Application of Social and Private Interests Coordination Engine Model in State Development Programs

During turbofan development programs the evaluation of steady-state and transient engine performance is usually achieved by applying full thermodynamic engine models at least in the operating range between idle and maximum power conditions, but more recently also in the sub-idle operating range, e.g. for steady-state windmilling behavior and for starting, relight and shut down scenarios. The paper describes the setup, and in more detail the validation, of a full thermodynamic engine model for a two-spool mixed flow afterburner turbofan which is capable to run from maximum power down to zero speed and zero flow conditions in steady-state and transient mode. The validation is performed by using the model-based performance analysis procedure called ANSYN even in windmilling operation. Once the steady-state sub-idle model is validated the extension to transient sub-idle capability is achieved by simply adding the effects of rotor moment of inertia of the spools, while heat soakage effects are rather negligible without heat release in the burner. Especially lighting conditions in the burner are produced by such a validated sub-idle model inherently due to reliable data calculated at the burner entry station. The variety of applications of a validated full thermodynamic engine model is large. The performance data delivered is highly reliable and very consistent because the full operating range of the engine is covered with one model, and by appropriate means of speeding up the calculation even real-time capability may be achieved. In the paper synthesized data for an engine dry crank is compared to real engine test data as one typical application.

В статье отражены содержательные и аналитические аспекты мониторинга Государственной программы развития агропромышленного комплекса Республики Казахстан на 2017-2021 годы, разработанной и реализуемой в рамках программно-целевого подхода к управлению. Исследование носит прикладной характер и содержит результаты промежуточного мониторинга целевых индикаторов государственной программы развития АПК, их анализа на предмет актуальности и значимости для отрасли; сравнительной оценки плановых и фактических значений целевых индикаторов; оценки эффективности Системы государственного планирования. В работе поднимаются проблемы соответствия целевых индикаторов актуальным целям развития АПК; искусственного занижения или невыполнения их плановых значений; избыточных полномочий государственного органа как разработчика в вопросах мониторинга; отсутствия инвестиций в создании автоматизированных систем мониторинга АПК. Предлагаются пути решения вышеперечисленных проблем, направленные на повышение эффективности существующей системы мониторинга. Данные предложения могут быть учтены в процессе разработки и реализации Национального проекта по развитию агропромышленного комплекса Республики Казахстан» на 2022-2026 годы. Это будет способствовать построению эффективной системы мониторинга государственных программ развития национальной экономики, ориентированной на достижение целевых установок отраслевых программ и вышестоящих документов Системы государственного планирования. The article shows the substantive and analytical aspects of monitoring the State Development Program of Agro-Industrial Complex in the Republic of Kazakhstan for 2017-2021, developed and implemented within the framework of the program-targeted approach to management. The study has an applied nature and contains the results of intermediate monitoring of target indicators of the State Development Program of Agro-Industrial Complex, their analysis for relevance and significance for the industry; comparative assessment of planned and actual values ​​of target indicators; efficiency assessment of the State Planning System. The paper raises the problem of compliance of target indicators with the sustainable development goals of the agro-industrial complex; artificial underestimation or non-fulfillment of their planned values; excessive powers of the state body as a developer in monitoring issues; lack of investment in the creation of automated monitoring systems in the agro-industrial complex. The ways of solving the identified above problems are proposed, aimed at improving the efficiency of the existing monitoring system. These proposals can be taken into account in the process of developing and implementing the National Development Project of Agro-Industrial Complex in the Republic of Kazakhstan for 2022-2026. This will contribute to the construction of an effective monitoring system of the national economy state development programs, focused on achieving the targets of industry development programs and higher-level documents of the State Planning System.

Poland in the period of post-1990s economic transformation did not create a vision of the functioning of the maritime economy. It was considered that it is too small a sector of the economy to create its development programs. This was a mistake, as it stimulated socio-economic processes in coastal regions. This policy also led to the limited use of the territory of Poland as an important element of the European transport network, understood more broadly than the area of transit transport. It was only after 2012 that it was decided to prepare the maritime strategy as an operational strategy for state development programs.

Despite widespread acknowledgement of the importance of career development programs to assist students in their complex transition from school to work, very few specific career education interventions have been objectively evaluated. The aim of this paper is to highlight what the authors consider to be a conspicuous shortfall in the career development literature to date, that is, reports of methodologically sound career intervention studies carried out in actual high school settings. International trends in the world of work are briefly discussed in association with the repercussions these changes are producing for today's youth. The major portion of this article is devoted to a comprehensive review of career intervention studies with particular attention paid to the methodological and theoretical issues that resonate from this review process. Recommendations for future research are proposed.
