Software development outsourcing has become a prevalent practice in the software industry. Organizations in both public and private sectors are adopting software development outsourcing in order to achieve lower cost and to access to skilled labour. However, it is widely recognized that outsourced software development projects involve risks and sometimes leads to undesirable consequences. Existing research in the software engineering and related areas have identified several risks in the software development outsourcing projects such as lack of communication and technical skills. The aim of this paper is to examine the literature on outsourced software development in order to identify some risks that could occur during the pre-contract, contract and post-contract phases of the outsourcing life cycle. It is anticipated that by understanding these risks, project managers could better manage them and subsequently increase the possibility of the success of outsourcing project. A systematic literature review of studies on software development outsourcing published in year 2005 to year 2015 was conducted. Of 41 studies consulted, 18 were concerned with outsourcing software development risk factors. The top three risk factors identified are lack of required technical skills and competencies (61%), lack of communication (44%) and poorly articulated requirements (44%).

This study employs fuzzy linguistic preference relation (Fuzzy LinPreRa) approach to assess the relative degree of impact of risk factors in software development project for two expert groups working in technology enterprises and software development companies. For the identified risk dimensions, the results show the same rankings for these two groups. “Organization function risk” is considered the most important dimension influencing the software development project performance, with the others, in order, being “developing technology risk,” “resources integration risk,” “personnel system risk” and “system requirement risk.” The proposed approach not only facilitates the information collecting for making pairwise comparisons, but it also eliminates the inconsistencies in the collected information.

<p><span>Software development projects are famous of high rate failure, this made an encouragement for researcher to investigate reasons of failure. However, literature covering under developed countries is uncommon. This research investigates the most severe risk factors in software development project in the country of Kuwait. A face-to-face questionnaire with 109 IT practitioners in Kuwait from government and private organizations was conducted. The findings reveal and identify risk factors that have a high impact on the budget, quality, and schedule. The aim of this study is to validate risk factor taxonomy through quantitative methods by experts in the field of IT. Another purpose of this research is to provide a comprehensive and updated review of risk factors from Kuwait to be presented for IT practitioners and researchers.</span></p>

Software risks are a common phenomenon in the software development lifecycle, and risks emerge into larger problems if they are not dealt with on time. Software risk management is a strategy that focuses on the identification, management, and mitigation of the risk factors in the software development lifecycle. The management itself depends on the nature, size, and skill of the project under consideration. This paper proposes a model that deals with identifying and dealing with the risk factors by introducing different observatory and participatory project factors. It is assumed that most of the risk factors can be dealt with by doing effective business processing that in response deals with the orientation of risks and elimination or reduction of those risk factors that emerge over time. The model proposes different combinations of resource allocation that can help us conclude a software project with an extended amount of acceptability. This paper presents a Risk Reduction Model, which effectively handles the application development risks. The model can synchronize its working with medium to large-scale software projects. The reduction in software failures positively affects the software development environment, and the software failures shall reduce consequently.
