Human capital, HRD and VET: the case of India

Purpose – This paper aims to analyze the role of human capital (HC), human resource development (HRD) and vocational educational and training (VET) in the emerging Indian economy. How may we define the HC, HRD and VET in India? To what extent and how as HRD investments in India contributed to India’s recent economic development? What were the investments and what were the returns? Who invested and who obtained the returns? Is India really different from other countries? Design/methodology/approach – To achieve that goal, the authors use a model of the HC, HRD and VET national market. Specifically, they divide the analysis in four broad stages: stocks, investments and outcomes; supply, demand, price and quantity; needs; and private and public forces. Findings – The authors conclude that the India’s HC, HRD and VET have been growing and will have to grow even more, for India to become developed. Currently, the urgency is even greater in the HRD and VET side than in the education side. The government goals for 2022 are immense, and the raise in the HRD and VET in India that is aimed will effectively change India’s economy and society. Research limitations/implications – The authors only use secondary data. They believe that a deeper and very detailed study on all the States of India could be made, following this paper. Also, the analysis could be replicated for the other BRICS. Practical implications – India HRD and VET market is described as being one of the major India’s problems of today and promises of tomorrow. Social implications – Today, only around ten million of India’s citizens receive HRD and VET annually. This number is to be multiplied between 20 and 50 times. This change will change India’s economy and society. Originality/value – Also, the authors believe that the paper is original because it analyzes India’s HC, HRD and VET with a new conceptual model.

Purpose The purpose of this paper is to explore human resource development (HRD) in Mauritius and the challenges and opportunities faced by organisations in different sectors in adopting HRD practices. Findings This special issue presents four papers that explore dimensions of HRD in public sector, small- and medium-sized enterprises (SMEs) and tourism organisations. It also reports on human capital development in the Mauritian economy generally. Research limitations/implications There is a paucity of knowledge and understanding on HRD in Mauritian organisations. There is significant scope to further explore the effectiveness of national policies and interventions in enhancing HRD and human capital capability. Practical implications The four papers highlight the important role of organisational champions and of the selection and implantation of HRD practices that are good contextual fit and which can contribute to organisation performance.

Purpose The purpose of this paper is to address the confusing use of terminology associated with tourism undertaken by Muslims and to identify key concerns associated with this type of tourism. Design/methodology/approach This is an exploratory study and adopts a critical review of literature following the evolutionary concept analysis method. Content analysis of popular UK media, UK-based tour operators’ websites and tourism strategies of destinations popular with Muslim tourists were conducted to examine the use of terminology. Findings There is no clear difference between the various terms (halal, Muslim friendly, Islamic, etc.) used. Overall, academia uses the term Islamic tourism, while the industry and media use various terms. Among destinations, however, there is no clear and consistent use of terminology. A key concern of Islamic tourism is the role of certification in assuring travellers and the lack of standardisation of halal certification. Research limitations/implications The paper is based on literature review and secondary data analysis. It lacks primary research. Practical implications This study highlights the need for consistent use of terminology across industry. Another implication is the issue surrounding halal certification of food and the importance of trust in the seller/service provide. Another trend that industry providers need to consider is the growth of the Muslim millennial traveller and the needs of this market segment. Originality/value The paper highlights the importance of studying the Muslim tourist market and provides a starting point for further research. It highlights several issues such as the need to develop a typology of Muslim tourists. Of particular interest is the concern whether halal values in danger of being commodified in the absence of a universal agreed criterion for halal certification.

Purpose As volunteering research in nonprofit organizations is growing significantly, the purpose of this paper is to examine the effects of volunteering drivers and work engagement on volunteer continuation will. Design/methodology/approach Building on empirical and theoretical perspectives, the authors hypothesized that work engagement mediates the relationship between volunteering drivers and volunteer continuation will. To verify our hypotheses, we examined data collected from 372 active volunteers from Palestinian nonprofit organizations. The authors conducted structural equations modeling (SEM) analyses using the AMOS 24 platform to investigate direct and indirect effects. Findings The results of the study show that work engagement is a significant predictor of volunteer continuation will; mediates the relationship between career driver of volunteering and volunteer continuation will; and mediates the relationship between the protective driver of volunteering and volunteer continuation will. Research limitations/implications The research design limits establishing cause and effect relationships among the examined variables. Practical implications The results of the current study may be of use for nonprofit organizations managers formulating effective recruitment and training policies to retain their volunteers. Originality/value The paper contributes to the limited empirical body of the volunteering research. The study is novel as it is one of the few studies conducted using data coming from a non-western context.

