Adaptation to Climate Change

Adaptation to climate change is the ability of a society or a natural system to adjust to the conditions that support life in a certain climate region, including weather extremes in that region. The current discussion on adaptation to climate began in the 1990s with the publication of the Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC). Scientific results are mainly published internationally or at a national level, and political guidelines are written at transnational (e.g., European Union), national, or regional levels. But since the implementation of adaptation measures must be planned and conducted at the local level, a major challenge is to actually implement adaptation to climate change in practice. Needless to say, the challenges for implementation are rooted in a large number of uncertainties from long time spans to matters of scale, as well as with economic, political, and social interests. From a human perspective, climate change impacts occur rather slowly while local decision makers are engaged with daily business over much shorter time spans. Among the obstacles to implementing adaptation measures to climate change are three major groups of uncertainties: (1) the uncertainties surrounding the development of our future climate, which include the exact climate sensitivity of anthropogenic greenhouse gas emissions, the reliability of emission scenarios and underlying storylines, and inherent uncertainties in climate models; (2) uncertainties about anthropogenically induced climate change impacts (e.g., long-term sea level changes, weather patterns, and extreme events); and (3) uncertainties about the future development of socioeconomic structures, economic development and stability, and overall political stability. Important challenges that add to these uncertainties involve current legislation (e.g., granting building permissions in potentially flood-prone areas and related economic interests). Besides slow changes that influence areas such as vegetation zones, extreme events are a factor of major importance. In addition, many societies and their socioeconomic systems are not properly adapted to their current climate zones (e.g., intensive agriculture in dry zones) or to extreme events (e.g., housing built in flood-prone areas). Adaptation measures can be successful only by gaining common societal agreement on their necessity and overall benefit. Ways to identify and implement societal and economically acceptable adaptation measures also optimally include “no-regret” measures—measures that have at least one function of immediate social benefit as well as long-term, future benefit. To identify socially acceptable and financially viable adaptation measures successfully it is useful to employ structured communication measures that give all involved parties and actors a voice and a possibility to engage in the process of identifying adaptation measures that best fit collective needs.

Successful adaptation measures are usually achieved by developing “no-regret” measures, in other words—measures that have at least one function of immediate social and/or economic benefit as well as long-term, future benefits. To identify socially acceptable and financially viable adaptation measures successfully, it is useful to employ participatory tools that give all involved parties and decision makers the possibility to engage in the process of identifying adaptation measures that best fit collective needs.

Utilising climate funds properly to reduce the impact of potential risks of climate change at the local level is essential for successful adaptation to climate change. Climate change has been disrupting the lives of millions of households along the coastal region of Bangladesh. The country has allocated support from its national funds and accessed international funds for the implementation of adaptation interventions. With the focus of the scientific community on climate finance mechanisms and governance at the global and the national level, there is a lacuna in empirical evidence of how climate finance affects risk appraisal and engagement in adaptation measures at the local level. This paper aims to examine how the support from climate finance affects risk appraisal in terms of the perceived probability and severity and the factors which influence risk appraisal. A field survey was conducted on 240 climate finance recipient households (CF HHs) and 120 nonclimate finance recipient households (non-CF HHs) in Galachipa Upazila of Patuakhali District in coastal Bangladesh. The results indicate that both CF and non-CF HHs experience a high probability of facing climatic events in the future; however, CF HHs anticipated a higher severity of impacts of climatic events on different dimensions of their households. With higher income and social capital, the overall risk appraisal decreases for CF HHs. CF HHs have higher engagement in adaptation measures and social groups and maintain alternative sources of income. Climate finance played a critical role in supporting households in understanding the risks that they were facing, assisting them in exploring as well as enhancing their engagement in adaptation options.

