Natural heritage (NH) includes natural features that can be described as outstanding universal value at a national level. It refers to the importance of ecosystems, biodiversity, and geodiversity for their existence value, and the ecosystems can be considered as the spatial units for its mapping and assessment. The ecosystem services (ES) concept provides an appropriate basis in the form of assessment and mapping methods that enable linking the state of ecosystems with human well-being. Thus, it can be used as a platform to find solutions to the problems related to the conflicts between conservation and the use of the NH. In this paper, we aim to present the process of developing a methodological framework for mapping and assessment of ecosystem services provided by the natural heritage in Bulgaria for recreation and tourism. The conceptual framework of the ecosystem-based assessment of NH in Bulgaria is based on the assumption that the generation of NH for the needs of tourism can be presented as the linkages between the natural systems and tourism in the form of ES potential, flow, and demand. The results demonstrate that the NH can be presented as a spatial phenomenon conceptualized by the flows of benefits from ecosystems to people which contribute to human well-being. The mapping and assessment procedures are fully developed for application at a national level, while for the regional and local level, few pilot studies mark some basic foundations for further development.

Many authors have suggested that the vulnerability of montane biodiversity to climate change worldwide is significantly higher than in most other ecosystems. Despite the extensive variety of studies predicting severe impacts of climate change globally, few studies have empirically validated the predicted changes in distribution and population density. Here, we used 17 years (2000–2016) of standardised bird monitoring across latitudinal/elevational gradients in the rainforest of the Australian Wet Tropics World Heritage Area to assess changes in local abundance and elevational distribution. We used relative abundance in 1977 surveys across 114 sites ranging from 0-1500m above sea level and utilised a trend analysis approach (TRIM) to investigate elevational shifts in abundance of 42 species. The local abundance of most mid and high elevation species has declined at the lower edges of their distribution by >40% while lowland species increased by up to 190% into higher elevation areas. Upland-specialised species and regional endemics have undergone dramatic population declines of almost 50%. The “Outstanding Universal Value” of the Australian Wet Tropics World Heritage Area, one of the most irreplaceable biodiversity hotspots on Earth, is rapidly degrading. These observed impacts are likely to be similar in many tropical montane ecosystems globally.

The data and information production based on the user-generated content is an important source to conduct scientific studies, specially the new geospatial information that exists due to the widespread of technological devices that capture the geospatial data. The main objective of this research is to assess if we can measure the brand awareness, with a focus in the reputation component, using geospatial user-generated content with an approach as a geographic problem. Since 2003, UNESCO has been actively promoting an initiative to include monuments related to astronomical heritage in the World Heritage List. One of the potential objects within the framework of this initiative could be observatories of Kazan University – the historical building of the observatory of Kazan Imperial University of the 19th century and the complex of the country observatory named after V.P. Engelhardt (1901). The article provides a detailed description of these objects, the justification of their outstanding universal value, considers possible criteria of value within the framework of UNESCO nomination rules, as well as the authenticity and integrity of the astronomical objects nominated.

Abstract. The Statements of Outstanding Universal Value (OUV) concerns the core justification for nominating and inscribing cultural and natural heritage properties on the UNESCO World Heritage List, ever since 2007. Ten criteria are specified and measured independently for the selection process. The 2008 ICOMOS Report “What is OUV” has been a successful example to interpret OUV as an integral concept by inspecting the associations of the selection criteria in all inscribed properties. This paper presents a novel methodology for interpreting OUV using computational techniques of Natural Language Processing, Machine Learning, and Graph Visualization. Firstly, frequent phrases appearing in Statements of OUV are used to construct a lexicon for each selection criterion; Secondly, three similarity matrices are constructed as graphs to represent the pair-wise associations of the criteria; Lastly, the lexicon and graphs are visualized in 2D. The study shows that the lexicon derived from computational techniques can capture the essential concepts of OUV, and that the selection criteria are consistently associated with each other in different similarity metrics. This study provides a quantitative and qualitative interpretation of the Statements of OUV and the associations of selection criteria, which can be seen as an elaborated computational extension of the 2008 Report, useful for future inscription and evaluation process of World Heritage nominations.

Chapter 3 focuses on the inscription process that brought Melaka onto the World Heritage List in 2008. By employing a long-term perspective, the account begins with the first attempts to nominate Melaka in the late 1980s. It took two decades to obtain World Heritage status. The main obstacle was not only related to Melaka’s worthiness, but the supposed lack of protective commitment shown by national authorities, together with policies that did not follow UNESCO-derived standards and guidelines. World Heritage inscriptions are not linear processes, but the result of convergences and shared understandings between international, national, and local actors. Similarly, the Outstanding Universal Value (OUV) that justifies inscriptions is not inherent to the site, but constructed along the way.

Is it the “outstanding universal value" of heritage really global?

Heritage cities often build on their cultural assets to develop as destinations. Yet, the assets communicated to visitors usually present only part of the picture. Heritage cities often tend to possess a significant cultural value that is hidden from the prying eyes. This value is not only exhibited as tangible assets, but the accumulation of knowledge and experience in the culture-laden milieu is also central to the notion of heritage (Falser, 2015). Such intangible elements have found their way into international discussions in recent years (Vecco, 2010). Heritage cities, as living spaces, also embrace a cultural heritage inseparable from local communities, and in a broader perspective, from the whole of humanity. This perspective is central to the creation of World Heritage Sites (WHSs) seeking to protect the world’s heritage with Outstanding Universal Value under the umbrella of the United Nations Educational, Scientific and Cultural Organization (UNESCO) (1972). In this process, however, the heritage assets inscribed as WHSs are nominated by national governments which, upon inscription, become the primary entity responsible for safeguarding their integrity. The primary motivation for this research is the centralized governance structure in developing countries and how this affects the potential to achieve sustainability through tourism development. Turkey is an example of such a centralized system in regard to tourism and heritage management (Yüksel et al., 2005) which includes the WHSs. In Turkey, WHSs are not only effective tools to aid foreign policy (Atakuman, 2010) but are also integral to culture-driven tourism strategy (Ozturk & van Niekerk, 2014). Despite inconclusive evidence in the literature on the relationship between proliferation of tourism and WHS status (Jimura, 2011; Poria et al., 2013), Turkey’s proactive relationship with UNESCO may be interpreted as reaffirming the perceived linkage between WHS status and visitation.