Purpose This paper aims to provide perspectives on human capital challenges for the events industry in Canada. Industry and educator perspectives are featured in two segments of the paper. Design/methodology/approach This paper provides an overview of the events sector in Canada and includes a literature review clarifying key definitions and terms. Industry and educator perspectives highlight ongoing discussions related to some of the human capital challenges identified in the paper. Findings This paper explores challenges related to human capital such as the pressures of working in the events industry and finding a work – life balance given the demands of the profession. Human capital challenges related to the preparedness of professionals and the need for continued certification and training are also discussed. A potential solution considers licensing and industry-wide certification. Consideration of the benefits and requirements of industry-wide certification and licensing is ongoing. Practical implications This paper emphasizes the need for cooperation between industry and educators to ensure that new events professionals have the necessary skills training and can recognize the need to contribute to the events industry throughout their careers. Originality/value This paper considers perspectives from education and industry and emphasizes challenges that are relevant and current for existing and future events professionals in Canada.

Purpose – This study aims to analyze how organization development (OD) practitioners develop corporate citizenship for the purpose of increasing their organization’s capacity to practice corporate citizenship. Research shows that very few corporations have the organizational capacity to practice corporate citizenship. Evidence exists that ever more corporations adopt programs of corporate citizenship development to increase this capacity. However, there still is a general lack of a strategic understanding of how corporate citizenship development occurs. The potential of OD frameworks and tools for developing corporate citizenship have been highlighted. Nevertheless, how OD practitioners develop corporate citizenship has not been studied empirically so far. Design/methodology/approach – A sociomaterial case study design was used. The work of six OD practitioners when developing corporate citizenship in one of the largest pharmaceutical corporations was studied over several months, based on interviews, observations and document analyses. Findings – The findings presented offer model practices of corporate citizenship development, in the form of five core strategies and five core behaviors that increase an organization’s capacity to practice corporate citizenship. Research limitations/implications – With this study, the notion of corporate citizenship development has become established as a distinct research area. The study might encourage further research in this important niche area. Practical implications – The findings have direct practical implications for at least seven different stakeholder groups. Originality/value – The findings shed new light on both the epistemological and practical foundations of the concept of corporate citizenship, and hint to a new role of the fields of OD and human resource development in the twenty-first century.

Purpose The purpose of this study is to explore trust initiation and development in collaborations between universities and small- and medium-sized enterprises (SMEs) and the implications for enabling engaged scholarship (ES). Design/methodology/approach Adopting a qualitative inductive approach, semi-structured interviews were conducted with a purposive maximum variation sample comprising 14 SMEs and 12 university stakeholders. Findings The authors highlight the role of calculus-based trust in the initiation of collaborations emphasising the key roles of networking and referrals. As collaborations develop, reciprocal insights regarding stakeholders’ competencies and integrity and the development of knowledge-based trust can support engagement, in particular, knowledge application. Although relationships have a common sense of purpose, a fully engaged campus remains absent. Research limitations/implications This study is based on a collaborative research between eight SMEs and one university business school and does not reflect ES fully as conceptualised. It provides few insights into the role of trust (or distrust) in such collaborations where things go wrong. Practical implications Universities looking to enable ES collaborations with SMEs need to develop and enact strategies which support ongoing engagement and enable identification-based trust (IBT). Recommendations for universities and human resource development regarding interventions to support trust initiation and development to enable knowledge application ES are outlined and suggestions are offered for future research. Social implications University strategies to support the development of trust and, in particular, IBT are likely to benefit longer-term relationships and the development of ES between SMEs and universities. Originality/value Little research has been undertaken on trust initiation and development between academic and SME stakeholders or the associated implications for ES.