Abstract Climate change has recently emerged in the scientific dialogue as an important environmental issue. Several policies from the global to the local level have been formulated to frame the actions and measures that will enhance the resilience of societies and space. The focus is on outlining goals, objectives, and strategies both for mitigating climate change impacts and for adapting to reduce its effects and ameliorate vulnerability. The Greek National Strategy for Adaptation to Climate Change (2016) includes certain adaptation measures that relate to the design, increase and integration of open / green spaces, and recognises spatial planning as a framework for the effective coordination of adaptation policies. This work focuses on the recording and evaluation of relevant policies that are formed at the metropolitan level in Greece, with emphasis on the organisation of green networks, as provided by strategic spatial planning. The study reveals that the effective contribution of spatial planning lies largely in the way it is utilised as a governance tool for policy coordination and management and the efficient integration of the planning system, from the national to the local level.

Adapting to expected impacts of climate change is a task shared by multiple institutions and individuals, but much of this work falls over local and regional authorities, which has made them experts over the issue. At the same time, adaptation to climate change has been a research interest in different academic fields; while private companies provide research and development efforts on the issue. Views from perspectives may contain common ground and discrepancies, but benefits from the discussion may differ among these three sectors. This study shows the application of collaborative approaches to analyze impacts and adaptation measures at a local level. A stakeholder workshop was held in the city of Bilbao to discuss impacts of climate change and adaptation in the local context of the Basque Country. The contributions were proposed on three axes: impacts from climate change, good practices proposed or already in action, and costs and benefits derived from those strategies. Participants were asked to rank a series of measures and practices extracted from their previous inputs. These measures were analyzed after applying bootstrapping techniques, according to the perceived costs and benefits assigned to each of the grouped measures and practices. Participants estimated that groups containing green adaptation measures and those that had potentially positive impacts over climate change mitigation were the most efficient measures, as reduced costs combined with high benefits could lead to win–win adaptation strategies, while grey infrastructures were seen as providing high benefits at high costs.

Climate change is projected to increase in vulnerable areas of the world, and marginalized communities residing in rural areas are more vulnerable to the change. The perceptions of climate change and adaptation strategies made by such communities are important considerations in the design of adaptation strategies by policy-makers. We examined the most marginalized indigenous group "Chepang" communities' perceptions towards this change, variability, and their attitudes to adaptations and adapted coping measures in mid-hills of Nepal. We interviewed 155 individuals from two Chepang communities, namely, Shaktikhor and Siddhi in Chitwan district of Nepal. We also analyzed biophysical data to assess the variability. The findings showed that the Chepang community has experienced significant impacts of climate change and variability. They attributed crop disease, insect infestation, human health problem, and weather-related disaster as the impacts of climate change. Strategies they have adopted in response to the change are the use of intense fertilizers in farmland, hybrid seeds cultivation, crop diversification, etc. Local level and national level adaptation policies need to be designed and implemented as soon as possible to help climate vulnerable communities like Chepangs to cope against the impacts of climate change.

Gdansk in Poland and the Netherlands share a long-term relationship that started with the establishment of Dutch Mennonites in the Vistula delta in the 16th Century. Climate-change figures show that both the Polish Gdansk and DutchRotterdam deltas will suffer flooding due to sea level rise, with accumulating severe rainfall accompanied by high river levels; reasons that led to a comparison of the adaptation measures taken. On the basis of the crossover comparison studied, it can be concluded that Poland and the Netherlands have a virtually identical approach when it comes to climate-change impacts on their current situation. With regard to the long-term climate-change trend, the Netherlands in exploring for the future more ‘anticipatory’ measures with the development of new scenarios for the protection of land and cities. In the Netherlands the use of Hackathon approach is thereby used more often to explore such scenarios. The interaction between the experts and stakeholders of different expertise in this methodology show to lead to creative and new perspectives. This approach may also be recommended for the situation in Gdansk.

