The construction project bidding is a feasible method in engineering transactions and the main competition form of the construction activities under the conditions of the market economy. The bid assessment is an important link of bidding, and whether bid evaluation method is scientific or not, is directly related to the success of the tender. In the engineering construction field, at present the current commonly used evaluation methods are the comprehensive evaluation method and the lowest bidding price evaluation method. Based on fuzzy set theory and multi-objective people decision theory, we introduce fuzzy multi-objective people decision-making evaluation methods. And conducting research to put forward the evaluation index and weight method to determine the bidding decision model. Finally we apply it to actual case to make out the more standardized and scientific bidding evaluation method.

The South African Qualifications Authority, and the South African Nursing Council are in pursuit of quality nursing education to enable the learners to practise as independent and autonomous practitioners. The educational programme should focus on the facilitation of critical and reflective thinking skills that will help the learner to make rational decisions and solve problems. A way of achieving this level of functioning is the use of assessment and evaluation methods that measure the learners’ clinical competence holistically. This article is focused on the perceptions of twenty nurse educators, purposively selected from three Nursing Colleges affiliated to a university in Gauteng, regarding the use of OSCE (Objective Structured Clinical Examination) as a clinical evaluation method within a qualitative and descriptive research strategy. Three focus group interviews were conducted in different sessions. A descriptive content analysis was used. Trustworthiness was ensured by using Lincoln and Guba’s model (1985). The results revealed both positive and negative aspects of OSCE as a clinical evaluation method with regard to: administrative aspects; evaluators; learners; procedures/instruments and evaluation. The conclusion drawn from the related findings is that OSCE does not measure the learners’ clinical competence holistically. It is therefore recommended that the identified negative perception be taken as challenges faced by nurse educators and that the positive aspects be strengthened. One way of meeting these recommendations is the use of varied alternative methods for clinical assessment and evaluation that focus on the holistic measurement of the learners’ clinical competence.

Stable, efficient and lossless fruit picking has always been a difficult problem, perplexing the development of fruit automatic picking technology. In order to effectively solve this technical problem, this paper establishes a multi-objective trajectory model of the manipulator and proposes an improved multi-objective particle swarm optimization algorithm (represented as GMOPSO). The algorithm combines the methods of mutation operator, annealing factor and feedback mechanism to improve the diversity of the population on the basis of meeting the stable motion, avoiding the local optimal solution and accelerating the convergence speed. By adopting the average optimal evaluation method, the robot arm motion trajectory has been testified to constructively fulfill the picking standards of stability, efficiency and lossless. The performance of the algorithm is verified by ZDT1~ZDT3 benchmark functions, and its competitive advantages and disadvantages with other multi-objective evolutionary algorithms are further elaborated. In this paper, the algorithm is simulated and verified by practical experiments with the optimization objectives of time, energy consumption and pulsation. The simulation results show that the solution set of the algorithm is close to the real Pareto frontier. The optimal solution obtained by the average optimal evaluation method is as follows: the time is 34.20 s, the energy consumption is 61.89 °/S2 and the pulsation is 72.18 °/S3. The actual test results show that the trajectory can effectively complete fruit picking, the average picking time is 25.5 s, and the success rate is 96.67%. The experimental results show that the trajectory of the manipulator obtained by GMOPSO algorithm can make the manipulator run smoothly and facilitates efficient, stable and nondestructive picking.