PurposeBusiness continuity and disaster recovery are directly associated frameworks which guarantee the continued operations of organisations after a disaster has occurred. Thus, researchers have continued to investigate best practices in this area. It is in this vein that the authors of this study seek to draw attention to what pertains in Ghana and what role the government can play to improve the situation. The purpose of this study is to explore some of the disasters which have been suffered by businesses in Ghana as well as the causes, effects and lessons learnt. The study will also look at business continuity and disaster recovery measures that could have been implemented in the examples provided.Design/methodology/approachThe study follows a literature review approach by reviewing secondary data on both man-made and natural disasters that have affected Ghana in the past decade through the review of literature.FindingsThe comprehensive study of the selected disasters indicated the presence of business continuity and disaster recovery measures in some formal institutions; however, the informal sector appeared to have minimal provision for handling disasters.Research limitations/implicationsThe authors were limited to the use of the account from the resources used since this study relied on secondary data.Practical implicationsThe study indicates that businesses in Ghana must implement business continuity and disaster recovery plans to protect business operations in the event of a disaster.Originality/valueThe study has not been previously published in any other journal. Secondary data for carrying out the study were obtained from other publications including online media platforms in Ghana.

Purpose This study aims to assess the hospital readiness and resiliency in a disaster-prone Indonesia. Design/methodology/approach Hospital Safety Index (HSI), containing 151 items, was used to assess ten hospital in West Java and five hospitals in Yogyakarta. Findings The average level of HSI for the hospitals under investigation is B, indicating that their ability to function during and after emergencies and disasters are potentially at risk, thus, intervention measures are needed in the short term. Hospitals in Yogyakarta scored lowly in terms of their emergency and disaster management, even though they have previously experienced major disasters in 2006 and 2010. Practical implications The role of the government is crucial to improve hospital readiness and resiliency in Indonesia. It is recommended that they: identify disaster-prone areas so that their hospital readiness and resiliency can be assessed; assess the readiness and resiliency of hospitals the prioritized areas; implement intervention measures; re-assess the readiness and resiliency of hospitals in the prioritized areas after implementing intervention measures; and develop a framework to ensure that the hospitals can maintain their level of readiness and resiliency over time. Originality/value Research on hospital readiness and resiliency in Indonesia is still limited despite the size of the country and its proneness to disasters. This research has investigated the feasibility and value of using HSI to assess hospital readiness and resilience in Indonesia.

Purpose The purpose of this paper is to explore how various factors, particularly ones associated with ability to assimilate to a new country such as social capital and human capital, may affect the happiness of immigrants in different age groups. Design/methodology/approach The study utilizes the New Immigrant Survey 2003, which is a nationally representative survey of immigrants who became permanent US residents, to produce four separate ordered logit regressions, each for a different age group, 18-34, 35-49, 50-59, and 60 and older. Findings The empirical results indicate that employment is important to happiness among young immigrants (age 18-34). For middle-aged immigrants happiness is strongly related to family life (i.e. being married, having children), human capital, and wealth. For older immigrants (age 60 and over) happiness is significantly linked to social capital (i.e. involvement in religious institutions, communication ties to friends and family). Practical implications Understanding factors associated with the happiness of immigrants can help communities to undertake appropriate support and services for different age groups. Originality/value The study differentiates what contributes to the happiness of immigrants in different age groups. Most studies only include a binary categorical variable for age groups and do not employ a fully differentiated analysis for age. The study also explores how social capital relates to happiness. Studies of happiness among immigrants mostly omit any role of social capital variable.

Women in India have faced a lot of problems and issues for their rights. Therefore, the present paper aims to examine the role of education for women empowerment in India and study the government schemes for women empowerment in India. The present study is based on the descriptive type of research. For this study, the researcher used secondary data. The study found that women empowerment is an energetic and dynamic process that facilitates them to realize their identity and power in all characteristics. Due to the lack of educational facilities and training, Indian women left their education in the middle. That is why Indian women are far away from their rights. Most of the Indian women are housewives, but in the present time, it has been improved in many areas; most of the vocational courses and training programs have been introduced by the Indian government.
