Capacity building for the documentation and conservation of Latin American cultural heritage: making technology accessible and sustainable

PurposeThe purpose of this contribution is to demonstrate the importance of interdisciplinary collaboration in integrating advanced and emerging digital techniques in the appropriate and sustainable documentation of heritage sites in Latin America. Existing collaboration between the Universidad del Externado de Colombia, the Colombian Institute of Anthropology and History and the Carleton Immersive Media Studio of Carleton University in Ottawa (Canada) have been sued to demonstrate the importance of this approach. The described collaboration allowed a team of students, researchers, government experts and educators to document selected pilot areas of the remarkable UNESCO World Heritage Sites of National Archeological Park of Tierradentro (UNESCO, 1995) and San Agustín Archaeological Park (UNESCO, 1995). The sophisticated digital recording techniques described, such as 3D scanning, aerial and ground photogrammetry techniques, were used to capture the site's current physical condition, emphasizing the pressing need to conserve the threatened mural paintings (Tierraadentro) and carved rock phases (San Agustin). This contribution also underlines the importance of developing the training of emerging professionals from Colombia in adopting these techniques to make their documentation more accurate, reliable and sustainable in the long term. The project's conclusions demonstrate that it is crucial to integrate emerging documentation techniques into the sustainable approach to conservation of these two important UNESCO World Heritage Sites.Design/methodology/approachThe approach presented in this contribution makes technology more accessible to the conservation specialist in Latin America. It provides a comprehensive capacity building program that involves teaching about theory and practice, using two important UNESCO World Heritage Sites located in Colombia. It is also relevant to the interdisciplinary and institutional collaboration between two universities in the North/South areas of the continent and a government institution that effectively collaborates to provide training to emerging professionals.FindingsThe contribution summarizes the opportunities and limitations of adopting technology to make the documentation process for conservation more sustainable in low-income economies and provides a framework to implement future strategies in South America.Originality/valueThe paper raises a discussion on how the concept of sustainability of adopting new technologies in the context of Latin American countries can assist in optimizing the conservation of decorated surfaces in important UNESCO World Heritage Sites by involving capacity building of emerging professionals.

PurposeThis study aims to explore the support and attitudes of the local community together with the benefits of living in the vicinity of George Town UNESCO World Heritage Site. George Town is one of the popular UNESCO World Heritage Sites in Malaysia.Design/methodology/approachA total of 319 respondents residing in the gazetted area of George Town World Heritage Sites were interviewed. The covariance-based structural equation modelling (CB-SEM) analysis was conducted to test the study’s hypotheses.FindingsThe community's attitudes and personal benefits were identified to strongly influence community’s support towards the conservation and development of the World Heritage Sites in George Town. While a small number of community members acknowledged the significant opportunities through tourism, majority of them expected economic and non-economic benefits from the development of World Heritage Sites.Practical implicationsThe findings from this study are expected to contribute to the ongoing debate on the perceived effects, benefits and future support of the World Heritage Sites from the local community's perspectives.Social implicationsUnderstanding the behaviour of the local community to create successful tourism planning, especially in delicate heritage destinations.Originality/valueThis study enriches the scarce empirical research study on community’s behaviour living in the vicinity of the UNESCO World Heritage Site, especially in the Association of Southeast Asian Nations’ (ASEAN) region.

PurposeAim of this paper is to evaluate the reliability of UNESCO Periodic Reports for the assessment of hazards affecting the UNESCO world heritage sites (WHSs) and to rank the most critical WHSs in Europe through multicriteria analysis.Design/methodology/approachThe Periodic Reports represent the available continental-scale knowledge on hazards that threaten the WHSs in Europe and include 13 different natural threats. The information included in these reports has been first validated with high-quality data available in Italy for volcanoes, landslides, and earthquakes. Starting from the Periodic Reports, a multicriteria hazard analysis has been developed by using the analytical hierarchy procedure (AHP) approach. This analysis allows to identify and to rank the most critical WHSs at the European scale.FindingsThe data provided by Periodic Reports are demonstrated to be a good starting point for a continental-scale analysis of the actual distribution of natural threats affecting WHSs in Europe. The Periodic Reports appear to be reliable enough for a first-order assessment of hazards. The general overview of the hazard at the European scale shows high value of hazard index in the Eastern Mediterranean area and Balkans, due to a combination of earthquakes and landslides. The most at danger cultural site is in Bosnia and Herzegovina, while the most at danger natural site is Norway.Originality/valueThe paper gives a contribution to improve the continental-scale knowledge on hazards affecting the UNESCO heritage sites. The assessment of hazard inside the WHSs is an important task for the preservation of cultural and natural heritage, and it is important for UNESCO to achieve some of its goals. Through this research, European WHSs have been ranked according to their degree of hazard.

