The universities’ fixed assets has the characteristics of large amount and wide range of use, which lead to difficulty and intricacy of the assets management, so the original manual, stand-alone model cannot satisfy the needs of modern assets management any more. The automatic identification and related technologies can aid in the configuration of an RFID-based fixed assets management platform in universities, by providing the broadest range of solutions to track the assets in an intelligent and dynamic way, eliminating the traditional information lag, distortion, and discrepancies, etc., thus improving management efficiency and level.

Inter-organizational information systems (IOIS) are information systems (ISs) embedded or deployed in inter-organizational relations. Predominantly, these inter-organizational relations can be qualified as interfirm networks. In order to understand the specific challenges of designing and running ISs in an inter-organizational setting, we will use and expand the notion of information management, which focuses on the information and systems dimensions of IOIS, and we will use a framework which structures and classifies network management issues. While network information management (NIM) primarily addresses managerial issues of IOISs, it does so in the broader context of network management.

In this paper, the use of literature, logical approach, system approach and so on college sports network information management system software design, implementation steps, applications were studied. The software system can be divided into three major system components. Including sports teaching intelligent management background processing systems, POS systems sports and sports office systems composed of three systems. Use of the information resource planning ways to build a diversified, comprehensive management applications, to avoid the "information island" phenomenon.
