Globalization of the economy, revolutionary technological changes in production processes, and trade liberalization necessitate the deepening of research on theoretical and methodological aspects of the formation of new models to manage industrial development. The paper highlights a number of theoretical provisions that can serve as conceptual guidelines for the modernization of the industrial management system in Ukraine in the context of modern globalization and technological challenges. In particular, the paper emphasizes that the intellectualization of industrial production necessitates the intellectualization of management processes. The specifics of strategizing the innovative development of the industry are considered. Recommendations for the formation of a "scientific and information shell" of the management system based on the coordination of government, business, educational and scientific institutions, NGOs in the modernization of industrial policy and implementation of a new model of industrial development management are suggested. The basic functions of modernization of the industrial management system (worldview, epistemological, genetic, adaptive, social, economic, ecological, and political) are highlighted. The fundamental schemes to implement the new model of management of industrial development and its intellectualization at the macro level are offered. The importance of the regional level of modernization of industrial development management is noted. In this context, the concept of «smart specialization» based on the idea of taking full account of the benefits and capacity of a particular region, and «good governance» concept is emphasized to deserve special attention.

In this paper the author suggests a methodological toolkit for assessing the sustainability of the investment and construction complex at the meso-level of management. To ensure the sustainable development of the investment and construction complex, it is necessary to maintain the effective industrial structure that ensures the achievement of social effects, assists to preserving the trend of long-term economic growth and contributes to the increase in competitiveness of domestic construction enterprises. The methodological toolkit is based on the methods of the pricing theory and is necessary for the scientific substantiation of the accepted managerial decisions at the level of industrial management, for the formation of the optimal industrial structure, and for the development of effective methods of a tax policy. Practical implementation of methodological developments, conducted through the example of the regional investment and construction complex of the Voronezh region, allowed empirically to confirm the formulated principles of planning and implementing the organizational and economic changes in the management system of the investment and construction complex to ensure its sustainable development.

China agriculture industrialization management (AIM) has made remarkable achievements in increasing cooperative farmers’ income, but its impact on non-cooperative farmers excluded from the industrial management system has not caused due concern. The empirical results based on provincial level suggest the number of hierarchical agricultural management entities (HAME) have a limited influence on regional per capita gross output value of agriculture, that the driving ability of the key agricultural leading enterprises above provincial level has a significant positive impact on per capita gross output value of agriculture, that there is no statistical correlation between the indicators of driving ability and per capita household operating income of farmers. As a whole, the development level of HAME have no significant positive effect on the performance of AIM, the spillover effect of AIM is very limited. Owing to the existence of crowding out effect, AIM accelerates the differentiation between farmers within industrial management system and farmers outside the system, government need to provide more support policies for farmers outside AIM system.

With the rapid development of computer network, automation and electronic commerce, more and more industrial production are in urgent need of the convenient and efficient integration of production and management system to adapt to the change and solve the condition of the onerous task, low efficiency, high cost, personnel tension. This article focuses on a typical industrial management system which is based on C/S architecture and uses MFC application framework. And it introduces ADO technology as the middle bridge which is used by the client to access databases. What is important is that the dynamic link library is used in the system to help ADO access database. The ADO technology has the characteristics of easily-using, high speed, low memory expenditure and less disk space, which optimize the system, make the system realize the high performance, high compatible data access.