Purpose – This paper is based on a presentation given at the international World Heritage expert meeting on criterion (vi) held in Warsaw, Poland, in March 2012. Results were updated and adapted to scientific standards. The purpose of this paper is to understand the associative dimension in World Heritage by looking at the evolution and application of criterion (vi). Design/methodology/approach – For this paper, historical and qualitative approaches were combined. An understanding of the evolution of the criterion (vi) wording was gained through historical analysis and the consultation of relevant World Heritage statutory documents. A selected number of criterion (vi) statements were analyzed in qualitative terms. Results were then discussed in relation to the evolution of criterion (vi) wording and the understanding of pertinent World Heritage concepts. Findings – Criterion (vi) holds a special position. It addresses an associative dimension of cultural World Heritage sites. Due to its special character, its wording was subject to several changes. While its wording became ever more flexible, this development has not fostered the inscription of exceptional cases or the equal use of cultural associations. An inconsistent interpretation has also weakened the concept of Outstanding Universal Value. Research limitations/implications – Only inscriptions were taken into consideration. They usually have a World Heritage Committee approved criterion (vi) statement. Limitations to this research result from this restriction. Originality/value – The paper represents a comprehensive study of the application and interpretation of criterion (vi) that combines the understanding of the evolution of the criterion’s wording with the analysis of a large number of World Heritage inscriptions. It is of interest to the World Heritage community and contributes to the World Heritage discourse.

PurposeThe study aims to analyze the development of Omani heritage legislation against the UNESCO World Heritage Convention (WHC), 1972 and WHC Operational Guidelines (WHC-OGs) to predict the possible effects of the recent developments on the management of the World Heritage Site in Oman.Design/methodology/approachThis study discusses the development of the heritage protection legislation in Sultanate of Oman since 1970; it analyses the Omani Cultural Heritage Law 35/2019 against the recommendations of the UNESCO WHC as well as the requirements of the World Heritage Operational Guidelines. Moreover, the research investigates the possible effects of the recent heritage legislation developments on the management of Bahla Fort and Oasis in Oman, which is the first Omani World Heritage Site and the only site with special management regulations.FindingsThe paper outlines the effects of both the Omani Cultural Heritage Law 35/2019 and the Special Management Regulations 81/2019 on the implementation of the Bahla Management Plan. Additionally, the research establishes how the customization of heritage legislation as a special heritage management regulation facilitates the implementation of national legislation to solve specific local problems.Originality/valueThe study establishes the significance of developing comprehensive legislation to protect and manage the rich Omani cultural heritage and World Heritage Sites in alignment with the WHC and the WHC-OGs.

The purpose for this study is to examine the factors affecting tourists’ revisit intention to UNESCO World Heritage Sites in a developing nation. Additionally, the mediating role of place dependence on this relationship is also inspected. Data were collected via a structured questionnaire from 300 foreign tourists visiting heritage sites in Penang, Malaysia, and were analysed via the Partial Least Square-Structural Equation Modelling (PLS-SEM) approach. Empirical results revealed that emotion of joy, love, and positive surprise, and place dependence affect tourists’ revisit intention to UNESCO World Heritage Sites in a developing nation. Furthermore, the indirect influence of the emotion of positive surprise on tourists’ revisit intention to UNESCO World Heritage Sites via place dependence was the strongest, with the emotions of joy and love ranking behind. The findings suggest that tourism authorities, tourism practitioners, and tourism managements should actively engage with existing tourists and potential tourists via digital marketing platforms and social media marketing tools in order to create long-term engagement and promote the connection of heritage tourism to personal feelings in a memorable way. This permits gathering of high volumes of information from other tourists who share their exciting travel-related details of their visits to UNESCO World Heritage Sites. This study adds the current body of knowledge by furnishing a better empirical understanding of the significant evidence to support the notion that returning tourists (i.e. repeaters) are heavily influenced by emotional aspects and bonding arising from their positive memory during the visit. Directions for future research are also offered.

As an important step towards the conservation of valuable world heritage assets in Kathmandu, we performed Raman spectral studies on several valuable idols located in UNESCO World Heritage Sites for internal identification purposes. A spectrum of a stone idol in the Mohankali Chowk has a major band at 1093.5 cm-1 which may be identified as a C-O stretching vibration within the carbonate groups of CaCO3. The Raman spectra of a bull situated in the same Chowk has two major bands at the wavenumbers of 1812.7 and 3552.4 cm-1 which are assigned as combined vibrational modes of CO3 and hydroxyl stretching band, respectively. Similarly, the spectrum of a Shivalinga located at Pashupati Bankali has a major band at 467.7 cm-1. This band is formed by the movement of the oxygen atom in Si-O-Si, which is a symmetric stretching mode indicating the presence of crystalline silica (SiO2) in the Shivalinga. The Raman spectrum of Lord Changunarayan in Garuda located in the Changunarayan temple premises has a strong band at the wavenumber 462.6 cm-1, denoting the presence of quartz (SiO2).
