Purpose The much-trumpeted Green Climate Fund and several other official financial mechanisms for financing adaptation to climate change under the UN Framework Convention on Climate Change have fallen short in meeting adaptation needs. Many poorer people are still grappling with the scourge of climate change impacts. Consequently, there has been a dominant research focus on climate change financing emanating from official development assistance (ODA), Adaptation Fund, public expenditure and private sector support. However, there has been little attempt to examine how migrants’ remittances can close adaptation financing gaps at the local level, ostensibly creating a large research gap. This paper aims to argue that migrants’ remittances provide a unique complementary opportunity for financing adaptation and have a wider impact on those who are extremely vulnerable to climate change. Design/methodology/approach The paper is aligned to the qualitative research approach. Both secondary and primary data acquired through interviews and focus group discussions were used for the study. Multiple sampling methods were also used to select the respondents. Findings The findings show that remittances are used to finance both incremental costs of households’ infrastructure and consumption needs, as well as additional investment needs to be occasioned by ongoing or expected changes in climate. Originality/value In the wake of dwindling government/public revenue, ODA and poor commitment of Annex II countries to fulfil their financial obligations, the study makes the following recommendations: First, the financial infrastructure underpinning money transfers in both sending and recipient countries should be improved to make transfers attractive. Second, significant steps should be taken to reduce the fees on remittance services, especially for the small transfers typically made by poor migrants. Finally, adequate climatic information should be made available to local people to ensure that remittances are applied to the right adaptation option to avoid maladaptation.

ABSTRACTThis paper sets out some of the economic factors underpinning Scotland's move to a low-carbon economy. Economics matters, since it addresses the costs of reducing greenhouse gas emissions, the costs of climate change impacts, and the economic factors that motivate individuals' behaviour and the behaviour of businesses. All of these are important in understanding the barriers to meeting targets and to successful adaptation, and in thinking about how these barriers can be lifted. We discuss the relative merits of market mechanisms such as carbon taxes and cap-and-trade, the cost of including additional targets, and the issue of counting carbon embedded in imported goods. An efficient way of achieving carbon reductions is to widen the scope of carbon trading to include forestry, transport and agriculture. Energy efficiency in businesses and households and adaptation to climate change are a priority, because the benefits will be felt in the short term and at the local level.

Purpose – This paper aims at understanding how smallholder farmers are adapting to drought and what shapes their vulnerabilities and ability to adapt. Considering that their capacity to adapt to climate change has been undermined not only by the natural vulnerabilities due to their geographic location but also by the social context, gender and institution that interact to influence and determine household and individual vulnerability and responses to drought. Design/methodology/approach – Both primary and secondary data were used. Primary data were collected by use of structured questionnaires from 128 male-headed households and 122 female-headed households in eight villages in the Nguru Local Government Area, as well as from key informant interviews and focus group discussions. Findings – Climate change is not a concept recognized by most farmers and does not have standard translation in the local language; farmers believe the term refers to change in weather. Drought and crop failure are causing despair and frustration, and farmers reported that they are struggling to adapt. The resources and support inputs required for responding to climate change and variability are socially differentiated by gender, women’s and men’s responses to drought impacts as well as their access to adaptation resources and support differ significantly. Women are in particular unable to access the favored adaptation strategies promoted by Yobe State Agricultural Development Programme as a government support institution assigned with the responsibility of helping farm households adapt to climate change in ways that will increase their adaptive capacity. Originality/value – These findings are essential for informing policy decisions by ensuring that the experiences of both women and men and the context in which they operate are embedded into policy design.

Purpose – Climate change continues to pose a serious challenge to mankind. Given their socio-economic and vulnerable situations, resource-poor farmers will be hard hit and likely to be the most affected group in Africa – a continent that will bear the full brunt of inclement weather conditions. The purpose of this paper is to address the questions of how local farmers read and predict the weather, and how best they can collaborate with weather scientists in adapting to climate change and variability in the Okavango Delta of Botswana. Design/methodology/approach – A multi-stage sampling procedure was employed in sampling a total of 592 households heads (both men and women) in eight rural communities in the Okavango Delta, Botswana. Findings – Analysis indicates that about 80 per cent of the farmers had a good knowledge of weather forecasting. In a knowledge validation workshop organised and implemented in early August 2012, farmers and scientists identified a nine-point agenda and strategies for addressing the challenges posed by climate change to community well-being and agricultural production. Knowledge sharing, installation of community weather stations and local-level capacity building are amongst the strategies identified. Research limitations/implications – The research is only limited to the Okavango Delta, Botswana. Originality/value – The paper emanates from original field research. The outcome of the paper provides pertinent information for policy formulation on how best to enhance small farmers’ adaptation to climate change.

