Purpose – The purpose of this paper is to develop a methodology for supporting complex maintenance programs quantification (CMPQ) for industrial systems. The methodology is based on a generic formalization of static and behavioral expert knowledge both on the target system and on the maintenance one. The formalization is carried out first by means of system modelling language (SysML) diagrams to model knowledge concepts and second by the transformation of these concepts into Altarica data flow (ADF) language for developing stochastic simulation. Design/methodology/approach – An industrial case study (ARE system) proposed by the electricite de France (EDF) company is used initially to show a real problem statement on CMPQ. It allows highlighting key scientific issues considered as the basis for methodology development. Main issues are related to static and dynamic knowledge formalization justifying the choice of SysML and ADF languages. The added value of this methodology is finally shown on the same case study serving as benchmark. Findings – This paper demonstrates the suitability of using of SysML language for modelling the CMPQ knowledge and then of ADF language in building executable model implementing simulation as needed for assessing key performance indicators of CMPQ. ADF is based on formal mode automaton. Mapping rules are developed to ensure correspondence between the concepts of these two languages. Research limitations/implications – Additional industrial validations of the methodology should be performed to really evaluate its benefits. Practical implications – This work was made possible thanks to a partnership with the EDF Company (French energy supplier). The results are therefore directly usable at practical industrial levels. Originality/value – The CMPQ methodology proposed is fully generic leading to offering a library of atomic ADF components (COTS) which can be instantiated to develop executable model with regards to each specific application. It allows to favor reusability and makes easier the model development above all for a user who knows nothing about the language.

Purpose Cost transparency is of central importance to reach a consensus between supply chain partners. The purpose of this paper is to contribute to the instrument of cost analysis which supports the link between buyers and suppliers. Design/methodology/approach Based on a detailed literature review in the area of cost analysis and purchasing, intelligent decision support systems for cost estimation are identified. Subsequently, expert interviews are conducted to determine the application possibilities for managers. The application potential is derived from the synthesis of motivation, identified applications and challenges in the industry. Management recommendations are to be derived by bringing together scientific and practical approaches in the industry. Findings On the one hand, the results of this study show that machine learning (ML) is a complex technology that poses many challenges for cost and purchasing managers. On the other hand, ML methods, especially in combination with expert knowledge and other analytical methods, offer immense added value for cost analysis in purchasing. Originality/value Digital transformation allows to facilitate the cost calculation process in purchasing decisions. In this context, the application of ML approaches has gained increased attention. While such approaches can lead to high cost reductions on the side of both suppliers and buyers, an intelligent cost analysis is very demanding.

Purpose As policy makers address the issue of climate adaptation, they are confronted with climate-specific barriers: a long-term horizon and a high degree of uncertainty. These barriers also hamper the development of spatial planning for climate adaptation. So how can spatial planners encompass these barriers and steer the general debate on climate adaptation? The paper aims to discuss these issues. Design/methodology/approach This research analyzes the strengths and weaknesses of an international design workshop on climate adaptation, and drought issues in particular. Design workshops are originally an educational setting but they are increasingly employed as a tool to explore alternative futures on a complex, real-life design problem. The case study illustrates how climate-specific barriers emerged throughout the design workshop and clarifies how they were encompassed by the participating design students. Findings The research clarifies the added value of a design workshop on climate adaptation. The paper highlights specific promising characteristics of the design workshop: the visualization of future adaptation challenges and the current water system, the focus on a regional project instead of sectoral adjustments and the integration of the adaptation challenge with other socio-economic goals. In the case study Flanders, however, the necessary participation of climate experts and policy makers of other domains proved challenging. Originality/value The paper argues that a design workshop has the potential to enrich the debate and policy work on climate adaptation. In many countries with low-planning tradition, however, additional tools are needed to help set the “adaptation agenda.”