ABSTRACTThis paper sets out some of the economic factors underpinning Scotland's move to a low-carbon economy. Economics matters, since it addresses the costs of reducing greenhouse gas emissions, the costs of climate change impacts, and the economic factors that motivate individuals' behaviour and the behaviour of businesses. All of these are important in understanding the barriers to meeting targets and to successful adaptation, and in thinking about how these barriers can be lifted. We discuss the relative merits of market mechanisms such as carbon taxes and cap-and-trade, the cost of including additional targets, and the issue of counting carbon embedded in imported goods. An efficient way of achieving carbon reductions is to widen the scope of carbon trading to include forestry, transport and agriculture. Energy efficiency in businesses and households and adaptation to climate change are a priority, because the benefits will be felt in the short term and at the local level.

Additional adaptation measures such as “basic improvement of sensitivity” and “adaptive governance against mid and long term impacts” are set as ideal directions for local governments. The study of the situations for implementing additional adaptation measures by local governments were determined by using checklists. It is clarified as a result that additional adaptation measures have not been considered enough. The following problems in implementing measures from the “Japan local Forum for Climate Change Adaptation Society” were found: (1) Prediction and evaluation of climate change impacts, (2) Concretization and evaluation of adaptation measures, (3) Communication and subject formation and (4) Implementation of the measures and preparation of conditions. In the future, it is necessary to concretize additional adaptation measures at the research level, to share these additional adaptation measures with concerned parties and to promote the exchange of opinions.

Integrating climate adaptation measures into urban development has emerged as a holistic approach to minimize climate change impacts and to enhance urban resilience. Although there has been an initial implementation of the integrated strategy at the national level, the progress of its adoption at the local level is relatively less studied. The study aims to examine the integration development of climate adaptation measures into urban development strategies by looking at its drivers and benefits in two coastal cities of Indonesia, i.e., Semarang and Bandar Lampung. Both cities have experienced climate change impacts and the preliminary effort of the integration process. The study was depended on close-ended Likert-scale questions with key actors representing local authorities and relevant stakeholders. Then, a Weighted Average Index was applied to transform their perceptions. The assessment of their knowledge of related issues was conducted. Secondary data was obtained from a desk study. The study found out that the effort of the integration process had influenced stakeholder’s understanding of the issue of climate change and urban development, as well as its relationship. The level of stakeholder’s knowledge related to the issue was very high. The result also revealed that the most influencing driver of the integration process is related to the motivation and initiative of municipal officers. It significantly contributed local governments to adopt its integration strategy. There was a strong consensus regarding the benefits of the integration process. They believed that it could ensure sustainable urban development in the future. This empirical study distinguishes the significance of integration development based on the local perspective for the approach improvement. The results could be applied to encourage other local municipalities in other emerging coastal cities.

Climate change vulnerability assessments are an essential instrument to identify regions most vulnerable to adverse impacts of climate change and to determine appropriate adaptation measures. Vulnerability assessments directly support countries in developing adaptation plans and in identifying possible measures to reduce adverse consequences of changing climate conditions. Against this background, this paper describes a vulnerability assessment using an integrated and participatory approach that builds on standardized working steps of previously developed ‘Vulnerability Sourcebook’ guidelines. The backbone of this approach is impact chains as a conceptual model of cause–effect relationships as well as a structured selection of indicators according to the three main components of vulnerability, namely exposure, sensitivity and adaptive capacity. We illustrate our approach by reporting the results of a vulnerability assessment conducted in Burundi focusing on climate change impacts on water and soil resources. Our work covers two analysis scales: a national assessment with the aim to identify climate change ‘hotspot regions’ through vulnerability mapping; and a local assessment aiming at identifying local-specific drivers of vulnerability and appropriate adaptation measures. Referring to this vulnerability assessment in Burundi, we discuss the potentials and constraints of the approach. We stress the need to involve stakeholders in every step of the assessment and to communicate limitations and uncertainties of the applied methods, indicators and maps in order to increase the comprehension of the approach and the acceptance of the results by different stakeholders. The study proved the practical usability of the approach at the national level by the selection of three particularly vulnerable areas. The results at a local scale supported the identification of adaption measures through intensive engagement of local rural populations.
