NSF ADVANCE and gender equity

Purpose Supporting the advancement of science, technology, engineering and mathematics (STEM) in ways that help to ensure the health, prosperity, welfare and security of the nation has been central to the mission of the US National Science Foundation (NSF) since 1950, the year Congress created the agency. Preparing a highly qualified and diverse STEM workforce plays a central role in supporting this mission. The paper aims to discuss these issues. Design/methodology/approach Over the past several decades, many positive steps have been taken throughout the US education system to help ensure a more diverse STEM workforce. Even so, women remain underrepresented among STEM faculty in higher education, especially at the upper ranks. Contributing to women’s underrepresentation are systemic obstacles to the recruitment, retention and promotion of women of different racial, ethnic, disability, sexual orientations and nationality statuses. Findings The NSF ADVANCE Program is designed to address these barriers. Success for ADVANCE is, therefore, best defined in terms of the changes made to the structures and climates of academic workplaces, rather than in numbers of women hired, retained or promoted in any one institution at a given point in time. Originality/value This introduction briefly examines the origins of ADVANCE, key transitions in the program over time, its reach nationally and internationally, and its future.

Mexico hosts a large number of modern firms, notably in the sectors of aerospace, automobiles, foods and beverages, which employ high-skilled and well-educated workers. Therefore, Graduates from Science, Technology, Engineering, and Mathematics (STEM) fields are both in high demand in the labor market and among the most highly paid. Even though, 30.9% of Mexican employers report having faced difficulties finding people with the necessary skills to fill vacancies in STEM areas. Three universities in the northwest region of Mexico conformed a STEM network aiming to promote enrollment, retention and gender equality on STEM careers. An instrument based on Questionnaire ROSE-Q or “Relevance of Science Education” allowed gathering information that allows measuring relevant indicators to support the design of actions and strategies. The project was carried out with funds granted in 2016 from the National Council on Science and Technology (CONACYT) . The main indicators impacting the STEM career choice of students are about cultural training, youth identity, and gender equity.

Student enrolment in science, technology, engineering and mathematics (STEM) programs is critical in Mexico. Mexican employers reported having difficulty finding people with the necessary skills to fill vacancies in STEM areas. Our study analysed student responses regarding the main factors in choosing a STEM career. These included everything from gender roles to family opinions. The resulting indicators showed how cultural training, youth identity and gender equity impact career choices related to STEM for students in Mexico’s border areas of Baja California and Sonora. Our results can help define strategies universities should implement and success factors for recruiting and retaining students in STEM programs.

Purpose – The purpose of this paper is to suggest that all of the systems, education, economic and social, are caught in an ever-increasing pace, tied in large part to a set of beliefs, largely economic, that resemble a religion and for which there appears to not be a rational option to escape. Design/methodology/approach – A study of systems. Findings – It is argued that we are at a tipping point where there are too many holes in the intellectual dike, that a shift in many dimensions may not be preventable. Practical implications – While “techno-futurists” are promoting this increasing evolution pace towards a transformational singularity, there appears to be no serious consideration that humanity may get its “wish” as did King Midas. Social implications – There is a serious question as to whether there can be, and should be, alternatives not cast into the frame of the Neo-Luddites. Originality/value – This is a contrarian view of the current effort to promote the educational focus on STEM, science, technology, engineering and mathematics, almost as a pre-cursor to being able to participate in a technology-driven societal model of the future.

A critical race theory was used to analyse policies and strategies in place to enable the participation of New Zealand ethnic women of Latin-American, Middle Eastern, and African (MELAA) origin in Science, Technology, Engineering, and Mathematics fields (STEM) in education and industry. The aim was to find out what policy – and other – levers are available for better participation in the STEM fields by the ethnic women's population. The process involved an analysis of publicly available official documents on STEM strategies at national and regional levels. The main findings were that gender issues are expressed in a generic way, either across all ethnic groups, or across the four ethnic groups where the MELAA stands not clearly identifiable in the classifications. Recommendations include the need to develop policies and strategies that account for race and gender equity as part of an agenda to eliminate marginalization of this group.

Purpose The purpose of this paper is to focus on the issue and the reasons why fertility patterns in many industrialized and post-industrialized societies decline so rapidly, primarily in newly industrialized countries, particularly in East Asia, and especially after the countries have adopted the capitalist and market economy as the preferred approach to improve the lives of their population. Design/methodology/approach The authors discuss gender equality and the relationship between fertility and female labor force participation in industrialized and post-industrialized countries, in the context of role incompatibility, mainly for women and the level of the strength and rigidity of family- and gender-role norms/attitudes that affect the behaviors of men and women. Findings The existing family-related policies and programs which have reduced the role conflict and incompatibility experienced by working mothers are reviewed and discussed under national orientations toward the resolution of work–family conflict since they could affect the relevance, acceptance, significance and effectiveness of policies being developed and approved to carry on under institutional context within a nation. Originality/value Specific strategies and policies to reduce role incompatibility and childcare arrangements and their costs are discussed, especially for East Asian nations.

Purpose – The purpose of this paper is to examine male and female executives as leaders “championing” gender change interventions. It problematizes current exhortations for male leaders to lead gender change, much as they might lead any other business-driven change agenda. It argues that organizational gender scholarship is critical to understanding the gendered nature of championing. Design/methodology/approach – This paper draws on a feminist qualitative research project examining the efficacy of a gender intervention in a university and a policing institution. Interviews with four leaders have been chosen from the larger study for analysis against the backdrop of material from interviewees and the participant observation of the researcher. It brings a social constructionist view of gender and Acker’s gendering processes to bear on understanding organizational gender change. Findings – The sex/gender of the leader is inescapably fore-fronted by the gender change intervention. Gendered expectations and choices positioned men as powerful and effective champions while undermining the effectiveness of the woman in this study. Research limitations/implications – Further research examining male and female leaders capacity to champion gender change is required. Practical implications – This research identifies effective champion behaviors, provides suggestions for ensuring that gender equity interventions are well championed and proposes a partnership model where senior men and women play complementary roles leading gender change. Originality/value – This paper is of value to practitioners and scholars. It draws attention to contemporary issues of leadership and gender change, seeking to bridge the gap between theory and practice that undermines our change efforts.

Women in science, technology, engineering, and mathematics (STEM) fields are under-represented, and women are also less likely than men to be in leadership positions generally. Little is known about the intersection of these areas: women in leadership in STEM. To determine what sort of barriers and assistance female STEM leaders have encountered, a survey was developed asking women who are in academic leadership positions in STEM about their experiences. The main barriers were similar in the STEM area and in leadership: balancing work/home life, devaluing of achievements, and imposter syndrome. The main two types of assistance in both STEM and leadership were support from spouse/partner, and encouragement from peers. The main barriers women encounter are cultural and will take time to overcome. The main assistance women have had comes from people, not training or institutional structures.