Purpose The purpose of this paper is to examine empirically China’s determined thrust to attain a high level of technological innovation and the factors affecting moving towards a smart and sophisticated manufacturing ecosystem in conjunction with the Belt and Road Initiative (OBOR). Design/methodology/approach This research provides empirical determination of the factors affecting moving towards smart manufacturing ecosystems in China. The method is based on combining two approaches: semi-structured interview and questionnaire-based with academics, experts and managers in various Chinese industrial sectors. The results are based on the multivariate analysis of the collected data. A case study of the current manufacturing ecosystem was also analyzed, in order to understand the present state as well as the potential for China’s competitive edge in the developed OBOR countries. Findings The results illustrate the importance of the infrastructure dimension comprising variables related to ecosystems, industrial clusters and Internet of Things IoT and other advanced technologies. A case study of the city of Shenzhen’s transformation into a smart cluster for innovative manufacturing points out how China’s OBOR initiative for regional collaboration will further transform the regional smart clusters into an ultra-large innovation based smart ecosystem. Originality/value This research is the first to study China’ policies towards playing a prominent role in the Fourth Industrial Revolution 4IR in the context of the OBOR initiative, through empirically defining the factors affecting moving towards a knowledge-intensive smart manufacturing ecosystem where the added value is mostly innovation based.

Purpose Deployment of knowledge management systems (KMSs) suffers from low adoption in organizational reality that is attributed to a lack of perceivable added value for people in actual work situations. Poor task/technology fit in the process of knowledge retrieval appears to be a major factor influencing this issue. Existing research indicates a lack of re-contextualizing stored information provided by KMSs in a particular situation. Existing research in the area of organizational memory information systems (OMISs) has thoroughly examined and widely discussed the topic of re-contextualization. The purpose of this paper, thus, is to examine how KMS design can benefit from OMIS research on approaches for re-contextualization in knowledge retrieval. Design/methodology/approach This paper examines OMIS literature and inductively derives a categorization scheme for KMS according to their strategy of re-contextualizing knowledge. The authors have validated the scheme validated in a multiple case study that examines the differentiatory value of the scheme for approaches with various re-contextualization strategies. Findings The classification scheme allows a step-by-step selection of approaches for re-contextualization of information in KMS design and development derived from OMIS research. The case study has demonstrated the applicability of the developed scheme and shows that the differentiation criteria can be applied unambiguously. Research limitations/implications Because of the chosen case study approach for validation, the validation results may lack generalizability. Practical implications The scheme enables an informed selection of KMSs appropriate for a particular OMIS use case, as the scheme’s attributes serve as design rationale for a certain architecture or constellation of components. Developers can not only select from various approaches when designing re-contextualizaton but also come up with rationales for each candidate because of structured representation. Hence, stakeholders can be supported in a more informed way and design KMSs more effectively along organizational change processes. Originality/value The paper addresses an identified need for systematic characterization of KMS approaches and systems intending to meet the objectives of OMISs. As such, it allows streamlining further research in this field, as approaches can be judged according to their originality and positioned relative to each other.

Purpose The analysis intends to clarify whether higher education institutions place as much value on internal transparency as on external transparency. This study aims to analyze the university budgeting process as a reflection of internal transparency. It also aims to identify the weaknesses of the budgeting process regarding transparency in order to improve decision-making. Design/methodology/approach A case study that applies mixed methods – documentary analysis, observations and interviews – has been conducted. To study internal transparency, the model of three levels of transparency of Biondi and Lapsley (2014) has been applied to the budgeting process of a university. Then, the results have been compared to the external transparency of this institution. Findings While external transparency is achieved, internal transparency in the budgeting process is far from optimal in the case of study. An improvement in transparency of the budget process can promote the engagement of stakeholders in the process and achieve better governance. Research limitations/implications The general inductive approach is not as strong as other approaches in the area of theory or model development. However, it does provide a simple approach for deriving findings linked to this research’s questions. Practical implications Trust issues and external accountability appear to be more relevant than internal transparency for universities. However, improving the three levels of transparency along the budgeting process could motivate collegiate members to reinforce accountability, as it requires them to effectively communicate their actions and decisions to their represented. Originality/value This paper seeks to situate transparency as an attribute of university governance, contributing to the scarce literature on transparency, internal and external, in the university. The study compares the approach of this university to external transparency – which relates to accountability – with internal transparency – a concept that links to corporate governance. This study uses the novel lens of Biondi and Lapsley model (2014) to study internal transparency, focussing on university budgeting as a key management tool.

