EDUCAÇÃO DECOLONIAL:

O presente artigo parte da sistematização das práticas pedagógicas interdisciplinares (Geografia e História) realizadas ao longo do ano de 2019 no Centro Federal de Educação Tecnológica Celso Suckow da Fonseca (CEFET), Unidade Maria da Graça (Rio de Janeiro), para dialogar e debater as questões raciais e o ensino decolonial. Nesse intuito, foram realizadas três saídas de campo: primeiramente para o Museu Nacional de Bela Artes, em seguida ao sítio inscrito pela UNESCO como Patrimônio Mundial, conhecido como Pequena África e por fim a região da Praça XV de Novembro. A atividade trouxe novos olhares a respeito da paisagem da cidade do Rio de Janeiro e levou os discentes a refletirem sobre mudanças e permanências no uso do espaço urbano. Community awareness and participation in biodiversity conservation at Phong Nha-Ke Bang National Park, Vietnam

Local community's perception and attitude towards biodiversity conservation are essential to the sustainable management of national parks in Vietnam. The conservation of biodiversity in national parks is facing pressures from economic development activities, which has led to the degradation of the ecological values ??of the national parks. People's awareness and their participation in conservation management are crucial to the sustainable management of national parks. This study examined the awareness and participation of local people in biodiversity conservation at Phong Nha-Ke Bang National Park (PN-KBNP), Vietnam. PN-KB is one of the national parks with the highest biodiversity values ??in Vietnam and is recognized by UNESCO as a world heritage site. To assess participation in conservation management, the study implemented a Contingent Valuation Method for estimating the willingness to pay of households in the buffer zone for biodiversity conservation in PN-KBNP. A survey was implemented to 358 households randomly selected in five communes adjacent to the park. Focus group discussions and in-depth interviews with selected key informants were also practiced for the management of insight information. The result showed that local villagers generally hold a fairly high perception of biodiversity values and positive attitudes towards biodiversity conservation at PN-KBNP. This positive perception comes from the close interaction between household livelihoods and the national park on a daily basis. However, awareness of national park management rules are not high. In addition, local people are willing to sacrifice part of their income to conserve biodiversity for current and future generations. On an average, each household was willing to pay 297,000 VND/year for biodiversity conservation. Payment levels, age, length of residency and education were observed to significantly impact on villagers' participation in biodiversity conservation initiatives. The balance between development and conservation was found to be the key in Park management, where communities need to be given more power to plan, monitor and implement conservation activities while establishing clear forest land user right for households and communities.

Multi-risk assessment in a historical city

Natural hazards pose a significant threat to historical cities which have an authentic and universal value for mankind. This study aims at codifying a multi-risk workflow for seismic and flood hazards, for site-scale applications in historical cities, which provides the Average Annual Loss for buildings within a coherent multi-exposure and multi-vulnerability framework. The proposed methodology includes a multi-risk correlation and joint probability analysis to identify the role of urban development in re-shaping risk components in historical contexts. The workflow is unified by exposure modelling which adopts the same assumptions and parameters. Seismic vulnerability is modelled through an empirical approach by assigning to each building a vulnerability value depending on the European Macroseismic Scale (EMS-98) and modifiers available in literature. Flood vulnerability is modelled by means of stage-damage curves developed for the study area and validated against ex-post damage claims. The method is applied to the city centre of Florence (Italy) listed as UNESCO World Heritage site since 1982. Direct multi-hazard, multi-vulnerability losses are modelled for four probabilistic scenarios. A multi-risk of 3.15 M€/year is estimated for the current situation. In case of adoption of local mitigation measures like floodproofing of basements and installation of steel tie rods, multi-risk reduces to 1.55 M€/yr. The analysis of multi-risk correlation and joint probability distribution shows that the historical evolution of the city centre, from the roman castrum followed by rebuilding in the Middle Ages, the late XIX century and the post WWII, has significantly affected multi-risk in the area. Three identified portions of the study area with a different multi-risk spatial probability distribution highlight that the urban development of the historical city influenced the flood hazard and the seismic vulnerability. The presented multi-risk workflow could be applied to other historical cities and further extended to other natural hazards.

SPATIAL DISTRIBUTION AND SOCIO-ECONOMIC STATUS OF TRIBAL SETTLEMENTS IN THE WESTERN GHATS

The Western Ghats, also known as Sahyadri is a mountain range that covers an area of 140,000 square km parallel to the Western coast of the Indian Peninsula .It traverses the states of Kerala , Tamilnadu , Karnataka ,Goa ,Maharashtra, and Gujarat. It is a UNESCO world heritage site and is one of the eight hottest hot spots of biological diversity in the world. It covers 5000 species of flowering plants ,139 mammals species ,508 birds species, and 179 amphibian species ,many discovered species live in the Western Ghats . At least 325 globally threatened species occur in this region. The region glitches many anthropogenic intervention like illegal mining, the establishment of human settlement and deforestation etc. From a Historical view, the Western Ghats is the home for tribes > 50 types of tribes are living in the Western Ghats from the anecdotal period. The majority of the tribal are largely dependent on forests for their livelihood. After the implementation of the forest policy , the tribal livelihood status really worsened in the Western Ghats , they are unable to meet the daily requirement of recommended food intake >2500 Kcl. After post-independence (73years ) of India many development programs are implemented in the tribal area for improvement of livelihood status , but as of calendar date they are facing many problems like economic instability , lack of literacy , lower level of quality of life and not politically empowered . In this context , in the interest of policy implication at the tribal area , the present study was undertaken to study the socioeconomic status and spatial distribution of tribal in the Western Ghats. This study practically helps the policymakers , planners of the policy, and researcher scholars to extrapolate the tribal settlement through the geo-spacing tag of tribal , socio-economic level, Knowledge and attitude of Conservation of Western Ghats at the population level .

POST-CONSERVATION EVALUATION (PCE) ON HISTORIC BUILDINGS: AUTHENTICITY OF ADAPTIVE REUSE MUSEUMS IN GEORGE TOWN, UNESCO WORLD HERITAGE SITE

Adaptive reuse has apparently become a favourable means of built heritage conservation in the UNESCO World Heritage Site (WHS) of Melaka and George Town. In most cases, adaptive reuse implementations inflict conflicting demands to historic buildings in terms of meeting new functional needs and retaining physical authenticity. Inappropriate implementation of adaptive reuse for historic buildings within WHS may result in the violation of Outstanding Universal Values (OUVs). The purpose of this study is to determine the authenticity condition of historic buildings on their post-conservation phase, after adaptive reuse implementation. Five historic buildings namely the Penang State Museum (PSM), Made in Penang Interactive Museum (MIPIM), Sun Yat Sen Museum (SYSM), Batik Painting Museum (BPM) and Dark Mansion-3D Glow in the Dark Museum (DM) were evaluated through field observation. In accommodating the museum function, three elements were found to be intervened inappropriately at these buildings namely the internal wall, windows, and building services. The findings of this evaluative study can be useful to technical review panels appointed by heritage authorities, in scrutinising heritage impact assessment (HIA) reports and evaluating future proposals concerning adaptive reuse projects of historic buildings within WHS.
