The purpose of this study is to expand the knowledge base on factors likely to impede implementation and adoption of web-based learning management systems to blend with traditional methods of lecturing in universities to cater for the next generation of learners in Africa and Eastern Cape Province South Africa in particular. The shift from the industrial economies to 21st century digital and knowledge-based economies, fueled by rapid Information and Communication Technologies (ICTs) such as Internet, YouTube, Chartrooms, Skype, Social media networks and its introduction to the educational system not only resulted in a new teaching approach globally but also paved way to usher in new generation of learners (anytime, anywhere learners) in the higher education system. Despite the fact that universities and other institutions of higher education in developed countries and some Africa countries have since recognized that the 21st century global digital and knowledge-based economies evolution has ushered in the next generation of learners, and as a result have taken the necessary steps to blend the traditional method of lecturing in higher education with web-based learning management systems in order to accommodate these learners. However, in Africa not much research have been done on the readiness of higher education institutions in terms of blending web-based learning management systems with the traditional method of lecturing to cater for the next generation of learners. Quantitative and two non-probability sampling methods, namely, quota and purposive sampling was used to investigate the technological skills of selected lecturers from universities within Buffalo City Metropolitan as one of the core component to check the readiness of their faculty for the next generation of learners. This research will add to the growing knowledge about the blending of web-based learning management with the traditional style of lecturing in higher education in the 21st century digital economies. Information system maintenance is an important aspect of information system development, especially in systems that provide dynamic content, such as Web-based systems and Knowledge Management Systems (KMS). Design for Maintenance (DFM) is an approach that argues that maintenance effort should be considered during the design of information systems in addition to the usual system design considerations. This research examines how the design of links among knowledge documents in a KMS affects both their maintenance and use. We argue that providing links among knowledge documents increases the cost of maintenance because when a document changes, the documents that link to and from that document are more likely to need changes. At the same, linking knowledge documents makes it easier to locate useful knowledge and thus increases use. We examine this tension between use and maintenance using 10 years of data from a well-established KMS. Our results indicate that as the number of links among documents increases, both maintenance effort and use for these documents increase. Our analyses suggest two DFM principles for dynamic content in practice. First, knowledge coupling (i.e., linking) to documents internal to the KMS rather than sources external to the KMS better balances maintenance effort and use. Second, designing small, knowledge cohesive documents (e.g., 250-350 words) leads to the best balance between maintenance effort and use.

Abstract Idea management and web-based idea management systems application situation and potential in Latvia have been identified by applying qualitative and quantitative methods – community survey and expert interviews. It has been found that there is a tendency in Latvia that ideas in the organisations are generated within the frame of the same groups of people and there is no definite idea management system or effective idea management. It is important to stress that the results of the research also show that web-based idea management systems are not widely used in Latvia, but there is a perspective to apply them in private, public and academic sectors. Perspective areas to apply web-based IMS are cultivation of open and user-driven innovation, encouragement of civic participation, contribution to public communication and a wide range of creative cultural promotion.

Following the rapid development of open distance education and the enrichment of online resources and Learning Management Systems in Asia, the quality of interactions amongst learners and online content, teacher and peers has become one of the imperative factors in determining the efficacy of web-based teaching-learning. Online learning is distinctive as compared to face-to-face interaction in terms of how the course material is presented, the nature of interactions, and overall learning experience. This case study explores the understanding, expectation and experience of learners from China and Malaysia based on vital aspects of learning in the web-based environment such as the concept of teaching and learning, the role of the teacher, communication patterns in the virtual classroom, relationships with the teacher and the classmates, and attitudes towards learning achievement. These are reflected in the learning patterns and behavior of online learners as observed in their interaction with the web-based content and participation in the online forum discussions within the online Learning Management Systems. In addition, this case highlights the influence of national culture towards learners’ interaction as displayed in their online learning activities.

In recent years, institutions of higher education have been migrating to the Web for instruction in record numbers. While Web-based course management systems (CMS) offer many exciting possibilities for instructors and students, their efficacy in terms of teaching and learning has not been thoroughly evaluated. This chapter explores the inherent capabilities and limitations of five models of conceptual frameworks for the design of CMS. The chapter concludes with a discussion of CMS evaluation instruments, advice for instructors transitioning to CMS, and a call for more research in this growing area.