PurposeThis paper aims to represent the results of a case study to establish a building information model (BIM)-enabled workflow to capture and retrieve facility information to deliver integrated handover deliverables.Design/methodology/approachThe Building Handover Information Model (BHIM) framework proposed herein is contextualized given the Construction Operation Information Exchange (COBie) and the level of development schema. The process uses Autodesk Revit as the primary BIM-authoring tool and Dynamo as an add-in for extending Revit’s parametric functionality, BHIM validation, information retrieval and documentation in generating operation and maintenance (O&M) deliverables in the end-user requested format.FindingsGiven the criticality of semantics for model elements in the BHIM and for appropriate interoperability in BIM collaboration, each discipline should establish model development and exchange protocols that define the elements, geometrical and non-geometrical information requirements and acceptable software applications early in the design phase. In this case study, five information categories (location, specifications, warranty, maintenance instructions and Construction Specifications Institute MasterFormat division) were identified as critical for model elements in the BHIM for handover purposes.Originality/valueDesign- and construction-purposed BIM is a standard platform in collaborative architecture, engineering and construction practice, and the models are available for many recently constructed facilities. However, interoperability issues drastically restrict implementation of these models in building information handover and O&M. This study provides essential input regarding BIM exchange protocols and collaborative BIM libraries for handover purposes in collaborative BIM development.

PurposeThis study provides a safety prewarning mechanism, which includes a comprehensive risk assessment model and a safety prewarning system. The comprehensive risk assessment model is capable of assessing nine safety indicators, which can be categorised into workers’ behaviour, environment and machine-related safety indicators, and the model is embedded in the safety prewarning system. The safety prewarning system can automatically extract safety information from surveillance cameras based on computer vision, assess risks based on the embedded comprehensive risk assessment model, categorise risks into five levels and provide timely suggestions.Design/methodology/approachFirstly, the comprehensive risk assessment model is constructed by adopting grey multihierarchical analysis method. The method combines the Analytic Hierarchy Process (AHP) and the grey clustering evaluation in the grey theory. Expert knowledge, obtained through the questionnaire approach, contributes to set weights of risk indicators and evaluate risks. Secondly, a safety prewarning system is developed, including data acquisition layer, data processing layer and prewarning layer. Computer vision is applied in the system to automatically extract real-time safety information from the surveillance cameras. The safety information is then processed through the comprehensive risk assessment model and categorized into five risk levels. A case study is presented to verify the proposed mechanism.FindingsThrough a case study, the result shows that the proposed mechanism is capable of analyzing integrated human-machine-environment risk, timely categorising risks into five risk levels and providing potential suggestions.Originality/valueThe comprehensive risk assessment model is capable of assessing nine risk indicators, identifying three types of entities, workers, environment and machine on the construction site, presenting the integrated risk based on nine indicators. The proposed mechanism, which adopts expert knowledge through Building Information Modeling (BIM) safety simulation and extracts safety information based on computer vision, can perform a dynamic real-time risk analysis, categorize risks into five risk levels and provide potential suggestions to corresponding risk owners. The proposed mechanism can allow the project manager to take timely actions.

Purpose This paper is one of seven in this volume, each elaborating different approaches to quality improvement in education. The purpose of this paper is to delineate a methodology called positive deviance. Design/methodology/approach The paper presents the origins, theoretical foundations, core principles and a case study demonstrating an application of positive deviance in US education, specifically dealing with the problem of high school dropout prevention in a California school district. Findings The six phases of this “asset-based” improvement approach are: define the organizational or community problem and desired outcomes; determine common practices relevant to the problem; discover uncommon but successful behaviors and strategies that solve the problem (the positive deviants), through inquiry and observation; design an action learning initiative based on findings; discern (monitor) progress of the initiative by documenting and evaluating regularly; and disseminate results through sharing, honoring and amplifying success stories. Originality/value Few theoretical treatments and demonstration cases are currently available on commonly used models of quality improvement from business, manufacturing and other fields that have potential value in improving education systems internationally. This paper fills this gap by elucidating one promising approach. By facilitating a comparison of the positive deviance approach to other quality improvement approaches treated in this volume, the paper provides added value.

