Impact of Industrial Agglomeration on Environmental Pollution:Evidence from Yangtze River City Cluster in Jiangsu Province

There has been long and ongoing interest in the impacts of high-speed rail (HSR) on regional spatial development. Most existing studies, however, reported findings at relatively coarse geographic scales, i.e., at the prefecture-city or above level in the Chinese context. This paper presents the empirical evidence of HSR impacts from the county-level cities in China’s Mid-Yangtze River City-Cluster Region (MYRCCR). The study utilized rail time data and the socio-economic data for MYRCCR’s 185 county-level cities in the years of 2006 (without HSR) and 2014 (with HSR) and analyzed the impacts of HSR on inter-city travel times, accessibility, spatial inequality, and regional economic linkages among the MYRCCR cities. The results show that, from 2006 to 2014, HSR reduced city-to-city average travel time by 34.5% or 124 min and improved accessibility to all cities in the MYRCCR. HSR’s impacts on accessibility and spatial equality exhibited a scale-differentiated pattern. MYRCCR-wide, HSR transformed a pattern of spatial polarization towards the one of corridorization. Cities located on major HSR corridors became more balanced in 2014 than in 2006. Nevertheless, at the county-city level, the gap between cities with the most and the least accessibility gains was much greater than the gap between those with the largest and the smallest travel time savings. Attributable to HSR services, the intensity of economic linkage increased between MYRCCR cities, especially between the provincial capital cities and those on the major lines of the national HSR grid, which implies an emerging process towards territorial cohesion in MYRCCR. National, provincial, and local governments should consider transportation as well as non-transportation policies and measures to direct HSR impacts towards further enhanced spatial development and regional equality.

As the world’s largest carbon emitter, China has been committed to carbon emission reduction and green development. Under the goal of “double carbon”, adjusting the industrial structure and promoting the development of producer services are regarded as effective emission reduction paths. In this paper, from the perspective of market entry of enterprises, we firstly investigate the transmission mechanism between market entry of enterprises and industrial agglomeration and summarize the carbon emission reduction mechanism of producer services. Based on the panel data of 110 prefecture-level cities in China’s Yangtze River Economic Belt (YREB) from 2003 to 2017, we analyze the impact of producer services on carbon emission reduction by using the dynamic spatial panel model. The empirical results show that China’s urban carbon dioxide emissions have noticeable spatial spillover effects and high emission club clustering characteristics and exhibit a noticeable snowball effect and leakage effect in time and space dimensions. The development of the producer services can effectively reduce carbon emission levels, effectively solving the dilemma of “stabilizing growth and promoting emission reduction”. Furthermore, there is an apparent synergistic effect between enterprises’ market entry and industrial agglomeration. The agglomeration of producer services can effectively promote the entry of innovative new enterprises, thus increasing the carbon emission reduction effect. However, due to resource mismatch and isomorphic development, this carbon emission reduction effect has apparent industrial heterogeneity and regional heterogeneity. Finally, this paper makes suggestions for optimizing regional industrial structure, strengthening inter-regional linkage cooperation, and promoting the advanced development of the producer services.

In recent years, China’s urbanization rate has been increasing rapidly, reaching 59.58% in 2018. Urbanization drives rural-to-urban migration, and inevitably promotes urban sprawl. With the development of remote sensing and geographic information technologies, the monitoring technology for urban sprawl has been constantly innovated. In particular, the emergence of night light data has greatly promoted monitoring research of large-scale and long-time-series urban sprawl. In this paper, the urban sprawl in China in 1992, 1997, 2002, 2007, 2012, and 2017 was identified via night light data, and the Artificial Neural Network-Cellular Automata-Markov (ANN-CA-Markov) model was developed to simulate the future urban sprawl in China. The results show that the suitability of urban sprawl based on the ANN model is as high as 0.864, indicating that the ANN model is very suitable for the simulation of urban sprawl. The Kappa coefficient of simulation results was 0.78, indicating that the ANN-CA-Markov model has a high simulation accuracy on urban sprawl. In the future, the hotspot areas of urban sprawl in China will change over time. Although the urban sprawl in the Beijing-Tianjin-Hebei region, the Yangtze River delta, and the Pearl River delta will still be considerable, the urban sprawl in the Chengdu-Chongqing city cluster, the Guanzhong Plain city cluster, the central plains city cluster, and the middle reaches of the Yangtze River will be more prominent. Overall, China’s urban sprawl will be concentrated in the east of Hu’s line in the future.
