As a new economical development mode, “low-carbon economic” is attracting more and more attention all over the world. In this paper, associating with the development background of the low-carbon industry, we applied the uncertainty set pair analysis (SPA) into the investment decision-making of the listed company, and established the investment decision model based on the uncertainty SPA. As a case, we made investment decision analysis to 12 typical low-carbon industrial listed companies selected. The results show that it is effective and applicable, and the research is helpful for the investors conducting decision-making.

Post-evaluation of power transmission project will help improve the scientific management level of the construction implementation and operation process, the investment decision-making and returns, and ensure the safe operation of power grid. Based on the theories and methods to establish the evaluation index, considering the low-carbon economy requirements on power grid construction, this article established a post-evaluation index system from the perspective of implementation process, effectiveness and efficiency, social and environmental impact, and sustainable development. According to the content of post-evaluation of power transmission project, it built a fuzzy AHP comprehensive post-evaluation model and took power transmission project as an example to analyze the application of the model.

in order to thoroughly implement the new energy security strategy of “four revolutions and one cooperation”, meet the requirements of power grid planning and management of energy administration, realize the strategic objectives of State Grid Corporation of China, actively respond to the severe external economic situation, alleviate the impact of policy-based price reduction, and improve the performance of internal investment management, the company needs scientific front-end decision-making, improve the efficiency of investment decision-making, scientifically determine the investment scale, structure and timing, and play a strategic leading role in investment decision-making. Through the analysis of internal and external management requirements, this paper constructs an auxiliary decision-making model of power grid investment to support the determination of investment scale, structure and time sequence, to realize the reasonable investment scale calculation of provincial companies, the calculation of investment structure of different voltage levels and the optimization of project delivery under the condition of given investment scale, which comprehensively considers the external supervision, economic development and internal management objectives, so as to assist the prior investment decision-making, improve the input-output efficiency, effectively improve the Advisory decision-making ability of investment data, and meet the company’s investment decision-making needs.

In order to make a good decision in the projection investment, and the application of the projection pursuit model of particle swarm algorithm on the investment decision was studied in depth. Firstly, the development of the projection pursuit model of particle swarm algorithm was introduced, and then the brief introduction of PP and the step of constructing the PPC model were introduced. The basic theory and calculating procession of particle swarm algorithm was analyzed. And then the projection investment decision model was established. Finally a case study was carried out and the results showed that this method was simple and effective.
