therefore, we propose the application of a standardised risk score as a tool to promote doping-prevention and launch the debate within athlete-physician-relationship. In the longterm such kind of risk stratification systems may support decision-making with regard to «protective» exclusion of sporting competition.

Forms of participation of the population in decision-making, as well as in the selection, realization and co-financing of public projects have been investigated. The analysis of the practices made it possible to identify the features and prospects of the Russian model of initiative budgeting.