Adaptation to climate change is the ability of a society or a natural system to adjust to the conditions that support life in a certain climate region, including weather extremes in that region. The current discussion on adaptation to climate began in the 1990s with the publication of the Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC). Scientific results are mainly published internationally or at a national level, and political guidelines are written at transnational (e.g., European Union), national, or regional levels. But since the implementation of adaptation measures must be planned and conducted at the local level, a major challenge is to actually implement adaptation to climate change in practice. Needless to say, the challenges for implementation are rooted in a large number of uncertainties from long time spans to matters of scale, as well as with economic, political, and social interests. From a human perspective, climate change impacts occur rather slowly while local decision makers are engaged with daily business over much shorter time spans. Among the obstacles to implementing adaptation measures to climate change are three major groups of uncertainties: (1) the uncertainties surrounding the development of our future climate, which include the exact climate sensitivity of anthropogenic greenhouse gas emissions, the reliability of emission scenarios and underlying storylines, and inherent uncertainties in climate models; (2) uncertainties about anthropogenically induced climate change impacts (e.g., long-term sea level changes, weather patterns, and extreme events); and (3) uncertainties about the future development of socioeconomic structures, economic development and stability, and overall political stability. Important challenges that add to these uncertainties involve current legislation (e.g., granting building permissions in potentially flood-prone areas and related economic interests). Besides slow changes that influence areas such as vegetation zones, extreme events are a factor of major importance. In addition, many societies and their socioeconomic systems are not properly adapted to their current climate zones (e.g., intensive agriculture in dry zones) or to extreme events (e.g., housing built in flood-prone areas). Adaptation measures can be successful only by gaining common societal agreement on their necessity and overall benefit. Ways to identify and implement societal and economically acceptable adaptation measures also optimally include “no-regret” measures—measures that have at least one function of immediate social benefit as well as long-term, future benefit. To identify socially acceptable and financially viable adaptation measures successfully it is useful to employ structured communication measures that give all involved parties and actors a voice and a possibility to engage in the process of identifying adaptation measures that best fit collective needs.

Purpose The city of Can Tho, located on Vietnam’s Mekong Delta, has been identified as one of the nation’s most vulnerable sites for adverse climate change-induced impacts. Can Tho’s policymakers are faced with tackling these challenges but lack the necessary tools and funds to properly address the situation. The study aims to develop a set of indicators to assess the degree of climate change vulnerability so that policymakers can determine which of Can Tho’s districts are most in need of attention, and then propose the best options for climate change adaptation activities. Design/methodology/approach The indicators, including quantifications of exposure, sensitivity and adaptive capacity, were categorized in three tiers, from 1 to 3, to reflect their importance with regard to the situation. The higher tier indicators comprised a number of lower tier indicators, which were developed based on real-life, practical situations at the local level. Findings The results showed that the Thoi Lai District, with a vulnerability indicator estimated at 0.59, is more vulnerable to the impacts of climate change than other districts because of its lower adaptive capacity and higher sensitivity. In contrast, Ninh Kieu District’s climate change indicator of 0.24 demonstrates it has higher resilience to climate change impacts. Originality/value This study showed that the set of indicators developed provides a promising approach for supporting local policymakers in Can Tho to actively respond to climate change-related challenges, and that this approach has the potential to be upscaled for other cities in Vietnam.

Abstract Climate change has recently emerged in the scientific dialogue as an important environmental issue. Several policies from the global to the local level have been formulated to frame the actions and measures that will enhance the resilience of societies and space. The focus is on outlining goals, objectives, and strategies both for mitigating climate change impacts and for adapting to reduce its effects and ameliorate vulnerability. The Greek National Strategy for Adaptation to Climate Change (2016) includes certain adaptation measures that relate to the design, increase and integration of open / green spaces, and recognises spatial planning as a framework for the effective coordination of adaptation policies. This work focuses on the recording and evaluation of relevant policies that are formed at the metropolitan level in Greece, with emphasis on the organisation of green networks, as provided by strategic spatial planning. The study reveals that the effective contribution of spatial planning lies largely in the way it is utilised as a governance tool for policy coordination and management and the efficient integration of the planning system, from the national to the local level.

This study aimed to determine the effect of the socio-economic factors on climate change adaptation strategy of white pepper farmers in Bangka-Belitung Province, Indonesia. West Bangka Regency was chosen as a research site because this area is  one of the main producer areas of white pepper. Then, 70 samples of white pepper farmers were randomly selected. The cross-section primary data were collected through interviewed directly with farmers in the research location using a list of questions in the questionnaire which had been served by the researcher. The logit regression model was used to analyze factors influencing farmers' adaptation to climate change. This research suggested as follows: 1) government programmes related to accelerating the implementation of climate change adaptation should be prioritized to female farmers 2) knowledge and technical skill of extension agent at local level relate to implementing adapted strategies of climate change must be increased, as well as materials regarding the implementation of climate change adaptation should be part of the agricultural extension syllabus for white pepper farmers.

PurposeThis study aims to investigate how buyer-assisted lean intervention in garment supplier factories affects garment suppliers' productivity and production capability development.Design/methodology/approachEmploying a qualitative research approach and a lean intervention design, a multiple case study method was adopted for this study. Quantitative data on productivity performance and qualitative data on production capability development were collected from a Danish buyer and their four corresponding garment suppliers. Collected data were analysed using standard lean measurement tools and qualitative data analysis techniques.FindingsThis study demonstrates that buyer-assisted lean intervention is a useful strategy for garment suppliers to enhance their productivity and production capability. However, suppliers need to select the right lean tools, ensure seriousness and commitment to lean initiatives, substantial involvement of top management and workers, arrange formal and informal training, provide performance-based financial/non-financial incentives and nurture a learning culture to facilitate suppliers' production capability development.Research limitations/implicationsThis study implemented few lean tools in a single sewing line in four supplier factories for a short intervention duration. Thus, there is a scope for future studies to investigate the impact of the lean intervention on a large scale.Practical implicationsThe findings of this study might bring new insights to the management of buyer and supplier firms concerning how buyers could involve in suppliers' lean intervention initiatives and what suppliers need to ensure to develop production capability.Originality/valueFor the first time, this study engaged a buyer in suppliers' lean intervention initiatives to improve productivity and production capability in the garment industry of a developing country.
