This study aims to evaluate the applicability of satellite imagery in estimating the percentage of impervious area in urbanized areas. Two methods of estimation are proposed and applied to a small urbanized watershed in Japan. The area is considered under two different cases of subdivision; i.e., 14 zones and 17 zones. The satellite imageries of LANDSAT-MSS (Multi-Spectral Scanner) in 1984, MOS-MESSR(Multi-spectral Electronic Self-Scanning Radiometer) in 1988 and SPOT-HRV(High Resolution Visible) in 1988 are classified. The percentage of imperviousness in 17 zones is estimated by using these classification results. These values are compared with the ones obtained from the aerial photographs. The percent imperviousness derived from the imagery agrees well with those derived from aerial photographs. The estimation errors evaluated are less than 10%, the same as those obtained from aerial photographs.

Storm water quality management in urbanized areas remains a challenge to Canadian municipalities as the funding and planning mechanisms are not well defined. In order to provide assistance to urbanized municipalities in the Great Lakes areas, the Great Lakes 2000 Cleanup Fund and the Ontario Ministry of the Environment commissioned the authors to develop a Geographic Information System planning tool for storm water quality management in urbanized areas. The planning tool comprises five steps: (1) definition of storm water retrofit goals and objectives; (2) identification of appropriate retrofit storm water management practices; (3) formulation of storm water retrofit strategies; (4) evaluation of strategies with respect to retrofit goals and objectives; and (5) selection of storm water retrofit strategies. A case study of the fully urbanized Mimico Creek wateshed in the City of Toronto is used to demonstrate the application of the planning tool.

Stream structure is usually dominated by various human activities over a short term. An analysis of variation in stream structure from 1979 to 2009 in the Qinhuai River Basin, China, was performed based on remote sensing images and topographic maps by using ArcGIS. A series of river parameters derived from river geomorphology are listed to describe the status of river structure in the past and present. Results showed that urbanization caused a huge increase in the impervious area. The number of rivers in the study area has decreased and length of rivers has shortened. Over the 30 years, there was a 41.03% decrease in river length. Complexity and stability of streams have also changed and consequently the storage capacities of river channels in intensively urbanized areas are much lower than in moderately urbanized areas, indicating a greater risk of floods. Therefore, more attention should be paid to the urban disturbance to rivers.

The annual average rainfall in Busan area is increasing, causing frequent flooding of Busan’s Suyeong and Oncheon rivers. Due to the increase in urbanized areas and climate change, it is difficult to reduce flood damage. Therefore, new methods are needed to reduce urban inundation. This study models the effects of three flood reduction methods involving Oncheon River, Suyeong River, and the Hoedong Dam, which is situated on the Suyeong. Using EPA-SWMM, a virtual model of the dam and the rivers was created, then modified with changes to the dam’s height, the installation of a floodgate on the dam, and the creation of an underground waterway to carry excess flow from the Oncheon to the Hoedong Dam. The results of this study show that increasing the height of the dam by 3 m, 4 m, or 6 m led to a 27%, 37%, and 48% reduction in flooding, respectively, on the Suyeong River. It was also found that installing a floodgate of 10 × 4 m, 15 × 4 m, or 20 × 4 min the dam would result in a flood reduction of 2.7% and 2.9%, respectively. Furthermore, the construction of the underground waterway could lead to an expected 25% flood reduction in the Oncheon River. Measures such as these offer the potential to protect the lives and property of citizens in densely populated urban areas and develop sustainable cities and communities. Therefore, the modifications to the dam and the underground waterway proposed in this study are considered to be useful.
