Policymakers and business practitioners increasingly recognize the importance of sustainability in the development of smart tourism destinations, which require clear directions and specific guidelines. The authors used the Bibliometrix R-package and VOS Viewer software to perform a bibliometric analysis of 59 articles between 1900-2020 retrieved from the Web of Science (WoS) Core Collection database. They compiled a bibliographic coupling, identified the key authors, journals, documents, and the most relevant universities. The findings detail four clusters: (1) smart tourism, (2) sustainable tourism, (3) technology, and (4) smart specialization. This work contributes to a better understanding of the concepts and aspires to provide useful information for those academics and destination marketing organizations (DMOs) attempting to analyze and deepen their knowledge within this research field. Simultaneously, it also aims to provide insights concerning the future development of sustainability and smart tourism in the social sciences' academic literature.


Smart specialization has been a central strategy for regional smart specializations (RS3s) across the European Union (EU), as a way to stimulate innovative development of the EU regions. The strategy aims to stimulate development in areas or regions that do not necessarily have the highest technological advancement but that have specialized and have had a comparative advantage to implement innovations based on research. This paper aims to initiate a discussion on the potential use of S3 as a platform for social entrepreneurship and innovation with the goal to promote and improve population health through the lens of health equity. Social entrepreneurship and innovation embedded within smart specialization presents a unique opportunity for health promotion and health equity in an agenda for regional development. However, empirical research is needed to develop new models for investigating the intersections between S3, SE and SI, and health promotion, health equity and sustainable development goal 3 (ensure healthy lives at all ages).

The relevance of the study is due to the issues of the successful development of any economic system based on the high dynamism of its links. The purpose of the study is to reveal the features of the processes of regional development at the present stage. The article touches upon the topic of the administrative-territorial division of the Republic of Kazakhstan, gives a comparison by the size of the regions, gives the features of their development. The authors focus on the complex solution of the problems of regional development. As a research task, the authors attempted to assess and systematize the features of regional development in Kazakhstan. Considered and given the characteristics of the socio-economic development of the regions. The taxonomic levels of research and the views of scientists who have made a great contribution to the development of theoretical concepts of regional science are analyzed. The article substantiates the priority and effectiveness of the application of the «smart specialization» model to the development process of the region. The characteristics of the sectors of the economy of the raw material region are determined. The effects of the transition of the raw materials region to innovative development according to the «smart specialization» model are indicated. In general, the generalization of the experience of the development of regions according to the «smart specialization» model allows us to draw certain conclusions and recommendations when implementing the «smart specialization» strategy in the regions of Kazakhstan.

Clusters are the primary vehicle for smart specialization strategies, as they can make the greatest contribution to economic development by supporting research, development and innovation within the identified areas of specialization. This determines the relevance of the research topic. The theoretical foundations of clusters as network structures are considered in the article: the definition of the concept of «cluster» is given, the signs of a cluster are indicated, the significance of cluster structures for the economy is substantiated. An analysis of the experience of the Republic of Belarus in the creation and functioning of clusters is carried out. Active, emerging and potential clusters are considered. Their models are built. Conclusions about cluster processes in the Republic of Belarus are made. Clustering directions in the context of digitalization of the economy of the Republic of Belarus are proposed. These are the following directions: education and training for public sector and business representatives; creation of a cluster infrastructure to manage the clustering process; providing cluster initiatives and cooperation through organizational and economic methods; digitalization of training for cluster members; communication support for cooperation; digitalization of communications between the subjects of the cluster; digitalization of production in the subjects of the cluster.

European methodology Strategy for Smart Specialization is being implemented in Ukraine. The success of this process is largely predetermined by the readiness and ability of regional scientific and innovation systems to effectively interact within the country and abroad. The characteristics of these systems are determined by the general state of the national spheres of scientific educational and innovative activities. Therefore, the purpose of the study was to comprehensively assess the actual situation in the scientific educational and innovation spheres of Ukraine and identification of constraints and opportunities for establishing scientific technological and innovative cooperation with EU regions in the context of smart specialization of regional economies. To achieve this goal, the SWOT analysis method, which is a classic strategic management tool, was applied. Literature review of the application of this method and the specificity of the research object showed the need to clarify the methodology for performing the SWOT analysis. Three stages of this analysis have been proposed. At the first stage, the formation of groups of factors of the external and internal environment of the research object and selection to the list of the most significant of them was carried out. The second stage included an assessment of the selected factors using the experts' intuitive-logical analysis. A feature of the applied approach is that the experts determined a quantitative assessment for the factors of the internal environment and a qualitative one for external ones. The third stage involved the establishment of strategically important logical relationships between internal (Strengths and Weaknesses) and external (Opportunities and Threats) factors, which were discovered at the first stage of the SWOT analysis. Because of performing three stages of analysis using an expert survey, limitations and opportunities that affect the prospects for Ukraine's integration into the European Research Area were identified. It was concluded that it is necessary to design a comprehensive state policy for the development of the knowledge and innovation sphere, which will also contribute to the achievement of the goals of regional smart specialization.

This article presents a domestic and foreign experience of "smart specialization" in agriculture in the digital economy. The method of calculating the indicators of digital maturity of the agro-industrial complex is considered. The forecast of indicators value of the agro-industrial digital maturity is presented until 2030. The article proposes a mechanism for adapting the smart specialization in agriculture. We consider it appropriate to introduce an online digital platform in agriculture, which allows creating conditions for interaction between sellers and buyers of regional agricultural machinery and related products. Based on the presented mechanism of adaptation of "smart specialization "in the field of agro-industrial complex, it should be noted that" smart specialization" is aimed at using the links that arise between the regions of economic activity. Abstract The article identifies and substantiates the determinants of regions smart specialization, highlights the connection with the processes of environmental clusters formation to more effectively overcome the passivity of innovation and industrial policies in combination with the model of structural and organizational reconfiguration. The authors thoroughly studied the experience of EU countries in creating ecological clusters and producing eco-innovations. The main barriers of smart regions specialization in Ukraine and its problematic aspects in ensuring the development of ecological clusters are identified. The authors systematized the main ecological innovations in clusters. The article gives recommendations for the development of environmental clusters in Ukraine under the context of smart specialization.