Purpose The purpose of this paper is to delineate an approach to quality assurance in education called networked improvement communities (NICs) that focused on integrating the methodologies of improvement science with few of the networks. Quality improvement, the science and practice of continuously improving programs, practices, processes, products and services within organized social systems, is a still-evolving area in education. This paper is the first of seven elaborating upon different approaches to quality improvement in education[1]. It delineates a new methodology called the NICs model. Developed by the Carnegie Foundation for the Advancement of Teaching, the approach is aimed at continuously improving the quality of practices, processes and outcomes in targeted problem areas in education systems. Design/methodology/approach The paper presents the historical development, theoretical foundations, core principles and adaptation of key elements of the NICs model for quality improvement in education. A case study specifically examines the problem of fostering new teacher effectiveness and retention in large public school systems in the USA. Findings The six principles underlying the NICs model are as follows: make the work problem-specific and user-centered, focus on variation in performance, see the system that produces outcomes, improve at scale what you can measure, use disciplined inquiry to drive improvement and accelerate learning through networked communities. Originality/value Few theoretical treatments and demonstration cases are currently available that examine the application of common models of quality improvement in education. This paper elaborates on one promising approach. In addition to examining the NICs model, the paper derives added value by allowing comparisons with seven widely used quality improvement approaches treated in this volume.

PurposeIt is no surprise that garbage is not garbage for some. It is money. This is why garbage has been overestimated to a point that money allocated for waste-to-energy (WtE) projects feed individual pockets. Many countries have already adapted WtE as a successful solution for both energy and waste crisis. Although in Sri Lanka six WtE projects were promised, the government abruptly decided that it would not have any more projects other than the two plants that were under construction. The purpose of this paper is to analyse barriers to the implementation of WtE projects in Sri Lanka.Design/methodology/approachAn exploratory case study was selected as the research strategy to achieve the research aim. In total, two WtE megaprojects, which have been initiated implementation in Sri Lanka, were used as cases. A total of 12 semi-structured interviews with four personnel from each case and four government officials were used as the data collection technique. Data analysis was carried out using code-based content analysis. The barriers were extracted through analysis of case findings using an abductive analysis. The strategies to mitigate identified barriers were formulated based on attributes highlighted through case study findings and further validated through the opinions of three experts.FindingsBarriers were analysed using the PESTEL framework to get ample insight into barriers that impact on the implementation of WtE projects in Sri Lanka. Less support from the government due to their less awareness on WtE, high investment and operational cost, lack of expert knowledge on WtE technologies in Sri Lanka, absence of a proper regulatory framework for implementation WtE technologies, lengthy process and delay in getting approvals from government process, poor attitudes of public and their protests due to the less awareness on WtE are the foremost barriers identified in this study. Further, strategies were proposed based on the empirical research findings to overcome barriers to facilitate the successful implementation of WtE projects in Sri Lanka.Research limitations/implicationsSo far only two WtE megaprojects have been initiated the implementation in Sri Lanka. Therefore, the scope of the study was limited only to those projects. Moreover, the type of waste considered in this study is municipal solid waste (MSW), which has become a bigger problem in Sri Lanka.Originality/valueThe current study unveils an analysis of barriers for implementation of WtE projects in Sri Lanka, including strategies for mitigating identified barriers. The findings would enable relevant stakeholders, i.e. policymakers, industry practitioners, investors, government bodies and researchers to make informed decisions on implementation of WtE projects and thereby promote successful implementation of WtE projects in Sri Lanka.
